I. AIRLINES

A. Philippine Airlines

 Damaged Suitcases

If the passenger noticed that his/her baggage was damaged upon arrival, there is a Baggage
Assistance Counter located at the arrival area and he/she may file a report.

PAL attendant records the details of the damage to the baggage and he/she will be offered
immediate assistance, as necessary.

PAL is also not responsible for baggage damage due to normal wear and tear, which
includes:

 Cuts, scratches, scuffs, dents and marks;


 Damage to or loss of protruding parts, including straps, pockets, pull handles, hangar
hooks, wheels, external locks, security straps, or zipper tabs;
 Damage due to improper or over packing;
 Baggage accepted under the conditions of the Limited Release Tag - including items
retrieved or confiscated by airport authorities or security personnel.

Philippine Airlines is not responsible for any damage due to normal wear and tear such as
minor cuts, scratches, and broken zippers including fragile items and musical/sports equipment;
damage to or loss of protruding parts, including straps, pockets, pull handles, hangar hooks,
wheels, external locks, security straps, or zipper tabs; damage due to improper or overpacking;
baggage accepted under the conditions of the Limited Release Tag - including items retrieved or
confiscated by airport authorities or security personnel .

The baggage liability limitations of PAL for journeys entirely within the Philippines stated
that unless a higher valuation has been declared by the passenger at check-in time, the Carrier's
liability for loss of or damage to checked baggage shall be limited to PHP40.00 per kilogram.
When it comes to international flight, the liability for loss, delay or damage to baggage is limited
unless a higher value is declared in advance and additional charges are paid. For most
international travel (including domestic portions of international journeys) the liability limit is
approximately $9.07 per pound (US$20.00 per kilo) for checked baggage and US$400 per
passenger for unchecked baggage. For travel wholly between U.S. points, Federal rules require
any limit on an airline's baggage liability to be at least US$2,500 per passenger. Excess valuation
may be declared on certain types of valuable articles. Carrier assumes no liability for fragile,
valuable or perishable articles. Further information may be obtained from the carrier.

 Delayed Arrival of Suitcases

As soon as the passenger notice that his/her baggage is missing at the arrival airport, it is
necessary to approach the Baggage Assistance Counter located at the arrival area and file a
report for his/her missing baggage.
The passenger will receive a reference number at the end of the reporting process.
Reference number shall be kept in order to track the progress of the search for the baggage.
They will search the baggage using the airline shared system and they will contact the passenger
immediately for any update.

For international flights, if the baggage is not found by the seventh day after the baggage
was reported missing, the passenger must accomplish the Baggage Claim form, and send to
baggage_tracing@pal.com.ph for further processing.

The passenger must ensure to describe the missing baggage in detail including its contents
(i.e. clothing items, gadgets, or any other item). A complete description is important in finding
the baggage.

Philippine Airlines is committed to make their customers and their baggage travel together.
Should there be an instance of baggage mishandling such as delayed or missing baggage, they
would exert their best efforts to deliver their baggage within twenty-four (24) hours,
reimbursing passengers for any fee charged to transport a bag if that bag is lost. As for
compensation, PAL Express will abide with applicable international agreements in determining
the appropriate compensation offer.

B. Cebu Pacific

 Damaged Suitcases

If baggage is damaged, immediately file a Property Irregularity Report (PIR) while still at the
airport premises of the arrival station. If damage is proven not to be caused by regular wear and
tear, we compensate based on the Philippines Air Passenger Bill of Rights or the Warsaw
Convention)

For international travel performed under the Warsaw Convention, the liability limit for lost
or damaged Checked Baggage is Twenty United States Dollars (USD20.00) per kilo. For
international travel performed under the Montreal Convention, the Airline shall be liable only up
to the amount of One Thousand One Hundred Thirty-One (1,131) SDR or such amount based on
the limits of liability that have been revised and made effective in accordance with the
provisions of the Montreal Convention. In special circumstances where the law of the country or
destination (other than the Philippines) so requires, the Airline’s liability for delay, lost, or
damaged Baggage may be governed by the liability rules of any other applicable law, regulation,
or international convention. Any recovery by the Passenger under such other convention will
bar further recovery pursuant to the Warsaw Convention or Montreal Convention. The
governing law or convention shall be that which is applicable at the time that the international
travel is commenced.

For domestic travel, the Airline’s liability for lost or damaged Baggage shall be determined in
accordance with the applicable Domestic Laws.
 Delayed Arrival of Suitcases

If baggage did not arrive with the guest, immediately file a Property Irregularity Report
(PIR) while still at the airport premises of the arrival station. We provide a first need
compensation if guest is not a resident at the destination.

Whenever possible, Checked Baggage will be carried on the same aircraft as the Passenger.
The Airline may decide for safety, security or operational reasons to carry it on another flight. If
a Checked Baggage is carried on a subsequent flight, the Airline will deliver it to the Passenger
unless applicable law requires the Passenger to be present for clearance by customs authorities.
For delayed Checked Baggage, the Airline’s liability shall be determined under the Warsaw
Convention, Montreal Convention, or Domestic Laws as applicable and as amended from time to
time.

II. COMPARISON

Most people confirm that Cebu Pacific Airline has an edge over Philippine Airline for the reason
that it is more determined to depart and arrive as planned or even earlier. It is simple because the
Philippine Airline does not have responsible to any damage of luggage or suitcases. Cebu Pacific will
make every effort to return mishandled baggage within 24 hours, and will reimburse affected guest for
any fee charged to transport a bag if that bag is lost. They also offer compensation for the loss or
damage of baggage in transit. Starts upon baggage check-in and ends upon baggage claim at the
destination airport.

Philippine Airlines

There is a news that PAL workers who were caught in a viral video mishandling passenger baggage
will face disciplinary action. The incident happened at the Davao International Airport last Jan. 3, 2018
and involved PR 1809 from Manila. The clip was uploaded on Facebook. The airline apologized for the
incident and thanked the concerned citizen who filmed and uploaded the video.
Cebu Pacific

Based on the Customer Service Plan of Cebu Pacific, if ever baggage is not found within seven (7)
days from date of arrival, it is considered lost. Cebu Pacific provides compensation for every day it is
missing starting from the 25th hour of delay. Compensation is based on the Philippines Air Passenger Bill
of Rights or the Warsaw Convention.

III. RECOMMENDATIONS

a. Take Pictures. Photographs can be very useful if the baggage is misplaced. Take pictures of the
different things in your suitcase first, then of the closed suitcase. Create a thorough list of your
packed possessions, noting colors, patterns, and sizes as needed.

b. Put Label and Lock on the Bags. Remove any long carrying belts that may get entangled in an
automatic conveyor belt. After that, remove all old identity tags and airline logos and replace
them with a new, brightly colored identification tag. If you don't have a colored id tag, tie
brightly colored duct tape around the suitcase handle or tie a regular tag with a brightly colored
ribbon. Don’t forget to lock all the suitcases

c. Use Trackable Luggage Tags. This is to easily track the loss baggage. This is available in the
market and in trend for tourists having frequent travels. The passenger shall affix his name,
address, or other identifications to the baggage prior to delivery to Carrier. The passenger shall
not include in Checked Baggage money, jewelry, precious metals, silverware, negotiable papers,
securities or other valuables, business documents, passports and other identification documents
or samples. These items, as well as medications or prescriptions, should be carried personally by
the passenger. Fragile or perishable articles will be checked only at passenger's risk. Scratches,
nicks or dirt may appear on a baggage despite care in handling. Carrier does not assume liability
for normal wear and tear to baggage. 
d. Hand Carry Fragile Items. Bring a delicate object with you or use a delivery service that can
ensure the item is packaged and delivered properly to avoid injury. Some airlines are usually not
responsible for any things you bring with you into the passenger cabin.

e. Be punctual. With today's regularly packed flights, you can be asked to gate-check your carry-on
if you arrive late. Prepare for this risk by keeping your valuables and important papers and
documents in a different pocket inside your carry-on. This is to avoid cramming.

f. Be aware of what is covered. Be mindful that the airline can give you potential travel vouchers
instead of cash for settlement; the vouchers may have conditions and blackout dates, so make
sure you recognize the terms and conditions before accepting as payment.

g. Buy Travel Insurance. Insurance on your baggage is available from a variety of internet sites or
from your travel agent. While travel insurance will include extra compensation if the baggage is
lost, destroyed, or stolen, be mindful that it will have a per-category and per-item cap.
