SCOPE OF WORKS – STP Enhancement

1.0 PURPOSE

1.1 To determine and provide the appropriate technology in Sewage Treatment Plant
for _____________to address the DENR 2016-08 new parameters.

2.0 OBJECTIVE

2.1. To ensure that the Effluent water quality being discharged to Manila Bay will pass
the DENR Administrative Order 2016-08 water parameter standards as per Water
Quality Guidelines and General Effluent Standards of 2016.

3.0 SCOPE OF WORKS

The contractor is designated as the designer and builder of the facility for the effluent
quality of the STP which shall comply with the DENR AO 2016-08 requirements to
address the biological nitrogen, ammonia and phosphate removal.

Contractor shall perform all of the design, engineering, procurement, construction, testing
and commissioning of the works within the given parameters of the project including but not
limited to space availability, approved timeline, and special safety requirements.

Contractor shall design, supply, and install all mechanical, electrical and instrumentation
equipment and accessories for the operation of the facilities including necessary civil
works and other works necessary to complete system design and operations and shall
provide a clear timetable for construction schedule from permits approval/mobilization to
testing & commissioning.

Contractor shall consider a design calculation of 3,000 cubic meters per day as
maximum daily flow rate.

All design shall be in accordance with the best modern practice and shall facilitate safe
access for inspection, cleaning, lubrication, maintenance, repair, and replacement to
ensure satisfactory operation under all service conditions.

Testing and commissioning, performance tests, and the training of operators.


__________________ shall operate the works upon successful completion of the
Testing and Commissioning, and rectification of any defects liability and warranty period.

Contractor shall provide all the necessary documents, records, and reports of the test run
and initial startup operation and as built drawings.

Contractor shall provide the necessary chemicals needed for the operation of STP
facility during the period of testing and commissioning.

__________________________ shall provide historical effluent quality data based on


the new parameters to check the effluent concentration using our current treatment
facilities.

Data collected from sampling, lab analyses and others shall be analyze. Viability of
putting up additional facilities shall be studied.

The availability of area shall be considered. To address the biological nitrogen and
phosphate removal, surfactant and fecal coliform, additional facilities can be added
within the STP considering the available space and the maintainability of the additional
facilities. During the performance test, the effluent quality should be within the
acceptable parameters under DAO 2016-08, failure to achieve the acceptable
parameters within agreed period of time, the design and build contractor shall be subject
for penalties as agreed by both parties.

Contractor shall provide and use their own set of PPEs (Personal Protective Equipment)
as detailed: Hard hat, Safety goggles/ Safety glasses, Reflectorized clothing / coverall /
reflectorized vest, Hand gloves / cotton gloves / rubber gloves, Earplugs / Ear muffs,
Safety shoes, Respirator (Dust masks), Face shield and others not specified that are
needed in the project site must be provided by contractor. Contractor shall ensure all
their personnel and workers shall wear complete PPEs at any given time in the working
area or site.

Contractor shall provide Covid-19 personal protective equipment requirements like


Coverall, Face mask, Face shield and goggles. (As required).

Contractor’s personnel shall secure Covid-19 rapid test/swab test results and bring along
with them their company ID before going to the working area/site.
