HOW TO APPLY FOR NOC FOR VEHICLE

If you’re thinking about taking a trip to another state in your vehicle for a short
duration or thinking a selling your car or bike to an individual residing in another
state, you can’t just up and do it. Like any process in any organized society, there
are certain legal administrative steps which need to be followed. One of these
steps is obtaining a No Objection Certificate (NOC) for your vehicle from the
Regional Transport Office (RTO). The way this works is that, the RTO, which
essentially keeps a record of all the registered vehicles in a state, will issue you a
NOC if your vehicle is going to change states, if its area of use is going to change
states. A NOC is, in effect, a legal document which releases your vehicle from its
current registered jurisdiction. This basically means that the vehicle is ready to be
registered with a different RTO. This all is essential if you are going to sell or
purchase a vehicle from another state or if you are planning to travel to another
state with your vehicle for more than three months.

Obtaining a NOC can be done through both, an online and offline mode. When
applying through an offline mode, you need to go to the RTO your vehicle is
registered with and fill out Form 28. Along with this form various documents need
to be submitted; attested copies of the vehicle’s Registration Certificate and
insurance policy, updated tax receipts, a print of the chassis and engine number, a
Pollution Under Control (PUC) certificate and the owner’s identity and address
proof. The necessary fees for obtaining a NOC needs to be paid, which is usually
around 100 rupees. The RTO will then check if there are any other taxes
outstanding with regard to the owner and also check with the police if this
particular vehicle has been involved in any criminal activity. All this being done
and there being no problems, the RTO then issues the NOC, usually within three
working days. A NOC can be applied for virtually, through the “Parivahan” site.
Here, you first go this site and enter your vehicle’s registration number, then you
click on the ‘Apply for No Objection Certificate’ option. Later on, you fill out any
necessary details that they ask for and upload the required documents. Then, as
before you pay the requisite fees. Lastly, you take a print of the application form
and various documents and submit them at the RTO.

During the change of states, a NOC can also be obtained from the bank or the
National Crime Records Bureau (NCRB). If your vehicle had been purchased
through a loan, then a NOC from the particular financial institution signifies the
full repayment of the loan along with any other obligatory dues. This facilitates a
smoother transfer of vehicle ownership. A NOC from the NCRB shows that the
specific vehicle in question has not been part of any illegal activities. This is
another step which should be taken to ensure a smoother transfer of the
ownership of the vehicle.
