Project Justification
The development of Malacafiang Substation would address the
expected critical loading of Tegen 100 MVA bank no. 6 and Paco 83
MVA banks no. 1 and 2 at 75%, 76% and 75%, respectively. This new \
substation project within the Malacafiang compound will provide a
long term solution to address the reliability of Malacafiang's power
supply that experienced numerous power outage incidents in March I

and April of 2014 brought about by the long exposure of distribution I


lines from Paco and Tegen feeders. This project would also reduce
annual s stem loss b 1 6 kWh.

Technical Analysis

MERALCO'sExisting Distribution System

Residential, commercial and industrial customers in the areas of


Ermita, Malate, Paco, San Miguel, Quiapo and portions of Sampaloc
and Pandacan Manila are currently being served by 34.5 kV \
distribution feeders from Tegen and Paco Substations. These
substations are interconnected through 115kV subtransmission lines.
The figure below shows the existing geographical and single line
diagram of the Subtransmission System ofMERALCO.

Performance Assessment - Loading Analysis

With the forecasted small-area load growth of 4.11% in the areas


served by Tegen power transformer bank no. 6 and Paco power
transformer banks no. 1 and 2, these power transformer banks are
expected to be critically loaded in 2016 at 75%, 76%, and 75%,
respectively. At this condition, any outage of affected power
transformer banks would result in wides read ower interru tion in

Ermita, Malate, Paco, San Miguel, Quiapo and portions of Sampaloc
and Pandacan, Manila affecting numerous schooljuniversities
(University of the East, Centro Escolar University and San Beda
College), vital government institutions particularly Malacafiang
(Malacafiang Palace, Office of the President, Presidential Security
Group Headquarters, and Bahay Pangarap) and Supreme Court of
the Philippines as well as various residential, commercial and
industrial customers (Manila Midtown Executive Homes, Robinsons
Place Manila and Unilever Philippines).

Moreover, it would be difficult for MERALCO to accommodate the


additional loads in the area such as the load upgrading of the
Supreme Court of the Philippines (2.9 MVA), Admiral Bay Suites
(4.19 MVA)and Grand Riviera Suites (3 MVA) as well as the expected
large projects in the pipeline of various developers such as SM's
PHlLAM Conversion (4 MVA), Eton Properties' 8 Adriatico (4.8 I
MVA),and Filinvest's Studio Zen (1 MVA).

Further, March and April 2014, power outage incidents were

reported in Malacafiang due to distribution line faults caused by the
long exposure of Malacafiang source circuits from Tegen and Paco
substation. MERALCO was called for help to address the said
problem as part of the preparation for the state visit of President
Barack Obama of the United States on April 28, 2014. Line side and
load side interim solutions were implemented by MERALCOand one

of its subsidiaries, to ensure a more reliable supply of electricity in
the compound. Due to this event, a long term and permanent
solution must be provided to address these problems and mainly the
I
expected capacity deficiency in the area that will affect vital
government institution such as Malacafiang. Furthermore, this I
project will cover the re-configuration of distribution circuits within
the area that will provide a more reliable and flexible distribution
system.

These power transformers have already exceeded the 70% maximum I
normal loading limit, per the Investor-Owned Electric Distribution
Utility Planning Manual, which prescribes the augmentation of I
substation capacity in the year in which the load on a substation or
interconnected substation group exceeds 70% of the maximum rated
capacity under normal operating conditions with all transformers in
service. In the process of determining the most cost-effective
solution to address the identified deficiencies, MERALCOgenerated

several technically-feasible alternatives that could satisfy the
distribution system requirements in a timely and efficient manner. I

Substation

This project involves the development of a 115 kV-34.5 kV Gas


Insulated Switchgear (GIS) Substation within Malacaiiang
compound. It includes the installation of 1-83 MVA power
transformer with associated protective equipment as well as
appurtenant subtransmission and distribution lines to provide
capacity in this area of Manila. In addition, this will require the
government to allocate a space for MERALCO'ssubstation use.

Alternative 2: Development of Ermita 115 kV-34.5 kV GIS
Substation

This project involves the development of a 115 kV-34.5 kV GIS


substation in A. Flores St., Brgy. Ermita, Manila. It includes the
installation of 1-83 MVA power transformer with associated
protective equipment as well as appurtenant subtransmission and
distribution lines. This project would require construction of much
longer 115kV subtransmission lines and it will utilize the lot of the
existing Ermita 34.5 kV-6.24 kV conventional substation whose loads
will be converted to 34.5 kV.

Substation

This project involves the development of a 115 kV-34.5 kV GIS


substation in a MERALCO-ownedlot in Malate, Manila. It includes

distribution lines. Currently, the said lot is occupied by tenants with I

Based on the above comparison of alternatives, the Development of
Malacafiang 115 kV-34.5 kV GIS Substation (Alternative 1) is the best
solution, at the least cost, to address the capacity deficiency in the
areas of Ermita, Malate, Paco, San Miguel, Quiapo, and portions of
Sampaloc and Panda can Manila as well as improve the reliability in
serving Malacafiang loads by minimizing distribution line exposure.

Impact of the Project

The Development of Malacafiang 115 kV-34.5 kV GIS Substation will


correct the critical loading of the aforementioned power transformers
and provide operational switching flexibility during contingencies.
This project would also improve voltage regulation and reduce
system losses in the areas of Ermita, Malate, Paco, San Miguel,
Quiapo, and portions of Sampaloc and Panda can Manila.

The Commission approved the Development of Malacaiiang 115kV-


34.5 kV GIS Substation with an additional one (1) new 83 MVA
power transformer bank which is the best option to address the
capacity deficiency in the areas of Ermita, Malate, Paco, San Miguel,
Quiapo, and portions of Sampaloc and Pandacan Manila. The project
will not only relieve the expected critical loading of Tegen power
transformer bank no. 6 (75%), Paco power transformer banks no. 1
(76%) and bank no. 2 (75%) in 2016 but will also provide operational
switching flexibility during contingencies in the said area. Also, this
project is relatively cheaper compared to the other alternatives that
are more costly due to longer additional 115kV subtransmission line
works and additional cost for substation lot.

Project Justification
Bagbaguin power transformer bank no. 1 is now in critical loading
condition with 78% loading and forecasted to remain critically loaded
in 2016 with 85% loading. With limited available capacity in the area
there is a difficulty to shift some of this load to other substation.

The expansion of Bagbaguin will address the forecasted critical


loading of Balintawak power transformer bank no. 6 with 73%
loading, Malinta power transformer no. 1 with 71% loading and
Bagbaguin power transformer bank nO.1 with 85% loading brought
about by normal load growth and demand in the area. This project
will provide operational switching flexibility during contingencies in
the area. Also, this project will improve voltage regulation and reduce
system losses at existing distribution system in portions of
Valenzuela, Quezon Ci and Caloocan Ci .

Technical Analysis

MERALCO's Existing Distribution System

Residential, commercial and industrial customers in Valenzuela City,


Quezon City and Caloocan City are currently being served by 34.5 kV
distribution feeders from Balintawak, Malinta and Bagbaguin I
substations. Figure below shows the existing schematic diagram of
these substations.

Performance Assessment - Loading Analysis

There will be an expected critical loading of Bagbaguin power


transformer bank no. 1 (85%), Malinta power transformer bank no. 1
(71%) and Balintawak power transformer bank no. 6 (73%) in 2016
brought about by tlIe forecasted small-area load growth of 3.83% in
the areas served by these power transformer banks. Major
commercial and industrial customers in the area such as Bureau of
Fire Protection, Nettex Manufacturing and Export Corporation, Ultra
Textile Mills Incorporated, Dragon Asia Rolling Mills Incorporated
and Ferrotech Steel Corporation will be affected by the reduction of
operational switching flexibility during contingencies. A new project
is needed to resolve the forecasted capacity deficiencies of the above

These power transformers by 2016 will already have exceeded the

This substation is located at G. Molina St. Bagbaguin, Valenzuela


City. This project will require an installation of 1-83 MVA power
transformer with associated protective equipment as well as
appurtenant distribution lines. This project is within the target load
center and will unload the critical loading of Bagbaguin bank no. 1
and Balintawak bank no. 6. This project will meet the load
requirements of the customers within the area and ensure the
flexibility and reliability during contingency problem.

This project involves the expansion of Veinte Reales 115 kV-34.5 kV

substation in T. Santiago Street, Brgy. Veinte Reales, Valenzuela City.
It includes the installation of 1-83 MVA power transformer with I
associated protective equipment as well as appurtenant distribution
lines. This substation can accommodate the said expansion since it
has an ultimate set-up of 2-115 kV lines and 2-83 MVA power I
transformer banks. However, it will require longer distribution lines
resulting in more expensive project.

Alternative 3: Installation of 1st 83 MVA Power Transformer at
Sitio Gitna 115kV Switching Station
I
By the end of 4th quarter 2015, the Sitio Gitna 115 kV Switching
Station is already in place to initially accommodate the load
applications of Metrodragon Steel Corporation (MSC) and ANK Steel.
This switching station is located at No.8 MGM Industrial Compound, I
Sitio Gitna Kaybiga, Caloocan City. To maximize the use of this
switchin station, this ro.ect involves the installation of 1-83 MVA

Impact of the Project

The Expansion of Bagbaguin 115 kV-34.5 kV Substation will correct


the critical loading of the aforementioned power transformers and
provide operational switching flexibility during contingencies. This
project would also improve voltage regulation and reduce system

Project Justification
The expansion of Masinag substation would address the forecasted
critical loading of Masinag and Parang 83 MVA transformer banks
brau ht about b the ex ected increase in demand in the areas served

by these transformers. This project would also reduce system loss
and improve system reliability by reducing the exposure of existing
distribution feeders.

Technical Analysis

MERALCO's Existing Distribution System

Residential, commercial and industrial customers in Antipolo and


portions of Cainta, San Mateo and Teresa, Rizal and portion of
Marikina City are currently being served by 34.5 kV distribution
feeders from Masinag and Parang substations. Figure below shows
the existing schematic diagram of these substations.

Performance Assessment - Loading Analysis

Masinag existing power transformer is operating at critical loading


condition and is forecasted to continue to be critically loaded at 82%
in 2016, while Parang existing power transformer will be critically
loaded in 2016 at 77% brought about by the forecasted small-area
load growth of 3.30% in the areas served by these power transformer
banks. Without the additional capacity in 2016, many residential and
commercial as well as some industrial customers in Marikina and
Rizal, such as Anlang Rodriguez Medical Center, Ta Hsing Machinery
Casting, Fortune Tobacco Corporation and MWSS Antipolo will be
affected by the capacity deficiency. Likewise, with the anticipated
deficiency in capacity, MERALCO would have difficulty
accommodatin ex ected additional loads of Robinsons Place

Antipolo and Tropicana Garden City in Marikina City. Thus, the new
83 MVA power transformer bank is needed to relieve the critical
loading of the aforementioned banks and provide more reliable
electric system in the said area.

These power transformers have already exceeded the 70% maximum


normal loading limit, per the Investor-Owned Electric Distribution
Utility Planning Manual, which prescribes the augmentation of
substation capacity in the year in which the load on a substation or
interconnected substation group exceeds 70% of the maximum rated
capacity under normal operating conditions with all transformers in
service.

In the process of determining the most cost-effective solution to


address the identified deficiencies, MERALCO generated several
technically-feasible alternatives that could satisfy the distribution
system requirements in a timely and efficient manner.

Based on the above comparison of alternatives, the Expansion of


Masinag 115kV-34.5 kV Substation (Alternative 1) is the best solution
to address the capacity deficiency in Antipolo and Marikina Cities and
other Rizal Municipalities, at the shortest time and at the least cost
and with the highest reliability as compared to alternatives 2 & 3. It
would not require any purchase of lot and construction of new
overhead 115 kV subtransmission lines that will require right-of-way
acquisition. Also, with the expansion of Masinag substation, line
exposure will be minimal.

The Commission approved the project "Expansion of Masinag 115kV-


34.5 kV Substation" with an additional one (1) new 83 MYA power
transformer bank which is the best option to address the capacity
deficiency in the areas of Antipolo, portions of Cainta, San Mateo and
Teresa, Rizal and portion of Marikina City. The project will not only
relieve the critical loading of Masinag power transformer bank no. 1
(82%) and Parang power transformer bank no. 1 (77%) in 2016 but
will also provide operational switching flexibility during
contingencies in the said area. Also, this project is relatively cheaper \
compared to the other alternatives that are more costly and also less
reliable due to additional 115 kV to subtransmission line works,

Performance Assessment - Loading Analysis

At the end of RY2016, Imus Bank NO.2 is forecasted to be critically


loaded with 80-44% loading which can be attributed to the forecasted
4% small- area load growth in the areas served by this transformer
bank. On the other hand, Dasmariiias 83 MVA power transformer
bank no. 1 is expected to be normally loaded with 46.51% loading.
However, its remaining available capacity cannot be exported due to
limited feeders and tying facilities. Both transformer banks of the
Dasmariiias 115 kV- 34.5 kV Substation, 83 MVA bank no. 1 and 50
MVA bank no. 2, have only two (2) 34.5 kV feeders each making it
difficult to help unload adjacent substations especially during
contingencies. Some of the major customers within the area that will
be affected by the problem are SM City Dasmariiias, Robinsons Land
Corporation, Euro-med Lab Phils. Inc., Monterey Farm Corp.,
Common Goal Real Properties Inc. and Consolidated Prime
Development.

Additional 2 MVA applied load of SM City Dasmarifias for its annex


building and Lancaster New City's ongoing mixed-use development
whose additional applied load may reach 6 MVA in 2016 contributed
to higher local growth rate. Large real estate development of Ayala
Land (Bukod Tangi Project) in the areas of Imus City and Dasmariiias
Ci and Lancaster New Ci s future additional loads are ex ected to

MVA Power Transformer Bank NO.1" will unload the Imus power
transformer bank no. 2 and improve system reliability in the areas
being served by Dasmarifias 83 MVA power transformer bank no. 1
and provide operational switching flexibility during contingencies. In
addition, the available capacity of the 83 MVA bank can be exported
thru its additional two (2) 34.5 kV feeders. This project would also
improve voltage regulation and reduce system loss in Dasmarifias
City, Imus City and GMA in Cavite.

Project Justification
The installation of 34.5 kV metalclad switchgear at LIIP 83 MVA
power transformer bank no. 3 would address the critically loaded Sta.
Rosa 83 MVA power transformer bank no. 3 and reliability issues in
Laguna International Industrial Park (LIIP) and Laguna Technopark
Inc. (LTI) as well as utilize the full capacity of the LIIP 83 MVA
power transformer bank no. 3 by constructing two (2) new additional
34.5 kV feeders.

Technical Analysis

MERALCO's Existing Distribution System

Residential, commercial and industrial customers in Eifian City and


Sta. Rosa City in Laguna are currently being served by 34.5 kV
distribution feeders from LIIP and Sta. Rosa substations. Figure
below shows the existing schematic diagram ofthese substations.

Performance Assessment - Loading Analysis

With the forecasted small area load growth of 4.33% in the areas
served by Sta. Rosa power transformer bank no. 3 and LIIP 83 MVA
power transformer bank no. 3, these banks are expected to be 78%
and 44% loaded in RY2016. The existing available capacity of LIIP 83
MVA power transformer bank no. 3 cannot be exported to help
unload Sta. Rosa power transformer bank no. 3 due to limited feeders
and tying facilities since it has only two (2) 34.5 kV feeders, making it
difficult to hel unload ad' acent transformer banks and substations

especially during contingencies. Some of the major customers within
the area that will be affected by the capacity deficiency especially
during outages are Futaba Corporation of the Philippines, Isuzu
Philippines Corporation, International Distillers Philippines Inc.,
Laguna Electronics Inc. and Sunnelit Philippines Corporation.

Application of Sun Power for its additional load totaling to 14 MVA in


2016 contributed to higher local growth rate in this area.

As per Substation Planning policy, power transformers should be


economically loaded but shall not exceed their rated capacity. The
Investor-Owned Electric Distribution Utility Planning Manual
prescribes the augmentation of substation capacity in the year in
which the load on a substation or interconnected substation group
exceeds 70% of the maximum rated capacity under normal operating
conditions with all transformers in service.

In the process of determining the most cost-effective solution to


address the identified deficiencies, MERALCO generated several
technically-feasible alternatives that could satisfy the distribution
system requirements in a timely and efficient manner.

Project Justification
The development of Lucena Substation would address the problem of
the critically loaded Tayabas 83MVA transformer brought about by
the expected increase in demand in the areas served by this
transformer. This project would also reduce system loss, provide
switching flexibility during outages and improve system reliability by
reducing the exposure of existing distribution feeders in Quezon
Province.

municipalities of Quezon Province that are within Meralco's franchise
are currently being served by Tayabas 115kV - 34.5 kV Substation,

substations are individually supplied through 115kV subtransmission

Performance Assessment - Analysis of Problems

Tayabas power transformer is operating at critical loading condition


and is forecasted to remain critically loaded at 91% in 2016. This
condition is further aggravated by limited tying facilities with other j
MERALCOfacilities. This is because Tayabas Substation is located in
the fringe part of MERALCO's franchise and is more than 27
kilometers away from the nearest substation in the area also serving
Quezon Province (San Pablo 2 and New Mauban). An outage of this
transformer will result in prolonged power interruptions to customers
in Quezon Province especially in the anticipated load growth area
which is located along the Lucena Diversion Road and Lucena City
town proper that is approximately 12 kilometers away from the
existing Tayabas Substation.

A new project is needed to resolve the capacity deficiencies in Quezon


Province and to accommodate large load applications like Energy
World Philippines Inc. which has an applied load of 3 MVA in 2016
which contributed to higher growth rate of 4.29% in the area. Some of
the major customers within the area that will be affected by the
capacity deficiency especially during outages are SM Prime Holdings
Inc., JNJ Oil Industries, Peter Paul Coconut Water Corp. and Primex
Coco Products Inc.

The Commission approved the project "Development of Lucena 115


kV - 34.5 kV Substation" to address the critical loading condition of
Tayabas 115 kV - 34.5 kV Substation which has been operating over
critical loading level since RY2013. This project shall also address the
capacity deficiency in Quezon Province because this project is located
within the load center, thus, avoiding the construction of long
distribution lines and therefore decrease system loss, increase system
reliability and improve power Quality. This proiect is cheaper than

developing the MERALCO-owned lot in Marktown Subdivision, Brgy.
Ibabang Dupay, Lucena City (Development of Lucena - Marktown
115 kV- 34.5 kV Substation) mainly due to its shorter 115 kV
subtransmission line requirement. This project shall also address
reliability problems brought about by limited tying with other
MERALCO facilities since Quezon Province is in the fringe part of
MERALCO's franchise. With this project, the average length of
feeders in the area shall be reduced, thus, limiting the exposure of
distribution lines.

Project Justification
Tabang Substation is currently serving the areas of Guiguinto and
Malolos, Bulacan witll a critical loading of 79%. Due to customer
application like Robinson's Malolos and natural load growth in the
areas, MERALCOis expecting to increase this critical loading of 86%
by 2016 resulting in critical loading condition. Witlllimited capacity
and tying in the area of Bulacan, a project is needed to solve the
forecasted critical loading of Tabang Substation.

The expansion of Tabang Substation will address the forecasted


critical loading of Tabang power transformer bank no. 1 brought
about by load growth and demand in tlle area. This project will
provide operational switching flexibility during contingencies in the
area and will improve voltage regulation and reduce system losses at
existin in ortions of Gui uinto and Malolos, Bulacan area.

Technical Analysis

MERALCO's Existing Distribution System

Residential and commercial customers in Malolos and Guiguinto,


Bulacan are currently being served by 13.8 kV feeders from Malolos
and Tabang substations. Large portion of municipality of Malolos
including industrial area like First Bulacan Industrial City is being
served by Tabang Substation.

Figure below shows the existing schematic diagram of these

Performance Assessment - Loading Analysis

Presently, Tabang Substation with only one (1) unit power


transformer is experiencing critical loading condition with 79%. By
2016, the critical loading of the said transformer will further
aggravate to 86% loading condition due to forecasted small-area
load growth of 4.52% in this area. Major industrial and commercial
customers III the area will be affected by the reduction of
operational switching flexibility during contingencies. In addition, it
would be difficult for MERALCO to accommodate expected large
project in the pipeline, particularly, SM Malolos with 2 MVA load. A
new project is needed to resolve the forecasted capacity deficiencies
of the above power transformer.

Pro' ect Justification


NGCP-San Jose Substation has a new 1-83 MVA power transformer
installed by MERALCO with only two (2) feeders at the 34.5 kV
secondary side. This power transformer is the replacement of a failed
NGCP-owned 25 MVA power transformer.

Presently, Camarin Substation with one (1) unit power transformer is


already in critical loading condition brought about by load growth
and customer applications in the area.

This project will unload the critical loading of the above mentioned
power transformer and will resolve the high Interruption Frequency
Rate (IFR) of Camarin 435TC due to its long exposure approximately
129.6 kilometers, including two (2) new 34.5 kV feeders to the
existing two (2) feeders. At the same time, it will replace the old oil
circuit breaker and reclosers presently protecting the two (2) existing
feeders.

Technical Analysis

MERALCO's Existing Distribution System

Presently, the Camarin Substation serves the power requirements of


Caloocan City, Norzagaray and San Jose Del Monte City. Some of the
major customers within the area served by Camarin Substation are
Forecast Fabricator Inc., Nutri Mix Feeds Corp. and Vitarich
Corporation.

Camarin existing power transformer is expected to be critically loaded


at 87% in 2016, brought about by the forecasted small-area load
growth of 2.78% and customer applications in the area. Presently,
Camarin existing power transformer is already critically loaded at
84% and load shifting to adjacent substations is limited. In the
meantime, the newly installed 83 MVApower transformer owned by
MERALCO at NGCP-San Jose substation has only two (2) feeders.
Major industrial and commercial customers in the area will also be
affected by the reduction of operational switching flexibility during
contingencies. To maximize the utilization of the newly installed 83
MVA at NGCP-San Jose substation and to resolve the forecasted
capacity deficiencies of the above power transformer, the installation
of a 34.5 kV metalclad switchgear assembly at NGCP-San Jose
substation is needed. The metalclad switchgear assembly will replace
an old 34.5 kV oil circuit breaker, two (2) 34.5 kV circuit reclosers and
adding two (2) new feeders to the above existing two (2) feeders that
will improve the protection reliability of its 34.5 kV distribution
system.

The Commission approved the project "Installation of 34.5 kV


Metalclad Switchgear at NGCP-San Jose Power Transformer" with
additional two (2) new feeders. It is the best option to address the
capacity deficiency in the areas of Caloocan City, Norzagaray, Sta.
Maria and San Jose Del Monte City. This project will not only relieve
the present critical loading of Camarin substation transformer in
2014 but will also provide operational switching flexibility during
contingencies in the said area. Also, this project is relatively cheaper

Pro' ect Justification


To prevent the overloading of the power transformers at Duhat and
Balintawak 230 kV-11SkV suhstations and the Bagbaguin-Balintawak
l1S kV line in Sector 1 of MERALCO l1S kV system during N-l
contingency. Also, to optimize the available transformer capacity at
San Jose 230 kV-11S kV substation since it will become a new
delive oint substation in Sector 1.

MERALCO's Existing Subtransmission System

Sector 1 of MERALCO l1SkV system is supplied by three (3) 230 kV-


l1S kV delivery point substations namely: Balintawak, Duhat and
Paco. These delivery point substations are supplying power to several
l1SkV-34.SkV substations in Sector 1 which is serving the north-
western portion of Metro Manila and southern portion of Bulacan.
Numerous large commercial and industrial customers like steel
smelting plants, food and beverage processing plants, large malls and
mass transportations as well as residential customers are within
Sector 1.

Performance Assessment - Loading Analysis

In 2016, the Duhat and Balintawak Delivery Point substations (with


2-300 MVA and 4-300 MVAbanks, respectively) and the Balintawak-
Bagbaguin 115 kV line (with a capacity of 342.9 MVA) will be
overloaded during N-1 contingencies. These delivery point
substations are supplying power to several 115kV-34.5 kV substations
in Sector 1 of MERALCO 115 kV system which is serving the
customers in the north-western portion of Metro Manila and
southern portion of Bulacan.

N-1 contingency criterion will be breached during the outage of any of


Duhat or Balintawak 300 MVA power transformer that will trigger
the overloading of the remaining power transformers in the said
230kV-115kV delivery point substations. Likewise, the outage of
Balintawak-Diliman 115 kV line will cause the overloading of
Balintawak-Bagbaguin 115kVline.

The maximum load at risk for RY 2016 is around 174 MVA. It is an


estimate of the amount ofload that would not be supplied if an outage
occurs on an existing power transformer or subtransmission line. The
capability of a subtransmission network to supply power to the
customers served by the segment even with one bank/line out of
service, and without waiting for said bank /line to be repaired or
restored, is referred to as the N-1 contingency for that
subtransmission network.

The outage of power transformer at either Duhat or Balintawak


230kV-115kV delivery point substations and Balintawak-Diliman
115kV Line are considered to be the major risks in the
subtransmission network in Sector 1 since these will trigger the
overloading of the remaining power transformers in the said
substations and the Bagbaguin-Balintawak 115 kV line. These
contingencies will result in a maximum load at risk of around 174
MVAin RY 2016 and forecasted to increase in the succeeding years if
no project will be implemented.

Alternative 2: Development ofCamarin 230 kV-115 kV Substation

This project involves the development of a 230 kV- 115 kV delivery


point substation to be located adjacent to the existing Camarin 115
kV-34.5 kV substation in Camarin, Caloocan. The project will include
the installation of initial 2-300 MVA, 230 kV-115 kV power
transformers, 230 kV and 115kV GIS (Gas Insulated Switchgear). The
new Camarin 115 kV GIS will be connected to the existing 115 kV
switchyard to complete the initial requirement of three (3) 115 kV
outlets. The installation of the 230 kV GIS will be undertaken by
NGCP (refer to Figures below).

Delivery Point's Additional 115kV Lines" (Alternative 1). It is the best
option to address the N-1 deficiency problem of Duhat and
Balintawak 230kV-115kV substations and Balintawak-Bagbaguin

The construction of two (2) 115 kV lines will serve as additional

Technical Analysis

MERALCO's Existing Subtransmission System

MERALCO's 115 kV subtransmission system in Sector 3 covers the


southern portion of Metro Manila and the northern portion of Cavite
Province, which is being supplied by NGCP's Zapote and Sucat 230
kV-115 kV delivery point substations. Both Zapote and Sucat
substations have three (3) 300 MVA, 230 kV-115 kV power
transformers each. MERALCO has four (4) 115 kV outlets that
emanates from Zapote Substation, while the Sucat Substation has five
(5) 115 kV outlets. These two (2) delivery point substations are
supplying power to several MERALCO's 115 kV-34.5 kV substations
through a system of 115 kV subtransmission lines. By 2016, both
Zapote and Sucat substations are expected to have four (4) 300 MVA,

A load analysis of the Sucat-Sunvalley 115 kV line, Zapote-Pagcor 1


115 kV line, and Sunvalley-NAIA 3 115 kV line, with existing
capacities of 342.9 MVA, 305 MVA, and 342.9 MVA, respectively, was
performed. The analysis shows that by 2016, an outage of Sucat-
Sunvalley 115kV line will result in the overloading of Zapote- Pagcor 1
115kV line and vice versa. An outage of Sunvalley-NAIA 3 115 kV line
will likewise, result in the critical loading of Zapote-Pagcor 1 115 kV
line. The Zapote- Pagcor 1 line will experience the highest loading at
108% during single-line outage contingency. This N-1 problem will
cause a widespread power interruption in Sector 3 if not corrected.
Large commercial and industrial customers served by various 115 kV-
34.5 kV substations in Sector 3 will be primarily affected, which
includes the country's pnme business and financial districts III
Makati, Parafiaque, Pasay and Manila areas.

Alternative 1: Construction of BF-Paraiiaque-NAIA 3-Malibay 115

This project requires the construction of 12.04 km. 115 kV line which
is composed of 11.24 kilometers overhead (OH) line and 0.8 kilometer
underground (UG) line, from BF-Parafiaque Substation to tapping
point of NAIA 3-Malibay 115kV line (along West Service road and Dr.
A. Santos Ave.). It also includes the construction of 0.84 kilometer
OH line from Legazpi Substation to tapping point of CBPlA-Rockwell
115 kV line (along Chino Roces Ave. to corner of Yakal St.). The new
OH lines with a total length of 12.08 kilometers will be using 2-795
MCM ACSR per phase while the 0.8 kilometer UG line will be using
2-1200 mm2 Cu XLPE per phase. The UG line is required due to the
crossing of aviation flight path .

Impact of the Project

The Construction of BF-Parafiaque-NAIA 3-Malibay 115 kV Line will


correct the N-1 deficiencies of Subtransmission lines in Sector 3
during single-line outage contingency, thereby avoiding loss of load.
It will also provide operational switching flexibility as well as provide
additional capacity to accommodate new customer applications and
future load growth in Sector 3.

Project .Justification
The project will provide N-l contingency to the existing Dasmariiias-
FCIE 115kV line. It will also augment the line capacity, provide
operational flexibility and enhance the reliability of subtransmission
s stem in Cavite Sector.

Technical Analysis

MERALCO's Existing Subtransmission System

The Dasmariiias- FCIE 115 kV line is one of the main corridors of


Dasmariiias 230 kV-115kV delivery point substation in Cavite Sector
supplying bulk power to FCIE, TMC2, Gateway and Rosario 115
kV-34.5 kV substations including the customer-owned, SMC 115
kV Substation. The FCIE, Gateway, and TMC 2 substations are
serving the residential, commercial and large industrial customers in
the portions of Dasmariiias, Trece Martires City and Gen Trias
including locators in First Cavite Industrial Estate and Gateway
Business Park, respectively. On the other hand, the Rosario
Substation is serving the residential, commercial and large industrial
customers in Rosario, portions of General Trias, Kawit and Cavite
City including the locators in Cavite Export Zone.

Performance Assessment - Loading Analysis

The Dasmarifias-FCIE 115 kV line (with a capacity of 171.5 MVA) has


a total length of 4.7-kilometer which is composed of 1.6-kilometer
bundle 795 MCM ACSR conductor per phase and 3.1-kilometer single
795 MCM ACSR conductor per phase. By 2016, an outage of either
Dasmarifias-Abubot-Rosario (with a capacity of 202 MVA) 115 kV
line, Amadeo-Gateway-FCIE 115 kV line (with a capacity of 171.5
MVA) or Amadeo 300 MVA power transformer will cause critical
loading/overloading of Dasmarifias-FCIE line at a maximum of 106%.
This incident will consequently result in power interruption affecting
major customers in Cavite area including locators in the First Cavite
Industrial Estate (FCIE), Gateway Business Park, Cavite Export Zone
(CEZ) and San Miguel Corporation. ,,

The N-1 contingency criterion will be breached during the outage of
any of the Dasmarifias-Abubot-Rosario 115 kV line, Amadeo-
Gateway- FCIE 115 kV line or Amadeo 300 MVA power transformer
since these will cause the overloading of the Dasmarifias- FCIE line.

The maximum load at risk for RY 2016 is around 77 MVA. It is an


estimate of the amount of load that would not be supplied if an outage
occurs on an existing subtransmission line. The capability of a
subtransmission network to supply power to the customers served by
the segment even with one bank/line out of service, and without
waiting for said bank/line to be repaired or restored, is referred to as
the N-1 contingency for that subtransmission network.

The outage of any of the Dasmarifias-Abubot-Rosario 115 kV line,


Amadeo-Gateway-FCIE 115 kV line or Amadeo 300 MVA power
transformer are considered to be the major risks in the
subtransmission network in Cavite Sector since this will trigger the
overloading of the Dasmarifias- FCIE 115 kV Line. These
contingencies will result in a maximum load at risk of around 77 MVA
in RY 2016 and forecasted to increase in the following years if no
project will be implemented.

Impact of the Project

The Rebuilding Portion of Dasmarifias-FCIE 115 kV Line will correct


the overloading of the said line during an N-1 contingency condition,
thereby avoiding loss of load. This project will also enhance the
reliability of the subtransmission system in Cavite Sector and
likewise, reduce the technical loss by an estimated 1,936,302 kWh
annually.

The N-1 contingency criterion will be breached during the outage of


any of the Sta. Rosa-Laguna BelAir 115 kV Line, Laguna BelAir-LIIP
115 kV Line or Sta. Rosa 300 MVA Bank since this will trigger the
overloading of the LIIP-Balibago 115 kV Line and will result in
widespread power interruption in Laguna and portion of Cavite.

The maximum load at risk for RY 2016 is around 109 MVA. It is an


estimate of the amount of load that would not be supplied if an outage
occurs on an existing subtransmission line. The capability of a I
subtransmission network to supply power to the customers served by I
the segment even with one bank/line out of service, and without
waiting for said bank/line to be repaired or restored, is referred to as
the N -1 contingency for that subtransmission network. 1
The outage of any of the Sta. Rosa-Laguna BelAir 115 kV Line, Laguna
BelAir-LIIP 115 kV Line or Sta. Rosa 300 MVA Bank are considered
to be the major risks in the subtransmission network in Laguna
Sector since these will cause the overloading of the LIIP-Balibago 115
kV Line. These contingencies will result in a maximum load at risk of
around 109 MVA in RY 2016 and forecasted to increase in the
following years if no project will be implemented. 1

of 115 kV line using 2-795 MCM ACSR conductor per phase from
Sta. Rosa Substation up to LIIP Substation. It also includes

equipment and structures including protection/control equipment at
Sta. Rosa and LIIP substations for the termination of the proposed

Point Substation

This project involves the acquisition of lot and the construction of 230
kV-115 kV substation with initial one (1) 150 MVA, 230 kV-115 kV
power transformer. It also involves construction of two (2) 230 kV
lines using 1-795 MCM ACSR conductor per phase with approximate
length of 0.2 km each circuit to terminate Cabuyao 230 kV switchyard
to old Bifian-Makban 230 kV Lines and construction of two (2) 115kV
lines using 2-795 MCM ACSR conductor per phase with approximate
length of 4.1 km each circuit from Cabuyao 115 kV switchyard to
cut-in to LIIP-Balibago 115 kV line. The delivery point substation
project includes the installation of three (3) 230 kV gas circuit
breakers (GCBs) and associated 230 kV disconnect switches and three
(3) 115 kV GCBs and associated 115 kV disconnect switches (refer to
Figure below).

Technical Analysis

MERALCQ'sExisting Distribution System

MERALCO's 115 kV lines are formed in loop. Customers connecting


to 115 kV lines will have to be part of that loop in order to maintain
security and flexibility of the network. There is one (1) forecasted
project that shall require cut-in to MERALCO's 115 kV
subtransmission system that is targeted to be completed in RY2016.

Cut-in of Pinagbuhatan 115kV switching station will be constructed at


the premises of Pag-asa Steel Works, Inc. (PSWI), an existing
MERALCO customer which operates a steel rolling mill plant located
at Manggahan, Pasig City and currently tapped at SM Shangri-la -
Dolores 115 kV line. The existing steel rolling mill plant has a peak
demand of 5.35 MW and presently being served by circuit Manggahan
45ZM, a 34.5 kV distribution feeder from Manggahan Substation.
PSWI proposed to expand their plant facilities by constructing a new
steel rolling mill plant on a new location in Pinagbuhatan, Pasig City.
The proposed steel rolling mill plant has an applied load of 18 MW
and will require a 115 kV electric service to serve its 22 MVA power
requirement. PSWI will construct its own step-down substation with
a 25 MVA, 115 kV - 34.5 kV power transformer. On the other hand,
MERALCO shall construct Pinagbuhatan 115kV switching station and
one (1) 115kV line for the cut-in of the switching station.

Performance Assessment - Analysis of Problems

Any customer that will connect to MERALCO's 115 kV lines will also
be part of that loop, as such, the customer will have to cut-in and not
just tap into an existing line. The customer will have to provide a lot
that can accommodate the switchyard that MERALCO will construct
for this scheme. For the control and protection of the switchyard,
relays, SCADA equipment and telecommunication equipment will
have to be provided. The customer shall also be required to take all
necessary measures to ensure that its proposed connection shall not
result in the degradation of the subtransmission system. This
includes the installation of protection system to automatically
disconnect its generators in the event of system faults, voltage
fluctuation and large frequency deviation due to weather conditions,
or other unusual conditions that may cause voltage or current
disturbances on the system. It is also required to meet MERALCO's
standards on power quality such as limitation of DC injection, flicker
severity and harmonics. For the registration of energy consumption
and exported energy, metering assets will have to be provided also.

Since all works will involve modifications and interface to MERALCO


facilities, construction shall be done by MERALCO personnel or
accredited MERALCO contractors only. MERALCO will procure the
necessary materials and equipment in order to be consistent with the
Standards used by MERALCO. This is in consideration of the
criticality of maintaining the reliability and security of MERALCO's
line and substation. MERALCO will also do the necessary
configuration for SCADAand Telecommunications equipment so that
there would be no problems with communication and control of all
equipment.

Manggahan in Pasig City. The existing steel rolling mill plant is
currently tapped at SM Shangri-la - Dolores 115 kV line with applied
load of 18 MW and a 22 MVA power requirement.

line with an approximate length of 0.70 kilometers from the tapping
point at SM Shangri-la - Dolores 115kV line up to PSWI 115 kV - 34.5
kV substation. This shall also include construction of 115 kV bus and
installation of 115 kV breaker and associated disconnect switches,
installation of control and protection equipment and construction of
control house. This is to provide reliability to Steel Mill plant.

Impact of the Project

The cut-in of Pinagbuhatan 115 kV Switching Station does not have a


significant effect on the steady-state and fault conditions in the
system, inversely it may contribute to the reduction of technical
losses. Increase in bus fault duty levels within the area may vary
depending on the MW capacity. Large customers driving our
economy will still have power when a portion of the line trips.

Shown in the figure below is the single line diagram of the proposed
network upon completion of the recommended construction .
