1.1 Scope
This document describes power control, including its technical principles, related features,
network impact, and engineering guidelines. E-UTRAN power control covers the following
basic features:

Any parameters, alarms, counters, or managed objects (MOs) described herein apply only to
the corresponding software release. For future software releases, refer to the corresponding
updated product documentation.
This document applies only to LTE TDD. Any "LTE" in this document refers to LTE TDD,
"eNodeB" refers to LTE TDD eNodeB, and "eRAN" refers to LTE TDD eRAN.

Power Control
Downlink Compared with macro eNodeBs, micro eNodeBs have different power
power control control mechanisms for the PHICH and PDSCH. For details, see 3.7
policy PHICH Power Control and 3.9.2 Power Control for the PDSCH
Carrying UE-specific Information.
Cell bandwidth Micro cells do not support the bandwidths of 1.4 MHz, 3 MHz, 5 MHz,
restriction and 15 MHz, and therefore power control for channels in micro cells
does not apply to these bandwidths.
2 Overview
E-UTRAN systems use the Orthogonal Frequency Division Multiple Access (OFDMA)
technology on the downlink and the Single Carrier Frequency Division Multiple Access (SC-
FDMA) technology on the uplink. With these technologies, the subcarriers of user equipment
(UEs) in a cell are orthogonal, preventing interferences between UEs. Power control
compensates for path loss and shadow fading, counteracts interference between intra-
frequency E-UTRAN cells, and helps meet coverage and capacity requirements.
Power control in E-UTRAN is classified by signal direction into downlink power control and
uplink power control.
l Downlink power control is performed in either fixed power allocation or dynamic power
control mode.
– In fixed power allocation mode, the eNodeB sends high-layer signaling to inform
UEs of the fixed transmit power.
– In dynamic power control mode, the transmit (TX) end dynamically adjusts the
transmit power based on the channel conditions reported by the receive (RX) end.
eNodeBs allocate downlink power on a per resource element (RE) basis to control the
transmit power of each subcarrier in each symbol period.
l Uplink power control is performed in either closed-loop (most cases) or open-loop mode.
– During closed-loop power control, the RX end calculates the power adjustment
value based on channel conditions and sends the value to the TX end. The TX end
then adjusts the transmit power as instructed.
– During open-loop power control, the TX end adjusts the transmit power based on
measurement results without receiving adjustment instructions. Open-loop power
control applies to the physical random access channel (PRACH).
2.1 Introduction
Power control regulates the transmit power of UEs and eNodeBs within specific ranges
through radio communication. It is used to combat path loss and shadow fading, suppress
interference to intra-frequency E-UTRAN cells, and help meet coverage and capacity
requirements.
2.2 Benefits
In the E-UTRAN, power control is performed on eNodeBs and UEs for the following
purposes:
l Ensuring quality of service
Power control adjusts the eNodeB's downlink transmit power and the UE's uplink
transmit power to the minimum level that maintains quality of service in terms of the
block error rate (BLER).
l Reducing interference
Power control reduces interference to neighboring cells.
l Lowering power consumption
Uplink power control lowers the power consumption of UEs, and downlink power
control reduces power consumption of eNodeBs.
l Expanding coverage and capacity
Downlink power control allocates different power levels to UEs at different locations to
meet coverage requirements. In addition, downlink power control allocates the minimum
downlink transmit power that meets the requirement for the signal to interference plus
noise ratio (SINR). In this way, downlink power control expands system capacity.
Interference to neighboring cells mainly comes from UEs on cell edges. Uplink power
control uses a technique known as Fractional Power Compensation (FPC) to lower the
interference of UEs on cell edges to neighboring cells, increasing network capacity.
3.1 Overview
This chapter describes the basic feature TDLBFD-002016 Dynamic Downlink Power
Allocation.
Downlink power control takes effect on the following signals and channels:
The P-SCH and S-SCH power is fixed. The offset of the power for the P-SCH and S-SCH
relative to the CRS power is specified by the CellChPwrCfg.SchPwr parameter.
The eNodeB calculates the transmit power for the P-SCH and S-SCH using the following
formula:
The PBCH power is fixed. The offset of the PBCH power relative to the CRS power is
specified by the CellChPwrCfg.PbchPwr parameter.
The eNodeB calculates the PBCH power using the following formula:
The PCFICH power is fixed. The offset of the PCFICH power relative to the CRS power is
specified by the CellChPwrCfg.PcfichPwr parameter.
The eNodeB calculates the transmit power for the PCFICH using the following formula:
The initial transmit power for RAR transmission (short for initial RAR power in this
document) is calculated based on the following formula:
The CellChPwrCfg.RaRspPwr parameter specifies the offset of the initial RAR power to the
CRS power.
If the RAR power is greater than the maximum transmit power of an RRU after power increase, the
eNodeB does not increase the RAR power for this time during RAR scheduling, and the RAR power
uses the CellChPwrCfg.RaRspPwr parameter value.
SINRTarget is set to a fixed value of 0 to minimize the impact of SINRTarget on cell radius, power
efficiency, and cell capacity.
For micro eNodeBs, power control for the PHICH is performed in the following mode:
l Fixed power allocation
The offset of the PHICH power relative to the CRS power is specified by the
CellDlpcPhich.PwrOffset parameter. The eNodeB calculates the transmit power for the
PHICH using the following formula:
PowerPHICH = PDSCHCfg.ReferenceSignalPwr + CellDlpcPhich.PwrOffset
power. This offset is automatically set by the eNodeB without the need for manual
configuration.
The eNodeB calculates the transmit power for the PDCCH using the following formula:
A high probability of the UE incorrectly demodulating the PDCCH will severely affect UE
throughput. Power control ensures similar PDCCH performance among UEs.
eNodeBs allocate fixed power to the PDSCH that carries common information. The
CellChPwrCfg.RaRspPwr, CellChPwrCfg.PchPwr, and CellChPwrCfg.DbchPwr
parameters specify the offset of the PDSCH power relative to the CRS power when the
PDSCH carries RACH responses, paging messages, and SIBs for the D-BCH, respectively.
The eNodeB calculates the transmit power for the PDSCH using the following formulas:
NOTE
Adaptive modulation and coding (AMC) and HARQ also increase system throughput and spectral
efficiency. You can use them together with power control.
For macro eNodeBs, the policies for setting the PA values differ depending on whether
downlink ICIC is enabled.
l When downlink ICIC is enabled:
That is, if the ENodeBAlgoSwitch.DlIcicSwitch parameter is set to
DlIcicDynamicSwitch_ON_ENUM or DlIcicStaticSwitch_ON_ENUM to enable
downlink ICIC, PA is specified by the CellDlpcPdsch.CcuPa parameter for cell center
users (CCUs) and by the CellDlpcPdsch.CeuPa parameter for cell edge users (CEUs).
l When downlink ICIC is disabled:
That is, if the ENodeBAlgoSwitch.DlIcicSwitch parameter is set to
DlIcicSwitch_OFF_ENUM to disable downlink ICIC, the PA is specified by the
CellDlpcPdschPa.PaPcOff parameter.
Power Calculation
In PDSCH power control, OFDM symbols in one timeslot can be classified into type A and
type B:
l Type A symbols are symbols during a symbol period in which there is no reference
signal.
l Type B symbols are symbols during a symbol period in which there are reference
signals.
The EPRE of type-A and type-B OFDM symbols on the PDSCH is denoted by PPDSCH_A and
PPDSCH_B, respectively. The calculation formulas are as follows:
PPDSCH_A = ρA + PDSCHCfg.ReferenceSignalPwr
PPDSCH_B = ρB + PDSCHCfg.ReferenceSignalPwr
In the preceding formulas, values of both ρA and ρB are in the unit of dB, and the
PDSCHCfg.ReferenceSignalPwr parameter value is in the unit of dBm.
ρA and ρB are described as follows:

NOTE
Before calculating ρB by using the power scaling factor ρB/ρA, convert the ρA value to a linear
value. The calculated ρB value is also a linear value.
Table 3-2 and Table 3-3 list the OFDM symbol indexes within a timeslot where the ratio of
the corresponding PDSCH EPRE to the CRS EPRE is denoted by ρA or ρB.

4.1 Overview
This chapter describes the basic feature TDLBFD-002026 Uplink Power Control.
Uplink power control takes effect on the following signals and channels:
l Physical random access channel (PRACH)
l Physical uplink shared channel (PUSCH)
l Physical uplink control channel (PUCCH)
l Sounding reference signal (SRS)
Power Calculation
Each UE calculates the transmit power for the PRACH using the following formula:

l is the target power expected by the eNodeB when the requirements for the
preamble detection performance are met and the PRACH preamble format is 0. is
specified by the RACHCfg.PreambInitRcvTargetPwr parameter.
l PL is the downlink path loss estimated by the UE. This value is obtained based on the
measured reference signal received power (RSRP) and the transmit power for the cell-
specific reference signal. The CRS power is specified by the
PDSCHCfg.ReferenceSignalPwr parameter. The Alpha filtering coefficient for RSRP
l is the offset of the power for the current preamble format against preamble
format 0 and is specified by the CellUlpcComm.DeltaPreambleMsg3 parameter.
l is the number of times the UE sends the preamble. This value cannot exceed the
maximum number of preamble transmissions.
l is the preamble power ramping step. This parameter is set using the
RACHCfg.PwrRampingStep parameter.
Based on the type of services carried on the PUSCH, scheduling on the PUSCH is classified
into dynamic scheduling and semi-persistent scheduling. PUSCH power control works
differently under the two types of scheduling.
Power control for the PUSCH is set using the CellAlgoSwitch.UlPcAlgoSwitch parameter. If
the CloseLoopSpsSwitch option of this parameter is selected, the eNodeB compares the
measured IBLER with IBLERTarget and periodically adjusts the PUSCH transmit power to
adapt to changes in channel conditions.
l If the measured IBLER is greater than IBLERTarget, the eNodeB sends the UE a transmit
power control (TPC) command, instructing the UE to increase the PUSCH transmit
power.
l If the measured IBLER is less than IBLERTarget, the eNodeB sends the UE a TPC
command, instructing the UE to decrease the PUSCH power.
NOTE
The eNodeB sends the PUSCH TPC commands for multiple UEs in semi-persistent
scheduling mode to the UEs in DCI format 3/3A. This reduces signaling overheads on the
PDCCH.
The transmit power density in the E-UTRAN system refers to the transmit power of an RB. The target
transmit power spectral density is dependent on the traffic load in the serving cell, the type of services
on the UE, and the traffic load in the neighboring cells.
NOTE
rate and network access success rate of CEUs whose uplink path loss is greater than the
CellPcAlgo.IoTCtrlEUPLThreshold parameter value.
The CellPcAlgo.IOTCtrlNIThreshold parameter specifies the interference threshold for
triggering interference-based uplink power control.
Power Calculation
The UE transmit power for the PUSCH is calculated using the following formula:

l is determined by the eNodeB and reflects the receive power density expected
by the eNodeB when the requirements for the PUSCH demodulation performance are
met. The calculation formula is as follows:

l is the downlink path loss estimated by the UE. This value is obtained based on the
measured RSRP and the CRS power. The CRS power is specified by the
PDSCHCfg.ReferenceSignalPwr parameter. The Alpha filtering coefficient for RSRP
measurement values is specified by the CellUlpcDedic.FilterRsrp parameter.
l is the offset of the power for the current MCS format relative to the power for
the reference MCS format. If the CellUlpcDedic.DeltaMcsEnabled parameter is set to
UU_ENABLE(Enable), is a non-zero value. If the
CellUlpcDedic.DeltaMcsEnabled parameter is set to UU_DISABLE(Disable),
is 0.
l is the PUSCH power adjustment value for the UE. This value is mapped to a TPC
command sent over the PDCCH.
When the PUSCH carries Msg3 during the random access procedure, the transmit power for
the PUSCH is specified by the CellUlpcComm.DeltaMsg2 parameter. A larger value of the
CellUlpcComm.DeltaMsg2 parameter results in larger transmit power for the PUSCH
carrying Msg3. A smaller value of this parameter results in smaller transmit power for the
PUSCH carrying Msg3.

CellUlpcComm.DeltaPreambleMsg3 parameter.
is the power offset used to calculate the Msg3 power during uplink random access.
This variable is also used to specify the initial power of the PUSCH or PUCCH for closed-
loop power control. This variable is specified by the CellUlpcComm.DeltaMsg2 parameter.
Power Calculation
The PUSCH transmit power is calculated using the following formula:

l is the power expected by the eNodeB in order to meet the requirements for
preamble detection performance under PRACH preamble format 0. is specified
by the RACHCfg.PreambInitRcvTargetPwr parameter.
l is the downlink path loss estimated by the UE. This value is obtained based on the
measured RSRP and the CRS power. The CRS power is specified by the
PDSCHCfg.ReferenceSignalPwr parameter. The Alpha filtering coefficient for RSRP
measurement values is specified by the CellUlpcDedic.FilterRsrp parameter.
l is the offset of the power for the MCS in use relative to the power for the
reference MCS.
l is the PUSCH power adjustment value for the UE. This value is mapped to a TPC
command sent over the PDCCH.
l If the measured SINR is greater than the sum of SINRTarget and SINROffset, the eNodeB
sends a TPC command to the UE, ordering a decrease in transmit power.
l If the measured SINR is less than the sum of SINRTarget and SINROffset, the eNodeB
sends a TPC command to the UE, ordering an increase in transmit power.
The CellPcAlgo.PucchCloseLoopPcType parameter controls whether to enable power control
enhancement for the PUCCH. You can set the CellUlpcComm.P0NominalPUCCH
parameter to change the RSRP threshold for the PUCCH.
l When the CellPcAlgo.PucchCloseLoopPcType parameter is set to
USE_P0NOMINALPUCCH(Use P0NominalPUCCH):
– Increasing the value of CellUlpcComm.P0NominalPUCCH raises the RSRP
threshold for the PUCCH and consequently increases the PUCCH transmit power of
UEs in the cell center.
– Decreasing the value of CellUlpcComm.P0NominalPUCCH lowers the RSRP
threshold for the PUCCH, and the PUCCH transmit power of UEs in the cell center
may decrease.
l When the CellPcAlgo.PucchCloseLoopPcType parameter is set to
NOT_USE_P0NOMINALPUCCH(Not Use P0NominalPUCCH), setting the
CellUlpcComm.P0NominalPUCCH parameter does not change the RSRP threshold for
the PUCCH.
NOTE
To ensure the uplink feedback accuracy, the UE sends ACK/NACK on PUSCH in the uplink when the
following conditions are met:
l The UE's HARQ feedback mode is multiplexing.
l The UE complies with 3GPP Release 8 or Release 9.
l The UE does not support HARQ-ACK feedback Table 2 in 3GPP TS 36.123.
l The number of downlink scheduling times in the current HARQ-ACK feedback window is greater
than 2.
In this case, PUCCH inner-loop power control does not take effect.
When strong interference is present, you can select OuterLoopPucchSwitch under the
CellAlgoSwitch.UlPcAlgoSwitch parameter to improve PUCCH anti-interference
performance.
l If OuterLoopPucchSwitch(OuterLoopPucchSwitch) is selected, SINRTarget for inner-
loop PUCCH power control is periodically adjusted based on the difference between the
measured BER and BERTarget. In this case, the CellPcAlgo.PucchPcPeriod parameter
does not take effect, and the inner-loop power control period is fixed to 20 ms.
– If the measured BER is greater than the BERTarget, this feature increases the
SINRTarget.
– If the measured BER is less than the BERTarget, this feature decreases the
SINRTarget.
– If the measured BER is equal to the BERTarget, this feature does not change the
SINRTarget.
l If OuterLoopPucchSwitch(OuterLoopPucchSwitch) is deselected, a fixed SINRTarget
is used for inner-loop PUCCH power control.
NOTE
l For TDD ACK/NACK multiplexing and a subframe n with M > 1, assuming that the
number of downlink subframes scheduled is N (N is less than or equal to M, and ACK/
NACK feedback is contained in subframe n):
– If the eNodeB detects N DTXs on the PUCCH, it sends a TPC command of 3 to the
UE, which means a 3 dB power increase.
– If the eNodeB detects less than N DTXs on the PUCCH, it measures the SINR and
then performs the normal power control procedure.
The eNodeB sends the PUCCH TPC commands for multiple UEs in semi-persistent
scheduling mode to the UEs in DCI format 3/3A. This reduces signaling overheads on the
PDCCH.
Power Calculation
The PUCCH transmit power is calculated using the following formula:

l is the downlink path loss estimated by the UE. This value is obtained based on the
measured RSRP and the CRS power. The CRS power is specified by the
PDSCHCfg.ReferenceSignalPwr parameter. The Alpha filtering coefficient for RSRP
measurement values is specified by the CellUlpcDedic.FilterRsrp parameter.
CellUlpcComm.DeltaFPUCCHFormat1b, CellUlpcComm.DeltaFPUCCHFormat2,
CellUlpcComm.DeltaFPUCCHFormat2a, or
CellUlpcComm.DeltaFPUCCHFormat2b parameter.
l is the PUCCH power adjustment value for the UE. This value is mapped to a TPC
command sent over the PDCCH.
In addition, can be adjusted to change the SRS transmit power so that the
SINR and RSRP of the received SRS are higher than certain thresholds, increasing accuracy
of channel estimation. When the SrsPcSwitch option of the
CellAlgoSwitch.UlPcAlgoSwitch parameter is selected, SRS transmit power adjustment
works depending on the value of CellPcAlgo.SrsPcStrategy:
l If the value is SRSPC_SINR_BASED,
SINRTarget is adjusted based on the setting of CellPcAlgo.SrsPcSinrTarget.
If the SINR of the received SRS is lower than SINRTarget, the eNodeB increases the
value of to raise the SRS transmit power.
If the SINR of the received SRS is higher than SINRTarget, the eNodeB reduces the value
of to lower the SRS transmit power.
l If the value is SRSPC_SINR_RSRP_BASED,
In addition to SINRTarget adjustment based on CellPcAlgo.SrsPcSinrTarget, RSRPTarget
is adjusted based on CellPcAlgo.SrsPcRsrpTarget and following the same rules as
SINRTarget adjustment. The eNodeB adjusts the SRS transmit power when either the
measured RSRP or the measured SINR meets their respective conditions.
Setting CellPcAlgo.SrsPcStrategy to SRSPC_SINR_RSRP_BASED reduces the number of
RRCConnectionReconfiguration messages but may cause insufficient SRS transmit power at
cell edge UEs. The power insufficiency affects weight calculation for UEs during downlink
beamforming and downlink coordinated multipoint transmission (CoMP). As a result,
downlink beamforming and CoMP performance may deteriorate.
Power Calculation
The SRS transmit power is calculated using the following formula:
l is the offset of the SRS power relative to the PUSCH power. This value is
specified by the CellUlpcDedic.PSrsOffsetDeltaMcsDisable or
CellUlpcDedic.PsrsOffsetDeltaMcsEnable parameter, depending on the
CellUlpcDedic.DeltaMcsEnabled parameter value.
l is the downlink path loss estimated by the UE. This value is obtained based on the
measured RSRP and the CRS power. The CRS power is specified by the
PDSCHCfg.ReferenceSignalPwr parameter. The Alpha filtering coefficient for RSRP
measurement values is specified by the CellUlpcDedic.FilterRsrp parameter.
l is the PUSCH power adjustment value for the UE. This value is mapped to the TPC
command sent over the PDCCH.

6 Network Impact
This chapter describes the impact of power control on system capacity and network
performance.
The settings of PA, PB, and CRS power all affect cell throughput. These settings determine the
total power used in a cell. Large values result in high interference to neighboring cells, and
small values cause a waste of power, less coverage, and reduced throughput.
Network Performance
Downlink power control has an impact on key performance indicators (KPIs) in four aspects.
l Power control for the PUSCH determines the transmit power of each UE and the number
of RBs allocated for uplink transmission. Therefore, it has an immediate impact on

Uplink power control affects message transmission reliability during the access
procedure, thereby decreasing the access success rate.
In addition, uplink power control determines the coverage levels of channels and affects
the network coverage for access. To enhance coverage, ensure that the coverage levels of
uplink and downlink channels are the same.
l Handover success rate
Uplink power control affects the handover success rate. For example, power control for
the PUSCH and PUCCH affects measurement reporting, and power control for the
PRACH, PUSCH, and PUCCH affects the random access procedure.
l Service drop rate
Uplink power control affects the service drop rate. For example, power control for the
PUSCH and PUCCH affects transmission reliability on uplink channels. This has an
impact on the service drop rate.
l Average throughput
Uplink power control affects system capacity and further affects the average throughput
KPIs.
l Voice quality
Adjustments on the PUSCH high-SINR threshold for UEs running voice services affect
the voice quality of these UEs.
Network Performance
When the average number of UEs in a cell is greater than 100 and the average interference is
greater than 10 dB (such as in sports meetings, concerts, and densely populated areas),
enabling this feature decreases the average uplink interference and increases the RRC
connection establishment success rate in cells.
Network Performance
In scenarios with the presence of strong PUCCH interference, uplink power control increases
the PUCCH transmit power of UEs, which may increases PUCCH interference to other cells.
Network Performance
If the CloseLoopOptPUSCHSwitch option of the CellAlgoSwitch.UlPcAlgoSwitch
parameter is selected and the CloseLoopOptPUSCHType parameter is set to a value other
than Normal(Normal), uplink interference on neighboring cells decreases and the success
rates of RRC connection setup in neighboring cells increase.
7 Engineering Guidelines
Dynamic Power Adjustment for the PHICH (Only for Macro eNodeBs)
Dynamic power adjustment for the PHICH is generally used to reduce the transmit power for
the PHICH, which occupies a very small amount of resources. The PHICH carries ACK/
NACK feedback for the uplink data, which requires high accuracy. Decreasing the PHICH
transmit power may reduce the feedback accuracy and the uplink data rate.
The default value of the PHICH power offset can satisfy PHICH demodulation. Therefore, it
is recommended that dynamic power adjustment for the PHICH (controlled by
PhichInnerLoopPcSwitch) be disabled to use fixed power allocation for the PHICH.
You are advised to select this option in the single-carrier LTE-only system to fully utilize RB
resources.
NOTE
The maximum transmit power has been enhanced by default for cells with 10 MHz, 15 MHz, or 20 MHz
bandwidth. Therefore, the option does not take effect on these cells.
In this situation, TPC commands are adjusted based on correctness of the received initial-
transmission data packets to decrease the IBLER. If uplink semi-persistent scheduling is
enabled, it is recommended that this option be selected to improve VoIP service performance.
If uplink semi-persistent scheduling is disabled, it is recommended that this option be
deselected.
