Embezzlement
Embezzlement is the act of dishonestly appropriating or secreting assets by one or more individuals
to whom such assets have been entrusted.
Embezzlement is a kind of financial fraud. For instance, a lawyer could embezzle funds from clients'
trust accounts, a financial advisor could embezzle funds from investors, or a spouse could embezzle funds
from his or her partner. Embezzlement may range from the very minor in nature, involving only small amounts,
to the immense, involving large sums and sophisticated schemes.
More often than not, embezzlement is performed in a manner that is premeditated, systematic and/or
methodical, with the explicit intent to conceal the activities from other individuals, usually because it is being
done without their knowledge or consent. Often it involves the trusted person embezzling only a small
proportion or fraction of the funds received, in an attempt to minimize the risk of detection. If successful,
embezzlements can continue for years (or even decades) without detection. It is often only when the funds
are needed, or called upon for use, that the victims realize the funds or savings are missing and that they
have been duped by the embezzler.

The global anti-corruption organization Transparency International (TI) has reported corruption is
increasing around the world. A “TI”press release reports there is serious corruption in most of the world’s
countries. TI’s yearly survey questions business people and public officials to find out how corrupt a country
is. Bangladesh and Chad finished bottom as the most corrupt countries, while Iceland finished top. Finland and
New Zealand were the second and third cleanest nations. Corruption is declining in Turkey and Nigeria, but
increasing in Russia and Canada.

TI chairman Peter Eigen said: “Corruption is a major cause of poverty as well as a barrier to [reducing]
it.” He also said corruption and poverty lock people in a “cycle of misery”. Mr. Eigen warned corruption must be
reduced to free people from poverty. David Nussbaum, TI’s chief executive, stated: “Corruption isn’t a

protect themselves.” He also said leaders needed to keep their promises to help poor people. The world has

FIRST TERM ENGLISH TEST N°02

Read the text carefully then do the activities

I think that ethics of social media is a sensible topic. For journalists, it is the making of great effort
to be accurate, to offer a diversity of viewpoints and to check the news sources.
Journalistic ethics is pretty much the same online as in print or broadcast: don’t use sources illegally,
tell readers how you got your information, don’t accept gifts or money for coverage, tell the truth, be honest
and be accurate. Besides, journalists online mustn’t copy others’ work and pretend it is theirs. But one of the
key questions is: if a journalist offers an opinion on Twitter, is that unethical? Does that violate some type of
rule?
Personally, I think that journalists must follow a basic code of ethics. First, you mustn’t harm your
audience and try in every part of your life to avoid doing anything that would hurt another person. To me, this
doesn’t mean writing only good or happy news. But it does mean getting as many sides of the story as possible
before writing about something that could put anybody in a bad light. It also means giving a source an
adequate chance to respond, not just calling ones. Don’t put anything on the Internet (Twitter, Facebook) that
you’d be embarrassed to see on the front page of The New York Times. That means nothing “inappropriate”,
nothing that accuses another person of something without verified support. If you make a mistake, admit it.
If you accidently hurt someone, say you’re sorry and try to fix it. To me, this doesn’t mean you pretend you
don’t have opinions. You’re just honest with yourself about how what you’re thinking shapes your worldview.

Everyone agrees that business managers must understand finance and marketing. But is it necessary
for them to study ethics?
Managers who answer in the negative generally base their thinking on one of three rationales. They
may simply say that they have no reason to be ethical. They see why they should make a profit, and most
agreed they should do so legally. But why should they be concerned about ethics as long as they are making
money and staying out of jail?
Other managers recognize that they should not be unethical but identify their ethical duty through
making a legal profit for the firm.
A third group of managers affirmed that ethical duty goes further than what is required by law. But
they still insist that there is no point in studying ethics. Character is formed in childhood, not at school.
As for motivation, good behaviour often brings a reward, but not every time. If it were always in one's
interest to be good, there would be no need for ethics. We could simply act selfishly and forget about
obligation.

THIRD TERM ENGLISH TEST N01

Read the text carefully then do the activities.

Corruption has been defined in many different ways, each lacking in some aspect. A few years ago, the
question of definition absorbed a large proportion of the time spent on discussions of corruption at
conferences and meetings. However, like an elephant, even though it might be difficult to describe, it is
generally not difficult to recognize when observed. In most cases, though not all, different observers would
agree on whether a particular behaviour connotes corruption. Unfortunately, the behaviour is often difficult
to observe directly because, typically, acts of corruption do not take place in broad daylight.
The most popular and simplest definition of corruption is that it is the abuse of public power for private
benefit. From this definition, it should not be concluded that corruption cannot exist within private sector
activities. Especially in large private enterprises, this phenomenon clearly exists, as for example, in
procurement or even in recruitment. In several cases of corruption, the abuse of public power is not
necessarily for one’s private benefit or one’s party, class, tribe, friends, family, and so on. In fact, in many
countries some of the proceeds of corruption go to finance the political parties.
Not all acts of corruption result in the payment of bribes. For example, a public employee who claims to
be sick but goes on vacation is abusing his public position for personal use. Thus, he is engaging in an act of
corruption even though no bribe is paid.
It is important to distinguish bribes from gifts. In many instances, bribes can be disguised as gifts. A bribe
implies reciprocity while a gift should not. However, even though the distinction is fundamental, the
identification of a bribe may not always be simple.

The term “counterfeit drug” may be used to describe a drug that is made by someone other than the
genuine manufacturer, by copying or imitating the original product, without authority or right, in order to
cheat and sell it as the original one.
Anyone, anywhere in the world, can come across counterfeit medicine which looks right but which
contains harmful toxic substances or inactive ingredients. In all cases, contents of counterfeits are unreliable
since their source is unknown and always illegal.
Lack of borders’ control, weak regulations governing the medicine distribution system and the
globalization of markets, all these three elements together have contributed to a rise of both counterfeit
medicines and the existence of poor quality products.
Fake medicines can be life threatening - and are reported to have caused even death in Africa and Asia -
because chemically inactive antibiotics do not cure a disease and a counterfeit vaccine does not protect from
illness.
On the economic side, legitimate manufacturers of pharmaceutical products suffer from patent and
copyright infringement because counterfeiting in reality takes their products illegally. The governments are
also affected by this through the loss of taxation revenue. In conclusion, a lot of people are earning huge
sums of money, others are losing them, and between these and those, millions of victims are completely lost
inside the dilemma of quality and price.

"Child labour" is, generally speaking, work for children that harms them or exploits them in some way
(physically, mentally, morally or by blocking access to education).
Not all work is bad for children. Some social scientists point out that some kinds of work may be
completely harmless, except for one thing about the work that makes it exploitative. For instance, a child who
delivers newspapers before school might actually benefit from learning how to work, gaining responsibility and
earn a bit of money. But what if the child is not paid ? Then he or she is being exploited.
In Africa, one child in three is at work, and in Latin America, one child in five works. In 2000, the
International Labour Organization estimated that 246 million child workers aged between 5 and 17 were
involved in child labour. Moreover, some 8.4 million children were engaged in the so-called ‘unconditional’ worst
forms of child labour, which include forced labour, the use of children in armed conflict, trafficking in
children and in their organs.
One maysaythat poverty is widely considered the top reason why children work at inappropriate jobs for
their ages. However there are other reasons as lack of good schools and day care, lack of other services such
as health care and familyproblems.

declaring less income profits or gains than the amount actually earned or overstating
deductions.
Tax evasion is an activity commonly associated with the informal economy. One measure
of the extent of tax evasion (the tax gap) is the amount of unreported income, which is the
difference between the amount of income that should be reported to the tax authorities
and the actual amount reported.
In contrast, tax avoidance is the legal use of tax laws to reduce one’s tax burden. Both
tax evasion and avoidance can be viewed as forms of tax noncompliance, as they describe a
range of activities that intend to subvert a state’s system, although such classification of
tax avoidance is not indisputable given that avoidance is lawful, within self-creating
systems.

Part One: Reading

Read the text then do the activities related below.

In broad terms, political corruption is the misuse of public (governmental) power for illegitimate,
usually secret, private advantage. All forms of government are vulnerable to political corruption. Forms
of corruption vary, but the most common are bribery, extortion, influence peddling, fraud, embezzlement,
and nepotism. While corruption often facilitates criminal enterprise such as drug trafficking and money
laundering, it is not restricted to these organized crime activities, and it does not always support or shield
other crimes. What constitutes corruption differs depending on the country or jurisdiction. Certain political
funding practices that are legal in one place may be illegal in another.

Intellectual property represents original, creative works and innovations which are belonging to
inventors, artists, musicians, and authors who, and businesses that, create something or acquire rights to
a creation. The exclusive rights and legal protections of intellectual property come in the form of
copyrights, trademarks, and patents. These protections encourage innovation and creativity, but the
rewards for innovation and creativity can be undermined by widespread theft associated with trafficking of
pirated goods.
When reflecting on counterfeit and pirated goods, handbags, watches, free music and videos may
come to mind. The counterfeiting of goods may seem to be a victimless crime, where no one is harmed by
imitation goods sold at much lower prices than brand-name products. However, the world of counterfeiting
stretches to nearly every product on the market and has often led to considerable harm to consumers,
including death. The consequences are well-known, as the Department of Homeland Security states,
“counterfeit and pirated goods pose a serious threat to America's economic vitality, the health and safety of

FIRST TERM ENGLISH TEST
3AS
Some specialists are working hard to combat fraud. When fraud becomes endemic in a nation, it
can produce radical political changes that bring to power leaders who are hostile to market economies.
Executives who strip corporations of money for their own use (called “looting control frauds” in
criminological circles) use accounting fraud as a weapon of choice to inflate income and net worth.
They also use normal corporate mechanisms to convert corporate assets to their own personal benefit
before the company collapses.
Looters are succeeding in various parts of the globe because of several factors. The expansion of
privatization of state-owned enterprises (SOES) over the last two decades has led to a dramatic global
upsurge in commercial enterprises, which increases the potential for private-sector looting. The
mishandling of privatization creates the incentives for looting.
We cannot win a decisive battle against fraud. We need to be eternally vigilant against fraud and
work cooperatively with other nations. The Institute for Fraud Prevention (IFP) can help build those
