ABSTRACT

In a time of rapid economic development, logistic was born as the most convenient and
quick solution for the needs of production and distribution of products to consumers.
Logistics market get averages about 8 trillion USD per year in the last 2 years,
approximate 11% world’s GDP. In 2017, the industry value is about 9 trillion USD,
which 4 largest companies is in Ceva Logistics, DHL, FedEx, and UPS the world account
for 15% of the total global revenue. Meanwhile, in Vietnam, the potential of the logistics
industry is on the path of spectacular development, opportunities and potential as well as
risks are many, but with the current development of the world economy, Vietnam is
developing thanks to the potential of import and export of raw materials and technology.
Based on customs statistics, in 2018, technology goods increased by 3.13 billion USD,
textiles and garments increased by 1.86 billion USD compared to the previous year.
Logistic is a potential business for Vietnam in development of import from other
countries as well as export to foreign countries, it also has strong competition from
competitors, which is both a development condition and a challenge for business.
However, New Century Logistics Joint Stock Company possesses the advantages of
having a clear plan for all stall's activities and experience to solve specific problems that
get effectively and efficiency, saving time and costs to satisfy customer.

1.2. Company functions and objective:


1.2.1. Company functions:

As an intermediary, New Century Logistic helps clients import goods from countries as
well as export to countries like Europe, Asia, America…etc…The company is in charge
of controlling trains and flights within and outside Vietnam, diversifying types for
customer in choosing.

1.2.2. Company objective:

New century logistic joint stock company is just a small company, so every plans,
strategies have to be set up carefully in order to maximize the effectiveness of every
member of the company and minimize risks in work. Especially in choosing customer
segmentation, thing must be accurate, reasonable and suitable for the organization. In the
future, potential customers that company wants to target and search for are medium-sized
enterprises like organization that produce and export furniture product, business which
export agricultural goods or some companies that export raw materials in Ho Chi Minh
area for increasing and improving service quality, from that can expand to Ha Noi. This
is a huge step for the 5-year plan from 2020 by expanding company to work with big
customers in other areas.

The company operates under the model of a joint stock company, so the structure of
personnel and control is very compact and highly specialized

Human resource situation: including 30 experienced employees, dealing with quick,


skilled, special sense of responsibility and meeting all customer requirements

The company's working criteria are fast-efficient, aiming to meet client’s needs.

1.4.1. Director:

Mr. Huynh Tan Tien is the Chief Executive Officer of company, the one who in charge of
company business, making decisions, plans and strategies to ensure a smoother and more
efficient operation to meet the company's goals.

1.4.2. Vice Director:

As a Vice Director, Mr. Tran Huynh Lap is responsible for monitoring business activities
as well as supervising subordinate and company’s performance, human resources and
handling professional issues base on his well-knowledge in exporting-importing.

1.4.3. Delivery department:

In delivery department, staff perform procedures at the port, gets D/O, take sample(s) to
test, and support customer. Staff in delivery department plays an important role in the
company due to have experienced in dealing with urgent situations

1.4.4. Documentation department:

Documentation department main functions are checking and issuing B/L, D/O, ensuring
the accuracy of documents on export-import goods on board before submission to
customs. A Document staff will complete import or export documents and confirm it with
customers.

1.4.5. Sales department:

This department is in charge of seeking opportunism with old and new clients, also
strategies to improve sales, market survey and channel partners to develop company.
Sales staff builds relationships with clients to know more about what their needs and try
to make sure that those needs are met. Moreover, sales department need to put forward
new strategic marketing plans to catch up with trends from time to time. The most
important thing is achieving sales goals of New Century Logistic company through
effective planning and budgeting.

1.4.6. Accounting department:

Accounting department is responsible for reporting and recording the cash flow (in and
out) of the company at the end of each quarter. It means this department will make sure
that all transparency in financial transactions, as well as support to other departments.

Figure 1.2 and table 1.1 showed that sales and profit were slightly increased from 2016 to
2018 thanks to all customers and company’s employees in nearly 10 years. From 2016 to
2017, New Century Logistic’ sales rose 203 million VND which was 11.79% in sales and
48.43% in profit thanks to new clients. The proportion of sales in 2018 slightly go up to
15.95% due to overseas trips increased in third and fourth quarter. Besides that, profit
was also increased up to 139 million VND which was equivalent 48.43% in 2017 and
sales number noticeably went from 203 to 307 million VND.

Table 1.2 shows that the ratio is higher from year to year. Although the industry
welcomes a number of new entrants, New Century Logistic still converts from 16.67% to
29.85% of sales into profit. An increasing in ROS indicated that New Century Logistic
was growing quickly and efficiently due to sales department’s strategies.

Based on data in Table 1.3, the ROI of New Century Logistic is quite positive from 2016
to 2018 just like ROS in table 1.2. All the costs mostly spend on training new employees
and paying for unpredicted problems in transit. Although the cost of operation rises,
company also generates an increasing in profit to reach 666 million VND in 2018.
Compared to 2016, ROI ratio increased more than 20% and reached to 42.55%. It also
meant New Century Logistic effectively utilized company’s investment and produced
losses.

1.5.4. The importance of the report:

This report focuses on analyzing the process and documentation of sea freight export at
New Century Logistic Company for some specific aims. First is collecting financial ratios
to analyze the company’s performance, through that the author can evaluate company’s
competence in logistics industry. Second, the report presents a viewpoint of a fresher
come to know strengths and weaknesses of this procedure which makes the company's
productivity low. Finally, the author will suggest some solutions to keep process work
more smoothly and bring more strategies to increase productivity for the company.

2.1.1. Sign Contract:

This is the first step that is the most important one to decide on the next steps. Signing a
contract is not simply signing a piece of paper, it represents the company's profit, the
long-term cooperation of the two parties. This is the first step to build credibility with
customers as well as the basis for customers to work with the company in the next
shipment or not. After all terms have been agreed and signed between the two parties,
they will continue to the second step.

2.1.2. Ask for export license:

If your company does not have an export license, you must apply for an export license
and ask for it once. If the goods belong to one of the following categories, export license
is required:

1/Medicals/ Drugs

2/Seeds

3/ Animals

4/ Minerals

5/ Wood and wood products

6/ Cosmetics

7/ Liquid, sand, coal powder, ...

8/ Books, hard drives

2.1.3. Booking Request:

At this step, the booking depends on the conditions that both parties agree in commercial
contract. If the seller choose CIF, the booking will be made by intermediaries like FWD.
On the FWD side, the booking request will be sent to take some information which
including: port (transit port, arrival port), ETD, ETA, etc...after this, FWD will go to the
port to take booking confirmation as an example is attached in Appendix 1, which to get
empty container and seal number, which is enclosed in Appendix 2. As for FOB, the
consignee will be the one who do the booking for the seller and all the steps just like CIF.

2.1.4. Packing goods:

When an empty container is available, carrier will bring it to the warehouse where goods
are placed on container, then seal the container and transport it to the port or parking
place according to the carrier's instructions. The important thing need to be done first is
VGM to handle it to customs. The container must be loaded before closing time or it will
be dropped. If the good need to quarantine, take the test sample at this step before
sealing.

2.1.5. Customs procedures:

Currently in Vietnam, everything has gradually been modernized. People don’t need to
spend time on going to the port to do customs procedures like before, for some who are
urgent, this is a huge disadvantage. Therefore, most logistic companies use Ecus e-
customs declaration, a software is developed by Thai Son company.

To use Ecus, the company need to meet all these requires: Procedures for registration to
participate in VNACCS system with Customs authorities, register a token number and
account VNACCS, a computer’s system require Windows XP Server Pack 1 above and
internet connected.

Open the software at the first time, the program will ask the company to fill these
information in oder to use it.

Before doing declaration, some information need to be added base on each company that
register to VNACCS. Click on “hê ̣ thống/ thiết lâ ̣p thông số khai báo VNACCS”

Enter all information of the declaration account (this parameter is issued by the Customs
office or enterprise registered to join VNACCS system at website of the General
Department www.customs.gov.vn) Parameters (User code, the password, Terminal ID,
and Terminal access key) will be assigned to match the information with the digital
token; therefore, increasing the security in the process of participating in e-Customs. (To
understand and register these parameters, please see more documents about VNACCS
account registration).

Address declared VNACCS is the connection address to transmit data to the customs, if
tick in the box “Tự đô ̣ng lấy địa chỉ IP”, the software will automatically get the address
declared based on the Customs unit that be selected above. Tick on the box “Khai giả
lâ ̣p” to test the declaration.

From menu find” Hệ thống / 5.Danh sách khách hàng (với đại lý)”

Here is the tab to add partner companies that need to declarate. To change the partner
company, go to the tab “Hệ thống / 2. Chọn doanh nghiệp xuất nhập khẩu” then enter the
partner company’s information.

After setting up, at the bar menu, select “Tờ khai hải quan” then choose “Đăng ký mới tờ
khai xuất khẩu (EDA)”, from here, employee can fill in imformation, some important
parts that never go wrong are port of terminal, port of discharge, consignee company’s
name, ETD, container number and contract’s number. When the information is filled in,
the employee applies the full declaration form to custom system and then the system will
send the decision about which channel the goods belong to. Once the goods are clearance,
the company will have a customs declaration which is attached in Appendix 3 , countinue
to next step.

2.1.6. Send S/I:

After goods have loaded to the port and completed customs procedures, there is two
cases, one is if the seller hires a service (FWD), S/I will be sent to FWD then the FWD
will send this to carrier, and if the seller dose not hire any service, they will have to send
it directly through email.

Base on S/I information, the carrier will send draft B/L that is attached in Appendix 4 ,to
FWD or seller to check information, if there are any problem. Then when the ship
departs, the carrier will send the original B/L with signature which is enclosed in
Appendix 5, back to FWD. Everything need to be finish before closing time.

2.1.7. Buy Insurance (if not FOB, CNF), C/O:

After the ship has left, and receives original B / L, it is time to make C / O and buy
insurance if the contract was selected in the contract is not FOB, CNF.

To make a set of C / O, an example is attached in Appendix 6, the seller side must provide
enough information about the shipment such as packing list, invoice, C / O form, B/L

2.1.8. Payment:

At the final step is payment, things require to pay is commercial invoice, packing list,
C/O and Phyto (if the goods are required disinfection in the above step).

If the partner chooses the L/C payment method, the FWD party must submit the
document to the bank.

2.2. Evaluate export processing:

After 4-month internship at New Century Logistic Company as well as directly involved
in the export processing goods, the author can give some following points:

2.2.1. Strengths:

With more than 5 years of establishment, although it is quite small compared to other big
companies, NCL company has made big turning points as after the first 2 years of
establishment, the first foreign customer is also the customer. Accompanying with the
current company, it has established more branches near Cat Lai port, which has helped
the company reduce a lot of time for processing documents or goods that have trouble in
time work.

Not stopping there, the company also brings satisfaction to customers thanks to fast ship
price updates thanks to relationships with shipping lines as well as at ports, this is an
advantage of helping customers.

There are cheap ships with prestige as well as safety. NCL Company always works with
customer criteria that are prestigious, safe, fast and dedicated. In modern economic,
telecommunications networks are one of the strengths in this high-tech era, applications
that make things easier for people to connect with each other in chatting and meeting.

On the side of NCL's partners, the employees of the companies often communicate with
each other via Skype application, easy to use for Vietnamese people and also a popular
application for overseas partners. Not only that, NCL also shortened the time of making
customs declaration through Ecus, which is developed by Thai Son company, thanks to
this application, customers and NCL has saved a long time compared to manual work.

2.2.2. Weaknesses:
2.2.2.1. Limited in finding customers:

In terms of weakness, NCL currently needs to expand and attract more new clients, sales
department needs to have policies for long-term customers as well as promotion for new
ones. This can help the company increase working capital turnover in sales average by
penetrating into foreign areas. That will help the company overcome the seasonal

increase in sales (each year on average, in June-December, goods will be transported


more than the rest of the year). Sales department need to improve more in the way attract
clients to help the company grow more, increase profits every quarter instead of each
season.

2.2.2.2. Limited in shipping:

The company also relies on hiring outbound transport services, which is very costly and
time consuming because the company cannot control the transport of goods from
warehouse to port or vice versa. This is one of the company's biggest weakness. At rush
hour, traffic jam is a frequent occurrence in city, causing the company’s work to be
stalled, which is one of the reasons why the goods are late to ETD. The company is
totally passive in promoting transportation services earlier than rush hour to decrease
company losses.

2.2.2.3. Lack of employees:

When “hot” season come, work is pretty much on documentary department, the company
need to hire more employees, also need a consultant department to advisory new
customers and connect to old customers, and delivery department need to handle faster in
some hard situation, such as when documentary department has some problem about
declarations (red or yellow channel after custom clearance), etc…things need to improve
to reduce time-consuming.

2.3. Compare to lesson:

Based on the major that studied in the semesters, in theory, all go in the right direction
with what students have been learned, from steps 1-8 are all the knowledge that was
taught in the class. On the other hand, when it comes to practicality when working,
everything is quite right based on what students have learnt, except step 5. During this
step. After being clearanced on VNACC, goods will be directed to 3 channels, green,
yellow and red. In green channel, the goods will be cleared, but in some cases, officers at
the Checkpoint can select any consignment channeled through green channel for double-
check (physical and documentary check). In Yellow channel, only documents will be
checked, if there are no more violations, the process will continue like the green channel.
In Red channel, officers will check the documents, goods, there are 3 levels of physical
checked: one is check all shipment, two is physical checked 10% of shipment, if there are
no violations, end the check, if it violates, continue to check till conclude level of
violation, such as physical checked 5% of shipment.

CHAPTER 3: ORIENTATION AND RECCOMENDATIONS

3.1. Development potential and difficulties of Vietnam import and export


industry:
3.1.1. Opportunity:

With the development of technology, it has been a major turning point for import-export
industry. Currently, customs clearance has been reduced time-consuming thank to Ecus.
Arrcoding to annual report, the export sector’s GDP increased by 14,27%, as well as the
import sector and services by 12,81% compared to 2017. Through that, it can be seen
2018 is a promise year for import-export industry. In 2019, this is probably an
advangeous year and opportunities for domestic import-export companies to develop as
well as foreign investors to pour their money into investing in companies.Not only The
Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) but
also the EU-Vietnam FTA (EVFTA) will take the effect from 2019. Arcording to
National Center for Socio-Economic Information and Forecasting admit that “with 16
FTA’s agreements that have been signed, 10 agreements have come into effect,
Vietnam’s consumer market is expanding day by day, creating oppotunites for increasing
demand for Vietnamese goods”, this is a huge step for Vietnam to develop in foreign and
domestic markets in general and import-export industry in partcular.

3.1.2. Threat:

Everything always have two sides, follow with opportunities is a difficult challenge. The
benefit from signing the provisions of CPTPP, the elimination of the tariff barrier will be
a double-edged knife for local business, because this can help enterprises import raw
materials or products that are nearly the same price with higher quality. On the other
hand, thing will make it difficult for domestic businesses to export to other countries,
which creates an intense competitive environment between domestic and foreign
businesses. This shows that if enterprises want to survive on the market, they have to
change product quality to meet consumer requirements.

In 2019, businesses are more or less influenced by the US-China trade war, with Chinese
goods from President Donald Trump, especially steel products and materials, this
decision was causing trade barriers of US-China increase and countries were also affected
because China could not export good to the US, so they have to export to other countries
with lower price, including Vietnam.

The devaluation of the Chinese currency has made domestic businesses restless due to
huge amount of Chinese goods with low price imported into Vietnam, making domestic

enterprises and products not diverse as Chinese goods. In terms of economic growth, it iś
a great advantage for Vietnam, but for enterprises, that is an indirect attack, in long term,
Vietnamese businesses can hardly to develop full potential and at the same time, small
businesses will hard to catch up with consumer trends, this is the end for all of them. So
during the trade war between China and the United States, Vietnam was the most affected
country.

3.2. Reccomendations:
3.2.1. For the company:
3.2.1.1. Improve on shipping delivery:

At the present time, in import and export industry, shipping problem is always the biggest
trouble. NCL company is now heavily dependent on external transport services, a large
amount of money has been used for transportation services. The company should invest
more in the shipping department, and it also easy to control any issues and to track the
progress of goods transportation.

3.2.1.2. Build on experiences and relationship:

NCL company should do periodic tests, to test the implementation of company process as
well as how to behave when bad cases happen. Based on that, the department head can
know the weaknesses of employees, from that, they know what they need to improve
those shortcomings. Besides that, company should have company trip, this will be the key
to help all staffs as well as heads of departments to have a better relationship, which is
very important in reducing stress during tired working days, also increasing the working
spirit of employees.

3.2.1.3. Add marketing department:

Currently in company, the sales department work much more than other, sales and
marketing. The staffs in sales department are all about calculation income, profits...etc.
And how to make the company not to lose or bankruptcy, so they do not know much
about marketing. The company should have a marketing department, hire employees who
have many experience in this major, this may cost time in training new employees. On
the bright side, this will be the best solution in long-term.

3.2.2. For the government:


3.2.2.1. Upgrade routes:

Traffic jam always is an unsolved problem till now, this is a major influence on the
import and export industry, due to that direct impact on time as well as service costs. In

addition, the traffic problem is one of the factors to determine whether it is a developed
country or not. Although traffic jam has some sign of decreasing in recent years, but the

The procedure of declaration is quite time-consuming, new companies are new to import-
export market usually get into red or yellow channel, this has prevented other companies
from entering the market due to accompanying costs and procedures are quite expensive
and complicated. Reducing unnecessary producer will make it easier for companies to
grow in the market and to attract foreign investment. As well as upgrading the security of
electronic customs clearance system to avoid illegal cases, instructing companies to use
Ecus to reduce manual processing time.

CONCLUSION:

On this these days, the import and export industry is quite popular in Vietnam market
with the peak at 2018, the trade balance of Vietnam has surplus that is trade surplus of
nearly 6.8 billion USD compared to 2017 is 2.11 billion and to 2016 is 1.78 billion USD.
From that point, in 2019, the import-export industry will become the key to Vietnam’s
economic development based on opportunities above, this will be a huge benefit if
invested properly.

In this report, the author introduced through NCL’s export process, based on the basic
knowledge to solve the company’s problems, aim at improving the business performance,
helping the board of directors and departments make more strategies at work. However,
due to lack of time and knowledge as well as experience, these solutions are not the most
optimal. The company needs to study more to solve problem and learn from it as well as
improve service quality and company’s reputation.
