Why provinces opposed the building of KALA BAGH Dam in


Pakistan? Discuss in detail.

A Greater Conflict of Pakistan


KALA BAGH DAM.
Kala Bagh Dam a proposed dam which is located in the MIANWALI district of Punjab will
be built on Indus River. Kala Bagh Dam is disputed between provinces from over 40 year
ago. According to energy expert, if whenever this dam is constructed about 3600MW of
electricity will be add up in nation grid.
In this conflict, KPK, PUNJAB and SINDH have their own views on Kala Bagh’s Conflict,
depend upon the regional and climatical effects.

 KALA BAGH’s Conflict History:


From three decades, 1984 when Kala Bagh Conflict aroused between provinces specially
Punjab and Sindh. During the era of General Zia-ul-haq this conflict give the color of
political color.
In the recent report of chairman of WAPDAA in standing committee of senate, stated that
Pakistan has only remaining reservoir of 30 day whereas, India has its reservoir of 170
day.
According to the recent report of International monetary fund(IMF) said that Pakistan
including in the 3rd most water deficient country. As we know that, In Pakistan no largest
Dam is constructed after the Tarbela and Mangla Dam but when we see population of
Pakistan which is increases day by day.
The feasibility and paper work is not a big issue but political interest of different parties
are quite large obstacle in between Provinces.

 Important Aspects of Kala Bagh Dam:


According to the experts, Kala Bagh has its own benefits both climatically and energy
point of view. We know that Pakistan is a land of four season where almost every season
comes to its full swing. As we know that, in monsoon season heavy rainfall in the areas of
Punjab and KPK. This water has been throw down in the rivers and then in the huge
Arabian Sea. No large reservoir waste this access of water. Similarly, in winter heavy
snow in Gilgit and Baltistan region which melt down in summer. Which flow down in
indus river and then to the sea with getting much of our benefits. However when we
compared our border partner India which has built almost thousand of the dams on the
river those are flow from Jammu.
Kala Bagh not only fill up the deficiency of water but also of energy crisis.

 Objections of provinces on KALA BAGH Dam:

Every where in the world when a mega project is initiated for the betterment of the nation.
There will be some objection arouse from the people about the feasibility of the project.
Similarly, in case of KALA Bagh Dam, we know that KALA Bagh is situated on the
Border of the Punjab and Sindh. On the north side of Kala Bagh, is the major portion of
KPK the representatives of KPK thought that when catchment of water for dam will be
carry out then a major portion of the KPK lands will be flooded, Punjab province is
willing to the construction of the dam as it will add up major economic growth towards
country.
Peoples of the KPK thought that not much compensation will be given by government
towards their lands.
Sindh also stand against the construction of dam as they think that when KALA Bagh
Dam is construct it will stop their water and their land will be drought out. In 2008, when
government again initiated the project, Many Sindh Peoples start protesting against the
dam and government again put these files in the cupboard whereas in 2008 WAPDA has
almost complete its feasibility but postponed due this massive protest against the Dam by
Sindh Peoples.
In short we gets some important objections by provinces which includes that un equal
distribution of water between provinces, compensation amount which will be paid behalf
of their land and also fear of flood in moon soon.
Although, this inter-provincial conflict started earlier in 1921 when the British government
start construction of irrigation system in sub-continent. The same issue was raised out
during that time when low apian lands people again started their revolution against these
modern British irrigation system they aroused the issue that this irrigation system would
reduced their land corps efficiency. After the independence, when federal government try
to sought out the issue aroused by the people of Sindh against IRS.
The IWT fail to attain its as much goals and hence pickle out.. In case of Kala Bagh, as
stated earlier that the conflict seem to be never ever resolved by the people or government.

 Future Consideration:
According to above studies and research, we should considered that for the betterment of
Pakistan as per Pakistan is going through much more hard time including economically
and politically. Our government make a proper step toward construction of new dams and
think about the Kala Bagh Dam and make a proper plans. It can be happen when
government make a possible ways and siting with the local of that areas , KPK and Sindh
representatives. Government will also point out the ill-mind set which was dissolved by
certain elements in those peoples mind. As the construction this dam is fully beneficial for
the economy and the prosperity of the Pakistan. We keep in mind that a strong opposition
should be from our healthy enemy which can never think about Pakistan’s prosperity.
According to the propaganda team of Adolf Hitler ‘s which said that
“If you want to tell people a big lie, then you have to repeat it”.
In above line its quite clear that it’s a complete political and self-expedition of ones who is
against the construct and it make a huge conflict in between the provinces.
As a nation we have to stand with our country prosperity and economic growth of
Pakistan.
