Q-4 Write notes on the following:
1. TEHSIL COUNCIL:
INTRODUCTION:
Tehsil Council is an organization associated with each tehsil of Pakistan. They
are responsible for making plans and providing municipal services in the tehsil.
The tehsil is the second-lowest tier of local government in Pakistan, each tehsil
is part of larger district. Each tehsil is subdivided into a number of union
councils. The Tehsils are used in all over the Pakistan except Sindh province
where the word "Taluka" is used instead, although the functions and authorities
are same. The head of the Tehsil government is "Tehsil Nazim" who is assisted
by the tehsil Naib-Nazim.
MEMBERS:
In the Tehsil council, 33% seats are reserved for women, 5% seats will be for
farmers and labourers and 5 % will be reserved for the minorities.
FUNCTIONS/ REPONSIBILITIES:
Following are the responsibilities of Tehsil council.
a) It is a source of coordination between villages and neighborhood
councils.
b) It helps in regulating markets.
c) It helps in developing and managing schemes in collaboration with the
district government.
d) It creates strategies for developing infrastructure, improving service
delivery and implementing laws.
2. TEHSIL ADMINISTRATION:
A Tehsil Municipal Administration (TMA) is an administration working in
tehsils of Pakistan. They used to manage the plans and services for the
development of the tehsil. Every tehsil has a Tehsil Municipal Administration,
consisting of a Tehsil council, Tehsil Nazim, tehsil/taluka municipal
officer(TMO), Chief officer and other officials of local council.
FUNCTIONS/RESPONSIBILTIES:
Following are the responsibilities of the Tehsil administration.

 Monitoring and supervising the performances of government offices and


reporting to the district government
 Spatial planning
 Executing and managing development plans
 Controlling land development
 Enforcing laws, rules, and bye-laws
 Maintaining databases and information systems
 Collecting taxes, fines, and penalties
 Organizing recreational events
 Coordinating between village and neighborhood councils
 Regulating markets
 Developing and managing schemes in collaboration with the district
government
 Creating strategies for developing infrastructure, improving service delivery,
and implementing laws
 Preparing and presenting reports on tehsil administration performance
 Calling for reports from tehsil-based offices of government.
3. TEHSIL NAZIM AND NAIB NAZIM

The head of the Tehsil government is "Tehsil Nazim" who is assisted by the tehsil
Naib-Nazim.
FUNCTIONS:
Four Tehsil Officers (TOs) will work under the Tehsil Municipal Officer and
supervise the affairs of the different departments. These departments include
finance, budget and accounts, record of land revenue, planning rural and urban
development, municipal coordination and its stages etc.
