SUBJECT : Special Written Report ( re- Lags attacked and burned attacked and
burend the Lapanday Box Plant at Brgy Mandug, Buhangin,Davao City )

I. REFERENCE :

II. BACKGROUND :

1. On or about 3:35 AM of April 29, 2017 Central 911 Base Command informed this station
regarding a firefight at Lapanday Box Plant;

III ACTION TAKEN :

3. Barangay Mandug Police Community outpost was inform about the call for verification
while SPO4 Samuel Gilay and PO3 Ronnie Relator, investigators, together with Intel elements
were dispatched for proper validation and investigation;

4. PCI Milgrace Cajes Driz ,Station Commander,immediately created a committee,in

coordination with TF Davao And DCPO ;

IV. FINDINGS AND DISCUSSION:

5.Initial investigation disclosed that at around 3:30 AM of April 29, 2017 more or less 80
armed men believed to be members of New Peoples Army,simultaneously raided Torre Lorenzo
Development Corporation and Lapanday Foods Corporation Plastic Plant and Box Plant,Situated
at Mandug ,Davao City, that resulted to an encounter and wounding SG Reynaldo Maqui
detailed at Torre Lorenzo property, while the other group of armed men onboard in different
vehilces went to Lapanday Foods Corporation Plastic Plant and Box Plant wearing sweat shirt
marked with NBI at the back and introduced themselves as agents then suddenly approached
the duty security guards and instructed to drop on the ground and were disarmed. Thereafter,
the plastic plant was poured with gasoline and lighted , while the box plant was burned with
the used of improvised Explosive Devise (IED) and value of amount damages are yet to be
determined, another five (5) houses of security guards made from light materials were also
totally damaged near the plastic plant ;

5.,The armed men disarmed Eight (8) pcs 12 Gauge Shotgun,One (1) .38 revolver and Ten (10
) unitsKenwood Handheld Radio from Priority security Agency of Torre Lorenzo Development
Corporation,One (1) 12 gauge Shotgun,Two (2) pcs . 38 Caliber , One (1) pc Handheld Radio
,One (1) Pc Radio Base,One (1) Unit CCTV Camera with Monitor from ACD Investigation and
Security Agency of Lapanday Foods Plastic Pl;ant and One (1) pc Caliber 9mm Pistol,Two (2)
pcs .38 Revolver of ACD Investigation and Security Agency of Lapanday food Box Plant and
Three (3) pc 12 Gauge Shotgun and Two (2) pcs Handheld Radio form RSAF Security Agency
Agency of Ciudades;

6.After the incident said armed men boarded Three (3) Motorcycles unknowned plate
number, one (1) color white Toyota Fortuner plate number ABD 8221, one (1) color blue Elf
Truck with Plate number LAN 277,one (1) Drop side Type Truck unknowned plate number and
one (1) unit L300 Van type vehicle with plt number AAH 4326 and fled heading Brgy Callawa
direction

7. Investigators and EOD DCPO were able top recover One (1) Unexploded Improvised
Exploded Devised (IED) Detonation Cord,Hand Held Radio and Blasting Cap.

8.At Around 5:30 AM of same date,Task Force Davao responded the above mentioned
incident and upon reaching KM 8,Brgy Tigatto this city a Improvised Explosive Explosive
Devise(IED) exploded hitting the Armored Personnel Carrier Vehicle of Phillippine Army’s Task
Force Davao and s motorist identified as Larry Timbal Buenafe, 33 yrs old, Fish vendor and s
resident of Agdao,Davao City who sustained serious head injury and still in critical
condition,EOD DCPO was able to recover near the blast site one unexploded Improvised
Explosive Devise;

VI. CONCLUSION/ RECOMMENDATION:

9. The Attacked of Lapanday Company was in connection with the dispute between
company ,and Growers in Madaum,Tagum City Davao Del Norte ;

10.IDMB DCPO took cognizance of the Investigation ;
