Structural Integrity Schedule 10 - Combined Operations - Inspection Template Note On Purpose of Template
This document is to be used by inspectors to record the inspection of a combined operations notification submitted under SCR2015 against the requirements
of Schedule 10, which outlines the ‘Particulars to be included in a notification of combined operations’. It has been decided that this will be conducted by the
focal point inspector for the production installation and the non-production installation, and by exception the inspector may refer the notification to a topic
specialist inspector to comment where he/she feels it is necessary to explore the details of the submission further.
The document is drafted to complement the guidance being produced to support the regulations, as well as existing topic sector guidance. Requirements
identified by green text are new to SCR2015, those in black text were present in SCR05.

The management system should address the additional risks associated with combined operations

A systematic approach should be taken to assessing the impact of combined operations on the conclusions of the operational safety case for each
installation

A systematic approach should be taken to identifying and assessing any additional major accident hazards arising from combined operations. These
can be new hazards or changes to existing hazards

The measures for emergency response should be appropriate to the particular combined operation

Elements that become safety critical elements (SCEs) as a result of combined operations should be identified and made subject to verification. They
may be parts of the individual installations, or additional plant or equipment provided for the combined operations

3 Safety Management Systems
The SMS should encompass the marine, helicopter and diving activities of the installation, and relevant aspects of combined operations. The
areas of interface between the SMS of these operations, and the SMS of the installation, need to be identified and assessed for clarity, to ensure
potential hazard have been identified due to duplication, commission or omission.
Assessor should consider the following factors while carrying out the inspection of CON.
a. The risks and associated structural integrity hazards of any combined operation to be inspected could be significantly different from the
others.
b. As far as structural integrity’s concern, the risk profiles in relation to a combined operation generally fall into the following categories:
1) Flotels to fixed installations.
2) Jack ups to fixed installations: (well-head platforms / production platforms / accommodation platforms / NUIs / subsea well heads work
overs / drilling through monopods etc.)
c. Assessor may need to look at the hazards and mitigation proposed by the DH in the bridging document for further information.
d. Assessor may also need to be aware that sometimes the main Safety Case already provides a good outline for the combined operations , and
these have been previously accepted.
