There is no expectation of the RFP’s “Draft Contract” being final or binding.  In fact, the cover says
“Note: This is a sample contract, subject to change. Contract to be entered into may require
additional or alternate terms and conditions.”… which is poorly worded because it expresses the
existence of a contract.

We should avoid referring to the document as a “Contract”, we would reiterate language that it
carries no obligations to continue negotiations or enter a contract, and put a watermark on each
page that says “Draft, Non-Binding Document.”, etc.
