Rehabilitation Assistant- 2 Positions

Base : TBC (Pha-ann/Phapon/Taunggoo)


Duration : 6 months – further extension conditional upon funding

Humanity & Inclusion (HI - registered as the Federation Handicap International) is an independent and
impartial aid organization working in situations of poverty and exclusion, conflict and disaster. HI works
alongside people with disabilities and vulnerable populations, taking action and bearing witness in order
to respond to their essential needs, improve their living conditions and promote respect for their dignity
and fundamental rights. HI works to meet the needs and defend the rights of children, women and men
with disabilities. In emergency, HI’s mandate widens to target the most vulnerable groups within any
population taking gender inequities into account – from isolated rural communities, to people with
disabilities, to excluded minority groups – to ensure their equal access to appropriate relief aid).

Since 1984, HI has been active in Burmese refugee camps along the Myanmar-Thailand border. The
organization has set up rehabilitation centers and supplies prostheses and mobility aids to people with
disabilities. In Myanmar the first operations are dated 2008, following cyclone Nargis. The program,
mainly focused on emergency response, was closed at the end of the response operations. In 2013, the
program was reopened.

HI’s intervention in Myanmar and Thailand is based on 3 strategic pillars:


1/ Armed Violence Reduction (AVR), including Victim Assistance and community-based Risk
Education
2/ Inclusion with a focus on Disability Inclusion, (projects covering Inclusive Humanitarian Action
providing technical support to Humanitarian Actors, Inclusive Disaster Risk Reduction, Inclusive
Livelihood)
3/ Health including Physical and Functional Rehabilitation and MHPSS
This includes prevention of disability amongst malnourished children in Rakhine through Early
Childhood Stimulation Therapy and Physical Rehabilitation; Physical and Functional Rehabilitation
services and Mental Health services in the frame of victim assistance in Kachin & in South East Myanmar
amongst others.

HI programmatic response in Kayin (Karen) State to the conflict escalation include the deployment of
mobile units to provide emergency assistance (protection, rehabilitation, MHPSS, recreational activities,
health and external referrals) to displaced and host communities.

Main objective of the position:


The position holder provides physical and functional rehabilitation services with the mobile unit at door
to door and static points.

Responsibility 1: Provision of Physical and Functional Rehabilitation


• Provide rehabilitation care with the support of Rehabilitation officer to the most critical and high
priority cases according to the guidelines of HI’s emergency rehabilitation interventions
• Under the supervision of Rehabilitation Officer pre-screening and prioritization for accurate
assessment, planning, and provision of appropriate therapy to the beneficiaries. including ongoing

evaluation/reassessment of the beneficiaries. within the constraints of the project resources at the
fixed point, the beneficiaries’ home, and where relevant.
• According to the outcomes of the assessment of the beneficiaries’ needs (taking into account her/his
daily activities, the participation of her/his caregiver, etc.…), and consultation to the Rehab officer
develop an appropriate intervention and treatment plan.
• Ensure rehabilitation outcomes to a person should focus on achieving and maintaining “Optimal
Functioning” in interaction with their environment, personal, and outcome factors.
• Familiarize self with the global physical and functional rehabilitation approaches of Handicap
International Federation (Humanity and Inclusion)
• Inform the beneficiary and the caregiver importance of rehabilitation services to improve the physical
situation and daily function
• Offer rehabilitation services based on the defined objectives between the beneficiary and the
caregiver
• Review the most recent information on the beneficiary’s evolution before starting a treatment session
and adapt your treatment or seek technical advice from your Rehabilitation officer & STO when
needed
• Ensure the safety of the beneficiary during the rehabilitation sessions and take into account
contraindications and precautions related to diverse illness, problems, and medical treatments. refer
for medical advice if needed. (Do No Harm)
• Advice and train the beneficiary and the caregivers on the basic exercises that the beneficiary can
do on his/her own or with/without support from caregivers on the way to prevent complication or
disabling situation

Responsibility 2: Provision of appropriate assistive devices and rehabilitation equipment.


• Identify the beneficiary’s needs (for critical and high priority cases) in terms of assistive devices and
mobility aids by seeking support from the Rehabilitation Officer to ensure as per HI guidelines.
• Ensure that the device is adapted to user needs and provide clear explanations to guarantee its safe
and proper use and maintenance.
• Ensure a proper follow-up on the use and wean off the assistive device
• Ensure the provision of assistive devices are made according to the strategy (quality and quantity)
and the needs identified

Responsibility 3: Accountability, Reporting, and Documentation


• Document beneficiaries care services by charting in beneficiaries and department records.
• Write beneficiaries' case notes and reports and collect statistics.
• Maintain safe and clean working environment by complying with procedures, rules, and regulations;
adhering to infection-control policies and protocols
• Update the Senior Technical Officer-Rehabilitation on the activities of the hospital in terms of
rehabilitations gaps when necessary
• Ensure beneficiaries sign a necessary document during the donation of devices and specific items.

Responsibility 4: Internal and External Coordination


• Communicate and link with other members of the mobile team, regarding internal referrals (PSS,
protection, rehabilitation and Project Officer-Service Linkage), to ensure a comprehensive approach
• Coordinate with Health Sector and health actors
• Support the Team Manager in mapping existing health services in the area
• Ensure external referrals and follow-up, by gathering feedback on service provided for
documentation.
• Inform the rehabilitation officer for any referral to partners.
• Participate in staff weekly coordination meetings.
• Provide necessary details and links for follow up after discharge to Rehabilitation Senior Technical
Officer for follow up.

• Ensure good communication and maintain rapport with the beneficiaries.
• Support any other duties requested by the line manager.

Responsibility 5: Conduct
• Be caring, compassionate and maintain good communication with beneficiaries at all times
• Demonstrate ethics and professional practice
• Respect the beneficiaries’ confidentiality.
• Respect and promote HI’s Policies and report to your line manager any non-respect of HI’s policies
amongst the teams or partners.
• Report any incident or act that causes any harm to the beneficiary or others.
• Always interact with children with the presence of their parents or caregivers
• Always ask permission to touch or to apply any treatment or maneuvers to someone.
• Always respect a refusal of treatment.
• Show abilities and competences to execute an efficient rehabilitation intervention

It is expected that the position holder will perform any other duties as required by the Line Manager
that are commensurate with the position.
Due to the developing and volatile situation in South East Myanmar and emergency nature of the
programmatic response, the position holder’s responsibilities may evolve as per programmatic needs.
