What is RA 1425 all about?

RA 1425 is a decree or an act implemented by the national government mandating the inclusion
of the life, works and writings of Jose Rizal- especially Noli Me Tangere and El Filibusterismo in
the curricula of all schools- public and private, and in colleges and universities in the Philippines.
Thereof, it also mandates the printing, distribution, and reproduction of the said works of Rizal
through the local government in several Philippine languages and dialects encouraging the local
people to avail and read without charge.

What primarily is the legal intent of the said law?

RA 1425 calls on the Filipino people to sought for the ideals of freedom and nationalism of which
was championed by the heroes that lived and died for its sake. It serves as an important reminder
of the kind of freedom that our heroes wanted to achieve. And with reading the life and works
of Rizal, Filipinos are shown the process of what shaped the national character and the
characteristics of an ideal Filipino patriot. Essential too in its goal, is the aim to infuse Filipinos
with an inspiring source of patriotism- particularly the youth during their critical periods in school.

Distinguish MO 247 from RA 1425.


MO 247 is a restatement and compulsory order to strictly impose RA 1425.

MO 247 is a memorandum enacted by President Fidel V. Ramos on December 26, 1994 in Manila
directing the Secretary of Education, Culture and Sports, and the Chairman of Commission on
Higher Education to immediately fully implement the RA 1425 as there are observations that the
law in its entirety was not fully implemented; in which if and rules or regulation is violated, entails
an appropriate disciplinary measure against the governing body of any public/private schools,
colleges and universities.

Who are exempted students from the coverage of the law?

Republic Act no. 1425, on section 1, states that the only exemption from the said mandate are
those students that have religious belief that are in contradictory against the writings and ideal
of Rizal; or those students that feel their religious belief is violated by Rizal’s ideas and works.
