The writer of these lyrics Tracy Chapman is

trying to point out an important issue such as
domestic violence and polices not practicing
what they preach. Polices job is to keep the
citizens safe and in harmony and peace but
Chapman shows us the other side of the story
by using thesis. Also he puts the spotlight on
how domestic slaughter could have been
prevented if the police took action in the first
place and actually cared about the report. For
the poetic effect she also uses the similar
rhymes of the words Aka. alliteration such as
“wall” “call” and “all” used in the lyrics. She
uses anaphora in the first sentences of the
first and third stanza. She uses music as a tool
to deliver her message. The meaning of the
lyrics might awaken thoughts inside the
audience.
