BACKGROUND
"Ion Mincu" University of Architecture and Urbanism in Bucharest is the oldest and most important
academic institution in this field in Romania. Its foundation is closely linked with the raise of modern
Romania, and the setting of its new institutional structure and culture. The first school of architecture was
legally established in 1864, based on an Act issued by the first monarch of the newly founded state; but,
due to lack of students, it never really functioned. The first Romanian architects studied mostly in Paris, at
the Ecole des Beaux-Arts (the first DPLG was Ion Mincu in 1883), and their enthusiastic undertaking was
the true foundation of the school. Thus, on October 15, 1892 the Romanian Society of Architects set up a
private school of architecture under its authority.
The educational programme was very pragmatic and adapted to the local imperative of the moment,
though the Ecole des Beaux-Arts'model was obvious. The Education Reform in 1897 transformed the
private school into the National School of Architecture within the School of Fine Arts (financed by the
government), and in 1904 the School of Architecture became independent. In 1931 the School was
renamed the Academy of Architecture and was granted whole academic rights, in relation to the
regulations concerning the title of architect and practice of the profession which followed immediately.
Since then, though the political, ideological and social changes that tormented the whole Romanian
society (wars, communism, postcommunist transition) exerted pressures (sometimes damaging) upon the
academic process and structure, the School managed to keep the status of a leading professional forum.
Moreover, until the end of the Second World War, the School was one of the main educational nuclei in
its field in the Balkan area.
From 1952 to 1997 it functioned under the name of "Ion Mincu" Institute of Architecture (IAIM). The recent
change of name into IMUAU, corresponds to the new direction clearly taken by the School.

ACADEMIC STRUCTURES
IMUAU is a complex academic structure, composed of different types of academic units: on the one hand,
the two Faculties, the College, and the School of Advanced Studies; on the other hand the Design
Departments and the Chairs.
The head of IMUAU is the Rector, who is seconded by the Prorector, both being assisted by the
Chancellor. The important decisions are taken by the Senate of the IMUAU, counting 27 professors, and
7 students.
The academic units observe the spirit of the University Charter and the general directions set by the
Senate. Otherwise they have their autonomy, are managed by Deans, Directors, or Heads of Depart
ment/Chair, and, in addition, the Faculties have their own Professorial Councils.
The Departments and Chairs are directly subordinated to the Rector. They are responsible for the
courses, lectures and specialised design studios required by the academic units, in accordance with their
curricula.
The academic community comprises the faculty, the research body, the students attending the university
courses and those in postgraduate programmes. The outstanding former professors, the visiting
professors, the emeriti and the personalities granted the Doctor Honoris Causa of IMUAU title are
considered the pride of our academic community.
Faculty
The faculty is a large and diverse group of teachers, practitioners, scholars, and researchers, who
represent a wide spectrum of backgrounds, experiences and viewpoints.
There are approximately 193 permanent faculty and over 80 part-time faculty drawn from local firms.
Many of the faculty also have professional and/or research practices.
Visiting professors
Each semester there are about 16 local guest faculty and scores of guest jurors.
Distinguished guests from around the world visit as teachers or guest jurors on a regular basis.

EXCHANGES AND COOPERATION
Member of International Association for the Exchange of Students for Technical Experience,
IAESTE
Permanently concerned with remaining open to the new approaches in architectural education, IMUAU
already has a significant involvement in international debate on these topics, through close relations with
various associations, forums, architectural schools, etc. worldwide.
IMUAU has an active role in the European Association of Architectural Education (EAAE) and in the
IAIESTE. Some of IMUAU faculty have an active involvement in the Working Group for the Architectural
Education of IUA.
IMUAU participates in the Convention of Schools of Architecture and Urbanism of Southern France and
Eastern Europe; has full membership with the European Association of the Students in Landscape
Architecture, and the European Association of Student Practice Exchanges.
IMUAU has concluded cooperation agreements on issues concerning the architect training, the town-
planner training, coordination of Ph D programmes and course exchanges with the Schools of
Architecture in Lausanne, Paris - Belleville, Paris-La Villette, Montpellier, Liège, Eindhoven; cooperates
with the European Institute for Architecture and Urbanism, with the Chaillot School-Paris, etc. in
advanced studies programmes for professionals in urban and territory planning, preservation, etc.

At the same time IMUAU has benefited from several long-running TEMPUS, SOCRATES and
LEONARDO DA VINCI programmes that implied collaboration with 30 schools of architecture and
urbanism from France, Belgium, Great Britain, Germany, Italy, Spain, Portugal, Holland, Sweden, etc.
There are still ongoing programmes on environmental issues in architecture and townplanning, IT in
architecture and town-planning, as well as on university management.
During the last fifteen years, over 500 students took part in international students exchanges, training
progra mmes, summer workshops. Likewise, about eighteen professors have been visiting professors in
European schools.
The close relation between the School and the professional practice resulted in the thorough involvement
of IMUAU (together with the Union of Architects and other professional associations) in the elaboration of
the legal framework concerning the professional practice in Romania. Keeping a leading position in the
architectural education, the faculty have cooperated with the three newly founded Architectural Schools in
Iasi, Cluj, and Timisoara.
At the same time, the IMUAU expertise is required in the decision- making process concerning
environmental issues in general, from regional and urban planning to preservation and technical
standards in any building activity. Research works produced in the School have set the bases for many
important decisions in these fields. Moreover, several professors of IMUAU faculty are members in
important national commissions/committees responsible for the built environment, preservation, urban
administration, etc.
IMUAU is located in the very core of the city of Bucharest, along one of the main northsouth boulevard.
Across the street from the University of Bucharest, the oldest academic structure in Romania, and facing
the National Theatre, the IMUAU building occupies a whole urban block of 8000sq m. The University
Place in the nearby, a popular meeting point in the modern city life, recently became a token of the post-
communist civil society, since it still shows the signs of the 1989 Revolution and of the anti-communist
movements inscribed on IMUAU' s walls.
The three wings of the present building illustrate distinct moments in the modern history of Romanian
architecture, and in the evolution of the School, too: for the building, from the searches for a national style
(the old 1914-1927 wing, designed by Grigore Cerchez one of the first professors) to Modernism. For the
School, from the enthusiastic orientation towards the affirmation of a new Romanian culture to its fading
into a nationalist conservatism, from the similarly enthusiastic embracing of the modernist credo to its
failure in front of a reality richer in lights and shades.
Although much criticism could be done in what concerns the architecture of the building, it entered the
memory of the people of Bucharest, and the urban spaces it limits are very popular and often house
cultural happenings, book fairs, street exhibitions and concerts, etc.

THE FACULTY OF URBAN PLANNING AND

STAFF
PROSPECTUS
The Faculty of Urban Planning and Landscape Architecture is the only romanian school of urban planning
has been operative since 1997, as a result of the need to have an uban planner trained in the proximity of
the building designer education, so that the two directions of study overlap within the urban design field.
The courses comprises ten semesters, plus a final semester for the diploma project. At the beginning of
the fifth seme ster, the students may choose one of the two Majors: Planning and Landscape
Architecture.
The apparently distinct activities – courses, seminars, debates, exercises, studies in the design studio,
etc. – are all directed towards the joining of urban design and urban planning into the making of the urban
project.
• Admission
The examination involves only one test in drawing, witch is specific to the faculty.
According to the agreements of the Ministry of Education and Research, overseas applicants are not
obliged to sit f or the entrance exam. However, an interview follows. They have to apply until 15th of
September. For all categories is required a High-School Leaving Examination Diploma internationally
recognized.
• Useful information
All courses are given in Romanian. It is possible for some tutorials and studio work to be given in English
and French, besides the Romanian.
• Calendar
The academic year begins on 1st October and lasts until July. There are two semesters of 14 weeks
each, with Christmas, February (between semesters) and Easter vacations. At the end of each semester
there is an evaluation session. After the summer session there are two weeks of practice for the 1st, 2nd
and 4th years.
The defense of the diploma project is scheduled after a semester of practice in a specialized studio or
research structure.
• Enrolment and grants
There are subsidized and tuition places, both for the Romanian and overseas applicants.
There is also a number of tuition places established by the Senate of the University.
• Tuition fee
· 550 Euro/academic year for Romanian students
· 320 $/academic month for overseas students
• Miscellany
· The University has two dorms with a total capacity of 500 places. The accommodation fee
45$/month/room.

· The University' s library contains more than 200.000 titles in books. Architectural, technical and design
magazines are up to date by annual subscription.
· We have video equipment and projectors for courses and conferences, and a construction materials
laboratory.
· There is IT equipment in all chairs, with a special department for the Computer Aided Design skills
development at the Chair of Representations and Design.
· The facilities include a sports hall, festivities hall and exhibition hall on the site.
· There is a long tradition in our school for students to take study trips in Romania and abroad, usually
during the Easter vacation.
CURRICULUM

project.
In addition to the Major choice, and in accordance with the system of options during the academic
training, the student may chose a Minor in the field of Territory/Regional Planning or of Landscape
Architecture. The Minor is an extra curricular option.
The concept and the curricula for the Faculty of Urban Planning and Landscape Architecture has been
elaborated by the Department of Urban Planning and Landscape Architecture, which is mainly in charge
with the profile studios, and the tutorial activity for the diploma-work.
AWARDS
Diploma: Diploma of Urban Planner with Major in Planning or Landscape Architecture (Annexed: Grade
Sheet specifying the Minor in Urbanism, Building restoration, Architectural Technology))
The diploma is obtained after the evaluation of a final complex work (project + dissertation), elaborated
during the eleventh semester, after a semester of practice in a specialised studio or research structure.

RESEARCH
The teaching body in charge with the project-training are mostly members of the Department of Urban
Planning an Lanscape Architecture and they also lead urban designe and planning studios. In
collaboration with the RESEARCH, DESIGN, EXAMINATION AND CONSULTING CENTER they
elaborate:
urban documentations ( PATJ - county development plan, PUG - general urban plan, PUZ - zonal
urban plan, PUD - detailed urban plan)
The Department of Urban Planning and Landscape Architecture coordinates both the theoretical and
design educational process in this field at all academic levels (College, Faculties, School of Advanced
Studies).
Its members form a teaching and research body whose aim is to investigate the urban phenomenon, the
territorial organisation of space, and, at the same time, the possible ways to approach them. Accordingly,
they provide theoretical themes to be studied by the students at different educational levels, and the
training of specific design methods.
The Department of Urban Planning and landscape Architecture leads urban design studios, too. The
teaching body in charge with the project-training are mostly members of the chair of urban planning and
Landscape Architecture; still, members of the two Design Departement are involved. At the same time, an
important number of invited/associated specialist, architects and non-architects, from Romania, but also
from abroad – collaborate to cover the complexity of this educational process.
The courses, adapted to the particular aims of the curriculum of each unit, are generally articulated
following the increasing complexity of education:
The basic information on the city an environment, and analytical training in architectural and urban
space are generally given in courses like Elements of environment in urbanism and hystory of
urbanism; Analysis and town design; Technical and Utility Equipment. The study of morphological
components of natural and build environment are emphiasised through several analyses and specific
representations of urban and architectural space, human and spatial and functional analyses of some
elements (square; street; cluster of buildings; ensemble), as well as analyses and representations of
the technical infrastructure. Elements of urban regulation are also tought.

The following step is synthetic knowledge of planning and landscape architecture, urban renewal,
town administration and management. The main lecture topics are: Urban structures; Sociology;
Landscape architecture; Town administration; Sociology of dwelling; Recycling of the built stock;
Territory planning, IT in Urbanism; Town Traffic.
At the same time, the application of this knowledge is reached within Planning studios, joint
Architecture & Planning studios, and other practice activities, through complex studies on sites and
volumetric and compositional studies, aiming to find the most appropriate insertion in the urban
milieu. Students also acquire basic knowledge on the making of the urban regulation at the different
levels imposed by urban laws (PUD - detailed urban plan and PUZ – plan or urban zone).

Starting from the 8 semester, in parallel with the architectural training, students may chose a Major in
Urbanism; they can chose more lectures offered by this Chair and elaborate designs of a higher level of
difficulty. At the end of these studies they elaborate a diploma design in the field of urbanism an terrytory
planning.
The staff of the Department of Urban Planning and Landscape Architecture carry on fruitful research,
design and expert examination activity in urban refurbishment and rehabilitation, ecology, protected areas
and urba legislation, outer city territory and metropolitan zones.
The School for Advanced Studies is open to graduates in Architecture, Urbanism, Liberal Arts and other
connected fields, according to the curriculum of each programme.
The programmes address various professional, adiminstrative, cultural and social aims and needs.
Generally, the advances studies are prerequisites for future research or professorial careers, or for
architectural critique, thus there are programmes focused on the theoretical approch and on the
education in writing abilities.
The intentions of the School are articulated through four types of programmes:
The programmes are ment to widen these various disciplinary fields through multi-disciplinary and/or
interdisciplinary approches and to integrate theme into a more complex (technically and culturally)
view on the making of space.
