Post Lodge No.44 AAs the President of the Dayton Fraternal Order of Police Lodge #44 ("FOP"), I am writing this letter to share with you our position on key amendments to the City of Dayton Charter that will appear on the May 4 ballot. Notwithstanding the questionable timing of the proposed amendments given the historically low turn-out for special elections held in May, the hypocrisy demonstrated by the leaders of the City continues to have a negative impact on the rank-and-file and the citizens of Dayton. Despite receiving a significant amount of money through the CARES Act and proposing ‘an amendment to the Charter that would provide increases for the city commissioners and mayor, City leadership has continued with its cost cutting initiatives at the expense Of its employees. Citing economic distress, in the fall of 2020 City leadership proposed a 0% increase and a 1.92% pay reduction (5 days furlough) to all employees represented by a collective bargaining agreement. While contract negotiations are ongoing with the FOP, City leadership falls to recognize that there is a direct correlation between wages, recruitment and staffing. ity leadership contends amending Section 97 of the Charter, commonly referred to as the Rule of One, is necessary to improve diversity in its safety forces. The FOP refutes this assertion. Over the last decade, the City of Dayton Police Department jas exhausted every examination ist. This means, every applicant who passed the required civil service test and pre-employment background check, polygraph test, psychological evaluation and physical has been processed for employment. The Rule of One is the starting point for the candidate list and does not prohibit the recruitment or hiring of qualified candidates. ‘The proposed Amendment to Section 97 does not address the core problem ~ the City of Dayton is no longer the employer of choice. With the ongoing villainizing of law enforcement in the local and national media, candidates once seeking a career in law enforcement are reconsidering. Those who choose the profession are opting to join departments that offer higher pay, better benefits, and incentives.
