2.3 Who are the actors in corruption (it is not only the one who commits corruption, it is also the
one who encourages it or who is silent).
Corruption is present in individuals in public or private positions who are in the areas of
money management, inventories, judicial processes.
These are devices through bribes, diversion of funds, taking advantage of national tragedies,
etc., with which connections and accomplices are discovered in municipalities, prefectures and
other public institutions.
We can form within the scope of corruption people in charge of:
• State sectors (public, private and social)
• public powers
• levels of government
• politics
• political elections
• administrative sections
• academic sections
• sanitary sections
• fiscal sections

Improve various legal provisions in the sanctioning field, including for this purpose
the figure of the crime for illicit enrichment, as well as the development of a
specific regime of infractions and sanctions in the Transparency Law.
Education: Political parties and parliamentary groups must understand, and work in
areas of it, that the most effective solution in the medium and long term is to
prevent corruption through the education of citizens, and should promote measures
so that in different Educational levels introduce concepts and subjects related to
ethics, values, transparency, integrity and the prevention of corruption.
End the financial dependence of the Prosecutor's Office on the executive branch,
and clarify the relationship between the Attorney General and the Government,
insufficiencies that hinder their necessary independence and transparency
