1.0 INTRODUCTION

1.1 Project Background


The Federal Government of Nigeria and the Cameroon Government received loan from the
African Development Bank towards financing of transport Facilitation Programme for the
Bamenda-Mamfe-Ekok/Mfum-Abakaliki-Enugu Road Corridor.

The Federal Ministry of Works (FMW) Nigeria represented by the ROAD SECTOR
DEVELOPMENT TEAM (RSDT) plans to construct 5Nos Weigh Stations at Abakaliki, Ogoja
Junction, and Ikom/Mfum along Abakaliki-Mfum (Cameroon Border) Corridor in Nigeria.

This is against the background of Nigeria’s status as a is a signatory to the ECOWAS


Harmonized Axle Load Regulation which requires that transport vehicle traffic on roads
networks of ECOWAS Member States shall be permissible subject to a maximum axle load of
11.5 tons for single load-carrying axles.

The weigh stations will be utilized in monitoring and regulating axle load weight of heavy duty
vehicles plying the long stretch of road from Enugu to Mfum and Cameroun border.

2.0 CONSULTANCY SERVICES

In pursuance of the above, Atlas International Engineering Services Nigeria Ltd. (AIES), a
Lagos, Nigeria (CONSULTANT) have been appointed as Consultant to carry out the detailed
engineering design and construction supervision of the weigh stations.

The signing of contract for the project was executed on 26th August 2015 was followed up with
a site handover on the 2nd and 3rd of September, 2015 at Enugu between the Consultant and the
Client signaling the official commencement of the project.

A completion period of 12 calendar months is allocated to the engineering design, bid evaluation
and construction supervision of the weighbridge project.

2.1 Scope of the Consultant’s Services


The scope of the Consultant’s service includes:

• Field investigation and identification of appropriate locations for the weighbridge sites

• Detailed design of the required civil works, weighbridge station and other ancillary facilities
and produce all documents necessary for the construction of the weighbridge.

• Provide specifications, quantities and cost estimate for all electro-mechanical and electronic
equipment to be installed at the weighbridge station.

• Carry out limited environmental impact assessment of the project and prepare a mitigation
action plan

• Provision of implementation support.

• Construction supervision of the civil works contracts and other related activities.

• Carry out limited environmental impact assessment of the project and Prepare ESMP for the
project

• Produce cross-section drawings, quantities calculation, take-off sheets, rate calculation sheets,
and priced BEME and.

• Production of tender documents (using BPP Standard Bid Documents).

3.0 PROJECT DESCRIPTION

The weigh stations will be located in five designated sites along Enugu Abakaliki Ogoja Ikom.
The GPS co-ordinates of the Weighbridge sites will be obtained during the site survey and will be
presented in subsequent reports. However, the following five locations were selected during the
reconnaissance survey for further study and analysis and represented by the various chainages
along the road:

Station1: Enugu Chainage (KM) 4.9 (RHS of the road)


Station 2: Enugu Chainage (KM) 15.6 (RHS of the road)
Station 3: Abakaliki Chainage (KM) 58.1 (LHS of the road)
Station 4: Ogoja Chainage (KM) 1.3 (LHS from Ogoja Bus stop)
Station 5: Ikom Chainage (KM) 54.1 (LHS from Ogoja Bus stop)
4.0 PROJECT OFFICE
The Project Execution office will be at Atlas International Engineering Services Nigeria Ltd.
(AIES) engineering design office in Lagos. All staff working on the project directly and other
support staff will be stationed here throughout the entire duration of the project until completion.

4.1 Interaction with Clients


Interaction with the Clients shall be done by the Managing Director or a designated Subject
matter specialist.

5.0 PROPOSED WEIGH STATION

The 5Nos weigh station with all accessories will be located along stretch of the 238km Enugu –
Abakaliki- Ogoja -Ikom Expressway within the geographic co-ordinates of Latitudes N6027.886
– N5048.679 and Longitudes E7031.253 – E80 50.761

6.0 STAFF ORGANIZATION, WORK PLAN AND PERSONNEL

6.1 General
The sections below give details of the Consultant’s organization and sequence of work to ensure
that the overall objectives of the Project are delivered. A Project Office has been set up in Lagos
and site office in Port Harcourt, River State to accommodate the Project Team, as required, and
provide the necessary project administration support.

The Project Manager will be based in Lagos but will be shuttling between the project site and
Port Harcourt for meetings and project reports.

6.2 Project Organization


The Project Organization Chart of the current staffing structure for the Detailed Design has been
developed. The Consultant’s team, led by its Project Manager, will function as technical experts
in providing the consulting services specified in the Terms of Reference. The entire project team
is drawn from our wealth of in-house Engineers and professional. A copy of the Organization
Chart and the project team are shown in Figures 2 and 3 of the foregoing pages.

6.3 Work Schedule


A Work Schedule for the Detailed Design has been prepared using MS Project to determine the
logical sequence needed to complete the work on time. Where there are dependencies these have
been included. The project will take a total of 12 months.

It should be noted that this schedule is based on the anticipated tasks known at this stage. The
schedule will be updated when any significant changes to the scope or sequence of tasks are
identified. The schedule will also be used to monitor progress of the design task.

6.4 Staffing Schedule


A Personnel Schedule has been prepared of key staff and those who are due to have an input
during the Design and Procurement stage.

6.5 Staffing and team mobilization


Team mobilization is completed and signed confirmation of their availability for this project has
been forwarded to RSDT.

The following members of the consultant’s team have been finalized for the following tasks as

7.0 SOME TECHNICAL FEATURES OF THE WEIGH STATION

7.1 Weigh station design parameters


The Electronic Weigh Bridge of 100 TONS Weight capacity with platform size 18M X 3M is
proposed.

The steel fabricated platforms of the weigh bridge shall be of split type and robust construction.
The longitudinal & cross girders shall be constructed of rolled steel sections and shall be strong
enough to withstand full load of loaded vehicles without undue deflection.

Design will be provided to restrict horizontal movement of the platform. To achieve this, the
platform shall be covered with roughened / ribbed steel plate of adequate strength.

The weigh bridge will weigh different loaded and empty vehicles like trucks, rear dump trucks,
tractor-trailer, container trucks etc.

The weight will be carried out round the Steel fabricated weigh platforms to be mounted on
strain gauge / compression type/ shear beam type load cells for sensing the load and should send
proportional electronic signal to the processing unit for conversion to digital weigh information
for proper display.

The weigh bridge shall be fitted with electronic weighing system and complete with digital
indicator, computer, printer etc. Industrial grade computer of personal computer of latest state-
of-the-art technology operating on windows or better environment shall be utilized.

The hardware of computer shall comprise of Core i3 or latest processor, RAM memory 2 GB
industrial grade, alpha numeric key board, optical mouse, DVD R/W ROM drive, HDD 1 TB
(min.) and 15” LCD TFT monitor.

The weighing system will have suitable interface for hooking up with the plant computer system
including RFID for transmission of weigh information of the vehicles and shall be able to
communicate with SAP OR DATA integration.

The weigh bridge platform shall be fitted with suitable number of high precision load cells, at
least eight (8) Nos. The load cells shall be impervious to harsh environment of dirt, water etc.
requiring practically no maintenance and cleaning and shall be suitable to withstand at least
300% overload be hermetically sealed.

The protection class of load cells shall be IP-68. The load cells shall have high withstanding
capacity for transverse as well as longitudinal forces. The signals from the load cells shall be
terminated to a junction box and then connected to electronic processor through shielded cables.

The weigh electronics cabinet shall also have a digital indicator to facilitate manual recording of
weigh data in the event of PC failure. The data i.e. identification number of vehicles, tare weight
data, net weight data, material details, source and destination of materials.

An operating console for Weigh Bridge shall be included in the scope of supply for mounting the
PC, Monitor, key board and printer. Dedicated Trucks transporting iron ore to port for export
will be fitted with RFID Tags that will automatically capture data through a special reader, once
on the weighbridge at mines and port and captured data will appear on the weigh ticket.

8.0 TOOLS, EQUIPMENT, AND MATERIALS REQUIRED

Special tools and tackles for operation and maintenance and other special facilities include such
as measuring, testing, monitoring, diagnostic equipment, 10 ton Hydraulic jack, industrial
welding machine, Nit do and oxygen gas, burning torch, red oxide paint, drilling, grinding and
cutting machine. Tape rule, 10 and 12 inches H beam, and 10mm chequer plates.

9.0 WEIGHBRIDGE MATERIALS TO BE USED

Industrial grade 10 inches H beams steel and 10mm long chequer plate. Computer system, UPS,
HP Printer, 8 units of 30 tons shear double ended load cell, digital indicator, 8 port junction box.

10.0 DESIGN PARAMETERS

• The weighbridge will be suitable for 24 hrs, 7 days a week of operation per year.
• The weighbridge will be designed to be suitable for operation during rainy season.
• The weighbridge will be designed to be capable of withstanding dynamic load imparted
by the vehicle movement and braking.
• The weighbridge will calibrate automatically the variations due to rains
• The Weighment recording will be desktop type and would be suitable for working in Road
and toll gates conditions.
• Microprocessor - based digital weigh indicator is recommended and shall be protected
against all forms of EMI (Electro Magnetic Interference) & RFI (Radio Frequency
Interference).
• Weigh bridge will be provided with surge voltage protection from lightning strikes.
• The weighbridge will have electronic load cell with microprocessor based type digital
indicator.

• The weighbridge shall be non-skid coarse paint system on deck plate to ensure maximum
safety and skid resistance

11.0 LOAD CELLS


Load cells are the prime measuring sensors for weighbridges and therefore are one of the most
critical components. Modern sealing methods and materials of construction provide excellent
environmental protection, whilst well-designed mounting hardware ensures optimum load
introduction. The Load Cells shall be of multi column compression / double ended shear beam
type, shall operate on strain gauge principle and hermetically sealed and must be vibration
resistant.

Load cells shall conform to OIML (Organization International Monetary League) standards. The
number of load cells as required depending upon the capacity of the weighbridge to be used
with each load cells having maximum safe over load protection capacity.

Suitable compensation will be built in for temperature variation. Maximum safe over load
protection shall be provided up to 300% of the rated capacity and maximum load for mechanical
damage must be 400% of the rated capacity.

Overall system accuracy will be better than ±0.025%. The system accuracy shall be repeatable.
The system shall have in built accuracy Recheck capability. The fixing of the load cells must be
such as to facilitate easy access for replacement in case of fault. Load cell shall conform to IP 68
protection and must be certified by a reputed international agency acceptable to the Purchaser.

11.1 Specifications:

o Load cells are the heart of the electronic Weighbridge.


o They are weighing sensing element which convert weight into electronic signals.
o These load cells are designed to perform in a predictable repeated manner.

12.0 INDICATOR
A load cell is a component of a weighbridge that measures a weight or force applied to it and
sends an electronic signal to the indicator to display the weight. An indicator is display
equipment that shows the weight of any mass.

13.0 WIRING OF LOAD CELLS.


This is where the load cells are wired into a summation board where all load cell signals are
summed together and that summed signal is then sent to the indicator. The summation board will
have electronic components that allow for adjustment of the load cell signals. The adjustment of
these signals is to accommodate balancing of load cell readings.

14.0 CABLING
For the protection of the cables up to the junction box and from junction box to weighing
indicator. Piping of the cable is necessary to protect it from the damage to the load cell wires

from animal as well as adverse environmental conditions. Cables trunking shall ensure all parts
of wires are not exposed to exterior environment.

15.0 POWER SUPPLY


The equipment will be suitable for operation on 220 V, single phase 50 cycle AC supply. The
equipment shall be suitable for successful operation under different climatic conditions such as
temperature ranging from 10 degree centigrade 60 degrees centigrade and humidity up to 95%.

16.0 APPROACH AND METHODOLOGY

16.1 General Approach


• Based on the objectives and scope of Consultancy Services, an appropriate approach and
methodology was developed in the technical proposal. The same has been reviewed and
updated based on contract negotiation and the site visit and handover and is discussed in the
succeeding paragraph so as to address the various issues involved in the project.

• It has been proposed to adopt a TASK APPROACH to carry out the entire work
comprehensively and accurately to the complete satisfaction of the Client

• The assignment has been broken in to different TASKS - design component, Bid evaluation
component and Supervision component - as to assist in the successful execution of this
project. The Consultant will utilize valuable technical expertise gained from performing
similar services on various projects. In the past, the Consultant has successfully applied the
lessons attained from past experience for improving the quality of new Projects.

The design, cost and overall technical success of the potential weigh station heavily depend on
the quality and extent of geotechnical data provided to the design team.

16.2 Data Collection and Surveys


In order to ensure that the design is based on reliable data a number of site survey and
investigations are to be carried out covering topographical, geotechnical, Environmental and
hydrological/geomorphology aspects. These are given in more detail below.

16.2.1 Topographical Site Survey


A topographical survey has been conducted along the project corridor. The Site Survey we will
provide the following information:

• Horizontal and vertical control data.

• Digital Terrain Model (DTM) of the whole of the project corridor including possible location
of access roads and other accessories giving all details, spot levels, and contours (where
feasible).

• Primary horizontal control survey (X/Y coordinates) tied to the Vietnam national coordinate
system, including establishment of pillars.

• Primary vertical control survey (elevation) tied to the Vietnam national elevation. Same
stations as the primary horizontal control survey points to be adopted.

• Secondary horizontal control survey (X/Y coordinates) tied to the primary control survey
points, including establishment of pillars.

• Secondary vertical control survey (elevation) tied to the primary control survey points.

• Can be the same stations as the secondary horizontal control survey points.

• Cross sections (level survey) of the project corridor, including intersections, at suitable
intervals not more than 25m apart. Width of survey to cover all proposed works.

The survey will pick up detail of the project corridor including intersections to pick up natural
and other features such as roads, buildings, temples, cemeteries, monuments, property boundaries,
natural watercourses, canals, property boundaries, natural watercourses, canals, lakes, ponds,
swamps, trees, utility lines and installations, quarries etc. For existing roads, the centre line,
pavement edge, roadway edge, slopes, drains, bridges etc. shall be picked up. Width of survey
shall be adequate to cover all proposed works.

16.2.2 Soil/ Geotechnical data in basic design


The geotechnical investigation for Project in the Feasibility Study Stage shall be carried out with
2 bore holes and 5 Vane Shear Tests (VST). Based on the geotechnical reports, the subsoil
condition in the studied area can be rationalized as in the typical profile shown below:

Typical Subsoil Layer Profile shall be obtained from Borehole information.

The subsoil layers shall be classified based on layers (Layer 1 to layer Xn) and described as
filling soil, cultivated soil, soil thickness, lean clay, fat clay, soft, very soft clayey, sand, silt,
loose etc.

Analysis of subsoil condition, geotechnical profile and laboratory test results shall be carried out
in the study area. For these layers the measures of soft soil treatment would be applied during
road design process. The geotechnical properties of soft soil layers shall be presented and
parameters like the natural water content, wet unit weight, Specific gravity, liquid Limit,
Plasticity Limit, Compression index, Shear strength in shear box test, Shear strength in triaxial
compression test.

Other soil test that shall be carried out includes:

16.2.3 Street Furniture and Weighbridge side Features


Street Furniture and Weighbridge side features will be designed to ensure the safety of road users
and road maintenance personnel. All streets lights within the weigh station, if required shall be
designed to specifications.

16.2.4 Road Safety


The Consultant will optimize the road safety features of the road. Close attention will be paid to
significant road safety features and finally a design audit and facilities will be taken on
completion of the design stage. This work will be undertaken in accordance with the World

Operational Toolkit. This work will also include proper traffic safety system (road marking, sign
board, guard rail, etc.) in accordance with local and international standards.

17.0 ENVIRONMENTAL ANALYSIS

17.1 Site Conditions


The selected sites are sparse populated flat area. A comprehensive Environmental Impact
assessment (EIA) was conducted before the construction of the road . Information on the type
and depth of water-sensitive soils and/or otherwise unstable soils in the area is important from
the earliest stages of the project.

The consultants will carry-out toposurvey and geotechnical investigation at all proposed sites to
ensure that all feature and parameters for engineering design are captured.
The proposed sites for the weigh stations are selected to avoid adverse impact on the
environment. Although an extensive EIA was conducted for the road project, we will carry out a
site specific assessment for the preparation of the Environmental Management Plan (EMP) for
the project

Identifying and reducing the potential environmental impacts the project might generate, will
have a positive effect not only on the ecology of the sites but also on the socio-economic
viability of the project.

The EIA team will carry out:


• Desktop study
• Identify any previous studies and data gaps in and near the project sites
• Develop a preliminary pool of information to be used in the decision-making process and
selection of alternatives
• Identify environmental issues of concern among stakeholders
• Assess the impacts that the various alternatives might have on the local environment

• Provide recommendations for future evaluations to be incorporated in the Environmental


Management Plan of the project

17.2 Methodology
The methodology to be implemented in the evaluation of environmental issues associated with
the proposed project will take into consideration both the site specific impacts of construction
and operation activities, as well as the secondary environmental and social effects the project
will have on the site.

These are site specific with limited scope and will be based on the following:
o Insitu assessments
o Inputs from the geotechnical and soil survey team
o Documented information review followed by consultation with specialists having
performed environmental or socioeconomic analyses in the area.
o Review of baseline studies that were based on fieldwork and appropriate protocols of the
EIA carried out for the road project.
o Identification of the environmental parameters to be affected by the project actions. In
this case, excavation, earth hauling and disposal activities and other activities associated
with construction.

18.0 PROJECT PERFORMANCE MONITORING

The consultant will develop systems and programs that will enable performance with regard to
project implementation to be monitored and the impacts of the project relative to those expected
to be assessed.

19.0 SAFEGUARDS & OTHER PROJECT REQUIREMENTS

The social safeguard and gender components of the project will be undertaken by the Consultant
during the environmental impact assessment for the preparation of the environmental
management plan (EMP) of the project. It shall be carried out by Consultant’s resettlement and
environmental specialists.

20.0 CONSTRUCTION PLANNING AND PACKAGING OF WORKS

The Consultant will develop a contract packaging plan with tentative dates for inclusion in tender
documents and highlighting the interface requirements between contracts. Tentative packages for
the Civil Works will be formulated, discussed and agreed with the CLIENT.

The Consultant will assist CLIENT at cost with developing a procurement approach for each of
the contract packages, which may include for Component (i) the two stage envelope bidding

process detailed in World Bank’s procurement Guidelines; and (ii) a lump sum contract in
preference to a schedule of rates contract. The two-stage approach will allow Client to assess
technical aspects of bidders’ proposals prior to receiving final financial bids.

20.1 Preparation of Bidding Documents


The Consultant will prepare all documents necessary for procurement of the works:
prequalification invitation documents, prequalification evaluation documents and bidding
documents for the civil works.

Bill of Quantities will be prepared and cost estimates will be produced using unit rates to suit
both the site conditions and material supply and demand. The Bill of Quantities will include
items also for environmental mitigation measures and HIV/AIDS awareness and prevention
program for contractors’ workers.

The bidding documents will include provisions regarding gender issues and possible
employment opportunities for ethnic minority groups.

20.2 Pre-construction Activities - Prequalification and tendering


The Consultant will provide assistance in the general administration of the tender process (at a
cost to be agreed with CLIENT as this not covered under the present contract) working closely
with CLIENT in order to ensure that bidding documents are fully prepared prior to commencing
the bidding.

We will assist in preparing the prequalification documents and in addition assistance will be
provided in reviewing the applications for prequalification received from potential bidders and
preparing an evaluation report.

The Consultant will participate in the selection procedures of the works contracts consisting the
phases: preparation of tendering, prequalification phase, tendering period, tender evaluation and
contract preparation. Assistance during the tendering will include: organizing and conducting the
site visits and clarification meetings, assisting the client in answering Tenderer’s enquiries,
advising on contractual and procedural matters in compliance with World Bank’s Procurement
Guidelines.

In response to questions raised by the bidders our procurement expert will refer technical matters
to the team’s engineering specialists. Assistance during the tender evaluation will include:
providing guidance and advice to the evaluation committee, monitoring the evaluation process to
ensure compliance with the specific provisions of the tender documents, assisting the client in
preparing the tender evaluation report.

During the submission of tender evaluation report the Consultant will submit for endorsement a
contract dossier for the proposed contract. The Consultant will also assist the client with contract
negotiation and finalizing the contract.

21.0 CONSTRUCTION SUPERVISION

This will involve detailed planning to accurately assess the requirements of manpower, equipment
and materials for all works. Meeting will be held with Client Project Management Team to ensure
that all work is planned and carried out to the correct procedures and in line with all permits and
approvals, which may be required.

This will involve:

• Listing by discipline and number the personnel required to perform individual activities and
ensuring said personnel are available at site prior to commencement of works.

• Ensuring that all equipment required for the works is available at site and is fully operable and
complete with all permits, service records, and spares, as may be required.

• Sorting, storing, tagging all materials required for installation of temporary and permanent
works.

• Ensuring all specifications, drawings, procedures and construction information as required are
available at site and are familiar to the construction personnel.

• Ensuring that all permits and approvals have been obtained and that construction personnel
are familiar with their content prior to commencing individual operations.

• Detail check-out of all facilities and equipment following installation and preparation of
“punch-lists” for completion.

• Ensuring all checks and tests are made on facilities to allow the Client to issue Mechanical
Completion Certificate.

21.1 Installation Sequence


The installation sequence will be as stated in the schedule. WORK shall be carried out in a
sequential manner to facilitate ease and speed of execution to meet the target completion time.
The WORK elements include but not limited to:

1. Civil WORKS
2. Main structures (support) and miscellaneous items.
3. Mechanical WORKS
4. Equipment
5. Electrical/Instrumentation WORKS
6. Pre-commissioning and Commissioning

All activities shall meet the requirements of the various procedures and ITP and PROJECT/RSDT
Specifications.

All electrical/Axle Load Scales and Weigh Stations WORKS will be as contained in the
Approved for Construction drawings and the execution shall conform to the requirements of the
approved method statement for installation.

21.1.1 Site Survey


Before starting any construction activities, Contractor will carry out a site survey. During the
survey, contractor will take in evidence all particular points such as road crossings, soil
conditions, site accessibility; in such a manner, the Subcontractor will realize a general view of
the overall Project, of its own difficulties and it will be able to develop a correct work plan.

Subcontractor’s proven and tested surveyor and crew’s responsibilities will be to provide
surveying controls for the construction activities and to prepare as-built drawing as the work
progresses. The Site Survey Team will be provided with vehicle for the surveying crew’s sole
use that is capable of traveling to all areas of the Work site. The Survey Team will also be
provided with all surveying equipment and assistance required to adequately perform their
duties.

The Survey Team will accomplish the following:


• Intersection points
• Temporary bench marks
• Locate and permanently reference all survey markers
• Establish working boundaries
• Office and facilities location
• Facilities crossings

21.1.2 Structural Steel


Structural steel and ironwork will be received at site already fabricated by manufacturer
according to the Specifications.
Steel structures will be subdivided according to the following classifications:
1. Structures of the plant.
2. Ladders, gangways and platforms (including electrical and Axle Load Scales and
Weigh Stations ation). Special care has to be taken for proper packing of these
materials before transport.
3. Brackets and piping supports.

Qualified personnel will perform all work: steel erectors and structural welders will be under
adequate supervision.

The welded elements at site will be checked for defects using modern methods and qualified
technical personnel.
Early submission to Client of approved and certified welders is anticipated to allow work to
proceed as soon as practicable.

Qualified and skilled steel erectors, implementing strict safety measures to prevent any possible
accidents, will do the erection of steel structures.
Adequate lifting equipment, rigging crew, scaffolding crew and skilled operators will be
provided for erection/ installation.

21.1.3 Equipment Installation


Mechanical erection work will start when sufficient quantities of material to be erected are
available to ensure continuity of work, taking into consideration also the schedule of the future
material deliveries.

Upon receipt at site the equipment will be inspected for damages or defect prior to lifting
operations being carried out. Should any damage or defect be found this will be immediately
reported.

Temporary supports, bracing, tie-downs or preservatives installed for shipping and transport will
also be removed at this time.
Works will be carefully planned and scheduled to ensure that Subcontractor other operations on
the job-site do not hinder the transport to placement point and lifting operations associated with
equipment.

For large and/ or heavy items individual lifting studies will be undertaken and installation
procedures agreed with the Client prior to commencement.
Subcontractor will ensure that sufficient manpower, equipment, materials, tools are available to
allow the packages to be placed, plumbed, leveled, shimmed, packed and grouted in an orderly
manner.
Before placing the equipment on the foundations, the equipment and skid base plates will be
inspected and all scale, rust, grease, oil which could prevent adequate bonding as skid during
grouting, will be removed.
Base plates will be set at elevations specified on the drawings and checked prior for grouting.

Once in position ancillary equipment such as ladders, platforms, piping, mixers, control panels,
Axle Load Scales and Weigh Stations and the like will be installed.
Alternatively, should any such item be unavailable, protective measures will be employed to
prevent damage and to maintain the integrity of the equipment.

Upon completion of these operations all procedures required prior to commissioning will be
performed.

22.0 QUALITY ASSURANCE – QUALITY CHECKS

All the work being carried out under this project will be submitted to various quality checks by
our internal team so that errors, if any, can be brought within the minimal permissible limits.
Various other test cases will be done to check the software performance and reliability and these
will be tested jointly by ATLAS and her Technical Partners.

The Quality of designs and the information contained therein shall be frequently checked to
quantify the quality of the data being generated. The field checks, as indicated elsewhere in the
report as well, shall be carried out on 15% of the data supplied by the department staff. This will
ensure that the design data being in the system is dependable, reliable.
