PM Package:

Empowerment of Kissan through Financial and Digital Inclusion (E-


Credit)

Overview
A scheme titled “Empowerment of Kissan through Financial and Digital Inclusion” (E-
Credit Scheme) was launched in October 2016 for a period of five years upto 2020-21.
Through this scheme, interest free loans are being provided to small farmers though two
Commercial Banks / Participating Financial Institutions (PFIs) (ZTBL and -NBP) and
three Micro Finance Institutions (MFIs) (Telenor Micro Finance Bank, NRSP and
Akhuwat Islamic Microfinance). A revolving fund amounting to Rs. 2.00 Billion has been
provided to Akhuwat Islamic Microfinance whereas all the remaining PFIs /MFIs arrange
their credit lines through their own resources. Farmer’s registration for the scheme is
being carried out through PLRA. Interest free loans are being provided amounting to Rs,
30,000/- per acre for Rabi crop and Rs. 40,000/- per acre for Kharif crop. Farmers
having land holding upto 12.5 acres. Shall be eligible for interest free financing under
the scheme, however, the interest/markup subsidy will be provided upto 5 acres only.
The applicant farmer/tenant/sharecropper should be the same union council where the
land is located. During the current year 2019-20, Rs. 600 million have been allocated for

Objectives
 The primary objective of the scheme is to facilitate the farmer to have a bumper
crop
 To enable farmers to sell the product at affordable prices
 Increase farmers digital literacy
 Increase overall financial inclusion in the country

To encourage the under-banked and non-banked farmers into the banking network,
therefore around 70% of the loan is to be disbursed to the farmers having no previous
credit history

Outcomes

Financial Intervention

To update the living standard of farming communities and to alleviate the


poverty, up till now, a total No. of 470,810 of farmers have been registered by PLRA
under the E-Credit Scheme. Moreover, a Total of 916,768 Nos.of loans have been
disbursed to small farmers of Punjab amounting to Rs. 61.99 Billion by PFIs. The
Government of Punjab has paid a subsidy of Rs, 5.522 Billion (Including Rs, 2 Billion
including Revolving Fund given to Akhuwat Islamic Microfinance).

Digital Intervention

To increase digital literacy among the farmers community, providing them real time
weather updates, pesticides warning, pest crop practices, subject matter expert advice
etc. GoPunjab has provided 78,677 No. of subsidized Smart phones along with 10 Agri.
mobile Apps, to the loanee farmers. The remaining. 31,323 Nos. of handsets will be
disbursed later on.

 Subsidy of Fertilizers and Seeds


 E-Voucher Based Fertilizer Subsidy

Phosphate and potassic fertilizers subsidy has been provided on DAP, NP, SSP, SOP,
MOP and NPK fertilizers @ 500, 200, 200, 800, 500 and 300 per 50Kg bag.
A voucher has been provided in each fertilizer bag, the registered farmers of Punjab can
get subsidy by sending hidden voucher number along with CNIC to the short code 8070
and can collect subsidy from the designated Branchless Banking Operator franchise.

The use of phosphatic and potash fertilizers was decreasing due to their high prices and
the balanced use of fertilizers was not being observed. As such a direct subsidy scheme
initiative has been taken in Punjab so that the farmers can get benefit from the subsidy
and improve NPK ratio of fertilizer use.

It will lead to higher yield and better profits for the farmers of Punjab.

 E-Voucher Based Cotton Seed Subsidy

Cotton seed subsidy has been provided in the cotton growing division of
Multan, D G Khan and Bahawalpur.

The subsidy has been provided on selected and certified cotton seed varieties @ 1000/-
per bag (6Kg Delinted and 10Kg Fuzzy Seed). One farmer was given a subsidy on two
bags of certified cotton seed.A subsidy voucher has been provided in subsidized cotton
seed bags and farmers can get subsidy by sending hidden code along with CNIC to
short code 8070 and can collect subsidy from BBO.The use of certified cotton seed
varieties has also been promoted by providing subsidy on cotton seed for better crop
yield.

 Potash Subsidy Scheme 2020-21

The Potash Subsidy Scheme was launched by the Agriculture Department in FY 2020-
21 with an allocated budget of 134 Million PKR. Under the scheme subsidy was
provided on potash fertilizers (SOP, MOP & NPKs) to the registered farmers throughout
the Punjab via E-vouchers pasted on fertilizers bags.

Objectives

 To promote the use of potash fertilizers


 To enhance the productivity of crops by addition of fertilizers

Outcome
The usage of the Potash fertilizer (SOP and MOP), by the farmers, increased in the
province due to the subsidy available on the fertilizer bags

Subsidy on Gram

Gram is the largest Rabi pulses crop accounting for 76% of the total production of
pulses in the country and it occupies about 5 percent of the crop area. Punjab produces
more than 80% of overall production in the country. Generally, the farmer uses un-
certified seed due to which production and yield suffers. Therefore, the Agriculture
Department launched a subsidy scheme for provision of certified seed to the farmers
through registered seed companies of FSC and RD. The aim of this scheme is to
increase the per acre yield of Gram through promotion of certified and healthy seed. Rs.
2000 per acre will be paid to the farmers to use certified seed through e-Vouchers. This
scheme is for main Gram producing districts i.e. Bhakkar, Mianwali, Khushab,
Sargodha, Muzaffargarh, Layyah, Rajanpur, Dera Ghazi Khan, Jhang, Bahawalnagar,
Chakwal and Attock.

Objectives

 Main objective of the agriculture sector is to increase productivity/ production


 Promotion of gram cultivation, production and make the province self-sufficient
 Promotion of certified seed
 Increase the income of the farmer

Outcomes

 Self-sufficiency in gram production

The price of Gram will be maintained at a certain level that will keep price in the reach
of the common manIncrease income of farmers .

Water Management

Ongoing scheme

1. Promotion of High Value Agriculture through Solarization of Drip


& Sprinkler Irrigation Systems
The Provincial ADP funded project "Promotion of High Value
Agriculture through Solarization of Drip & Sprinkler Irrigation Systems" envisages Provision of
solar systems to the farmers for operating drip & sprinkler irrigation systems on 20,000 acres

Project objectives

 The key objective of the project is to maximize the productivity of precious crop
production inputs (water, fertilizer, energy etc.) besides enhancement in crop yields. The
undertaking will have following key objectives.
 Reduce the operational cost of high efficiency irrigation system
 Enhance crop and water productivity through optimal use of water and non-water inputs
by application of modern climate smart technologies.
 Promote use of solar energy in agriculture for promoting irrigated agriculture in remote
areas.
 Build farmers' capability at grassroots level for growing high value crops to get higher
farm returns for alleviating poverty.
 Create job opportunities in rural areas through introduction of climate smart technologies
for high value irrigated agriculture.

The project objectives are consistent with overall objectives of the agriculture sector for
increasing farm productivity, ensuring food security, reducing cultivation costs, enhancing farm
returns, economic uplift of small farmers, and improving agricultural economy of the country as
a whole

Key Components

The technologies under the proposed project will result in productivity enhancement,
efficient resource management, crop diversification, better quality produce and promotion of
environment friendly free energy source. Major activities to be carried out under the proposed
project would include, inter alia, the followings.

Provision of solar systems to the farmers for operating drip & sprinkler irrigation systems on
20,000 acres.

Project Area

The project will be implemented in the entire Punjab focusing on water scarce areas
including Potohar, Thal, Cholistan and Brackish groundwater areas

Gestation Period

Three (3) years (2019-20 to -2021-22)


2. National Program for Improvement of Watercourses in Pakistan
(Phase-II) - The Punjab Component
The Federal PSDP and Provincial ADP funded project "National Program
for Improvement of Watercourses in Pakistan (Phase-II) (NPIW-II) - The Punjab Component
envisages watercourses improvement, provision of LASER units to farmers/service provider and

Project objectives

The overall project objective is to improve water productivity i.e. producing more crop
per drop. It will be achieved through increasing water delivery/ conveyance efficiency,
enhancing irrigation application efficiency and promoting on farm water storage for ensuring
irrigation of crops at critical stages of growth. The project objectives would contribute towards
increasing water productivity vis-à-vis agricultural production, higher incomes from the farming,
more employment opportunities in rural areas, better living standards of the farmers, and positive
environment outcomes.

The proposed project will have following key objectives.

 Improve productivity of irrigation water through efficient conveyance and its effective
farm level use by adopting water conservation techniques.
 Strengthen private sector service delivery capacity and sustainability for supporting
irrigated agriculture.
 Build capacity of stakeholders in better management of irrigation water for attaining
higher crop yields with less production costs.

Key Components

The major activities to be carried out under the NPIW-II would include, interalia, the followings

 Improvement of 2,500 unimproved watercourses upto 50% of total length for enhancing
conveyance efficiency
 Additional lining of 7,500 partially improved watercourses upto 50% of length to harness
potential of watercourse improvement
 Provision of 9,500 LASER land levelers to the farmers/ service providers for
strengthening LASER land leveling services in the private sector
 Construction of 3,000 on-farm water storage ponds in irrigated areas for storing excess
canal/ rainwater for supplemental irrigation

Irrigation Project (CAD-JIP)
Command Area Development (CAD) Component
The Jalalpur Irrigation Project (JIP) is located along right bank of River Jhelum
encompassing Jhelum and Khushab districts. It is a non-perennial irrigation system which would
irrigate about 169,000 acres of virgin land located in Pind Daden Khan and Khushab tehsils for
irrigated agriculture development.

Objective

The key objective of the project is to develop the culturable waste land for agriculture in
Jalalpur Canal command and promote irrigated agriculture with efficient utilization of limited
water resources being made available from new canal system through sustainable infrastructure
development at the farm level to alleviate poverty in the project area by generating enhanced
employment opportunities and maximizing farm profitability.

Improvement Project
The Punjab Irrigated Agriculture Productivity Improvement
Project (PIPIP) has been designed to maximize productivity of available water by
adopting a complete On Farm Water Management (OFWM) technological package
for minimizing water losses at various levels of tertiary conveyance network and
improving its application efficiency at the farm level.

The PIPIP foresees an integrated development approach, envisages


upgrading/developing unimproved and partially improved watercourses/irrigation
schemes, promotion of high efficiency water conserving technologies like
sprinkler/drip irrigation systems, LASER land leveling, capacity building of all
stakeholders, and undertaking action research for acquisition, indigenization and pilot
testing of improved water management interventions to suit the local conditions. The
project has been sponsored by Government of the Punjab and World Bank through
Agriculture Department and is to be implemented in six (06) years (2011-12 to 2016-
17) throughout Punjab.

2. Rainwater Management in Cotton Fields to Minimize
Impacts of Climate Change (Pilot Project)
Objectives
The key development objective of the project is to safeguard the cotton crop
from negative impacts of excessive rainfalls vis-à-vis climate change to optimize its
productivity. The project would have following main objectives.

 Protect the cotton crop from extreme rainfall events/ impacts of climate
change to minimize damages
 Produce conducive growing environment for cotton crop by removing excess
rainwater from cotton fields
 Encourage farmers to grow cotton by incentivizing them for rainwater
management
 Build cotton growers’ capability for better rainwater management to get
optimum crop yields
