I. INTRODUCTION
Water Billing System is to make life easier for a customer. It is the basic
customer care tool which also ensure that the company obtains payment on time.
According to HT Ranjitha and M Chithana of 2019, “Making payments of electricity,
water, a property is more of a routine job which needs to be done but often delayed
mainly due to its tedious nature”. Most of the existing water billing nowadays, was
manual payment methods where the user needed to visit the nearby payment center
and pay their respective bills. This is the reason why some of the customer cannot
perform well on paying their bills on time because they know that they need to spend
too much time for it.
A Water Billing System is an automatic system that was established for the
purpose of paying bills. This system can manage transaction such as creating invoice
and paying the bills of the customer. “A Water Billing System is an automated system
that makes the complex task of billing easy, fast and accurate” (Manun-og, Claridad and
etc., 2018, Innovative Technology and Management Journal 1). This system would be
beneficial for the customer because they can easily pay their bills on time. In addition,
they don’t need to exert to much effort, especially if they’re busy on their job.
The main purpose of this system is to track all the records of the customer, if they
have paid on the due date or not. This system can also trace the customer account, if
they were not able to pay the previous month. In addition, to lessen the manual
payment method of the respective users.

II. PROJECT CONTEXT


Most of the water payment center here in the Philippines are using the manual
payment method where in the customers are required to visit the nearby payment
center in order to pay their bills. Because of using the manual method of processing
their bill, sometimes the owners encountered different challenges, like he/she forget to
take notes if the customer had already paid or not. In addition, they also experienced
having difficulties in finding previous records of the customers.
With the helped of our proposed system, it would be beneficial not only for the
customer but also for the owner. Can be easily track all the records of the customers
and can also trace the customer’s account if they had paid on the previous month or
not. Moreover, this system is a friendly-user and easy to access.

V. OBJECTIVE OF THE STUDY
General
 To create a portal that will monitor the transaction of water billing
system.
This will improve the transaction of the water billing payment process with the
help of this system that can handle transaction.
Specific
 To develop a module that will handle the inquiry and billing transactions
more efficiently.
This module will handle the registration of every customer by the
administrator and generate the computation of the association dues and tax
within their bill depending on the size of their unit.
 To develop a module for monitoring the record of billing transaction
made.
The developers aim to make a reliable checking of billing within the account
of the customers and show the history of transactions made by customers
whether a specific month is paid or not.

VI. SCOPE AND LIMITATION


Scope
This study focuses on how the Water Billing System will be helpful to the
customers to easily pay their bill. Therefor customers will receive their
consumption and water bill computation with efficient working environment and
user-friendly interface resulting in fast processing of data of the customers, water
district will no longer print paper bills statements and manually deliver to the
home owners.

Limitation
Even though customer can check how much they pay in each month from
home via Water Billing System, the customer cannot process payment through
the application the system does not include payment transactions. This system
will focus only on the water district and to small barangays.
