1.0 SCOPE

This Transmission Material Standard Specification (TMSS) specifies the minimum technical
requirements for design, engineering, manufacture, inspection testing and performance of
non-metallic, communication fiber optic cables intended to be used for the Transmission
system of Saudi Electricity Company (SEC), Saudi Arabia.

2.0 CROSS-REFERENCES

This Transmission Material Standard Specification shall be read in conjunction with the
latest revision of SEC Transmission General Specification No. 01-TMSS-01 titled “General
Requirements for all Equipments/Materials” which shall be considered as an integral part of
this TMSS.

This TMSS shall also be read in conjunction with SEC Transmission Purchase Order or
Contract Schedule for project, as applicable.

3.0 APPLICABLE CODES AND STANDARDS

The latest revision/amendments of the Codes and Standards listed hereunder shall be
applicable for the equipment/material covered in this specification. In case of a conflict, the
vendor/manufacturer may propose equipment/materials conforming to one group of Industry
Codes and Standards quoted hereunder without jeopardizing the requirements of this TMSS.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 General

4.1.1 The Non-Metallic Fiber Optic cables (NFOC) shall meet or exceed the
requirements of this Specification in all respects.

4.1.2 Manufacturer's drawings, as required in 01-TMSS-01, shall show the outline


of the non-metallic fiber optic cable, together with all pertinent dimensions.
Tolerances of any variations in dimensions shall be according to relevant
standards.

4.1.3 Sample of the proposed NFOC shall be provided for SEC evaluation and
approval.

4.2 Design Criteria

4.2.1 The maximum ambient outdoor temperature shall be as specified in


01-TMSS-01.

4.2.2 The non-metallic fiber optic cables shall be strengthened, reinforced and
sheathed to offer protection, rendering it suitable for installation as
mentioned in Section 5.0.

4.3 Optical Fiber

The Optical Fiber shall meet the requirements of Table 1.

4.3.1 The Optical Fiber shall be made of germanium doped silica glass or pure
silica glass.

4.3.2 The mode field eccentricity shall be less than 1 m.

4.3.3 The cladding of the Optical Fiber shall be made of silica glass having lower
refractive index. The outside diameter of the cladded fiber shall be 125 µm
with tolerance of  2.0 m.

4.3.4 The non-circularity of cladding surface shall be 2%, maximum.

4.3.5 The nominal fiber coating diameter shall be in the range of 245 to 400
microns.

4.3.6 There shall be no joints or splices in any optical fiber in any reel length of the
complete optical cable.

4.3.7 Optical fibers shall be free of material and manufacturing defects which
would prevent them from meeting the requirements of this Specification.

4.3.8 Each group of fiber may be enclosed in a loose buffer tube or may be taped in
a helical fashion to provide protection against mechanical stresses and
environmental effects.

4.3.9 The buffer shall be easily removable. Buffer shall not need a shrink back
tubing once installed in a closure box If special tools are recommended by
the manufacturer; these shall be provided.

4.3.10 Maximum continuous operating temperature without optical degradation


shall be 70°C.

4.3.11 Maximum optical loss variation at temperature range of -5°C to +80°C shall
be 0.05dB/km.

4.4 Non-Zero Dispersion-Shifted Single Mode Optical Fiber

The Non-Zero Dispersion-Shifted Single-Mode Optical Fiber shall meet the


requirements of Table 2, unless otherwise specified in Data Schedule.

4.4.1 The optical fiber shall be made of silica/doped silica glass. Index profile shall
be step index.

4.4.2 The mode field eccentricity shall be less than 1 m.

4.4.3 The coating material of the optic fiber shall be double layer of UV cured
acrylate. The external diameter of the colored fibers shall be 250 m with
tolerance of + 15 m.

4.4.4 The non-circularity of cladding surface shall be 1%, maximum.

4.4.5 The cladding diameter shall be 125 ± 1.0μm with a concentricity error (core
to cladding) not exceeding 0.5 μm.

4.4.6 There shall be no joints or splices in any optical fiber in any reel length of the
complete optical cable.

4.4.7 Maximum optical loss variation at temperature range of -5°C to the


temperature reached during fault at worst environmental condition shall not
exceed +0.05 dB/km.

4.4.8 Optical fibers shall be free of material and manufacturing defects which
would prevent them from meeting the requirements of this Specification.

4.4.9 Each group of fiber shall be enclosed in a loose buffer tube in a helical
fashion to provide mechanical and environmental protection.

4.4.10 The buffer shall be easily removable. Buffer shall not need a shrink back
tubing once installed in a closure box If special tools are recommended by
the manufacturer, this shall be provided.

4.5 Color Coding

4.5.1 The individual color and group color coding scheme of optical fibers shall be
as specified in Table 3.

4.5.2 The scheme applies to optical fiber cable where fibers are physically
separated.

4.5.3 Optical fibers within a cable shall be grouped and each group shall contain
twelve fibers. If the cable contains only twelve fibers (one group), no group
identification is required.

4.5.4 When a number of optical fibers form a group, the group shall be uniquely
identified as specified in Table 3.

4.5.5 All fibers within a group shall be discernible throughout the design life of the
optical fibers and uniquely color coded as shown in Table 3.

4.5.6 When groups are defined by means of tubes, binder tapes, ribbons, threads,
etc., such means shall be discernible and uniquely color coded as shown in
Table 3.

5.0 COMPLETE NFOC

The complete NFOC shall have the following minimum dimensions and ratings :

5.1 The fiber optic cable shall be able to withstand a compressive stress specified in Data
Schedule without mechanical or optical degradation.

5.2 The tensile strength of the fiber optic cable shall be such that the nominal pulling
tension specified in Data Schedule causes no temporary or permanent optical
degradation or cable damage.

5.3 The minimum bending radius of cable that can be applied without temporary or
permanent optical degradation shall be around 20 times the cable diameter is
considered appropriate, but when installed under tension this ratio may be doubled.

5.4 The types of Non-metallic Fiber Optic Cables are the following:

6.0 NFOC TYPE CONFIGURATIONS

6.1 Non-Metallic Self-Supporting (Overhead) - Type A

6.1.1 The Non-Metallic Self-Supporting Optical Cable, Type A shall consist of the
following:

a. Optical Fiber - Characteristics per Data Schedule


b. Fiber Tube or Slotted Core
c. Fiber Optic Cable jacket/sheath
d. Messenger (suspension) support
e. Messenger inner sheath
f. Connection of the NFOC and the messenger support.
g. Details on other parameters as per Data Schedule

6.1.2 Strength members shall be an integral part of the cable assembly but are not
considered part of the messenger support component.

6.1.3 The messenger support shall be made of non-metallic material. The sheath of
fiber optic cable and messenger support shall be made of medium density
polyethylene material or equivalent.

6.1.4 The connection material between messenger support and non-metallic fiber
optic cable shall be made of high density polyethylene or equivalent.

6.1.5 The wrapping tape shall be dielectric material. The wrapping tape may be
used as a heat barrier to prevent deformation and contain the inner core.

6.1.6 Filling gel shall be applied to the core wrap so that voids or air spaces are
eliminated between the core and the inner side of the slot.

6.1.7 Number of optical fibers shall be specified in Data Schedule.

6.2 Non-Metallic Self-Supporting (Overhead) Type B

6.2.1 The Non-Metallic Self-Supporting Optical Cable, Type B shall consist of the
following :

a. Optical Fiber -Characteristics per Data Schedule


b. FRP Strength Member
c. Fiber Tube or Slotted Core
d. Kevlar Yarn Reinforcing
e. Polyethylene Sheath (Inner)
f. Polyethylene Sheath (Outer)
g. Details on other parameters shall be per Data Schedule.

The Non-Metallic Self-Supporting Optical Cable, Type B shall not be filled


with filling gel.

6.3 Non-Metallic Direct Buried/Underground

This type of fiber optic cable shall be used for direct buried applications.

6.3.1 Optical Fiber-Characteristics per Data Schedule

6.3.2 FRP Strength member

6.3.3 Fiber Tube or Slotted Core

a. The inner (first) sheath surrounding the tube or core shall be made of
medium density polyethylene (MDPE)

b. The outer (second) sheath shall be made of medium or high density


polyethylene (MDPE/HDPE) shall be per Data Schedule.

6.4 Non-Metallic Duct Type

This type of fiber optic cable shall be used for duct applications.

6.4.1 Optical Fiber - Characteristics per Data Schedule

6.4.2 FRP Strength member

6.4.3 Fiber Tube or Slotted Core

a. An outer sheath made of medium or high density polyethylene shall be


applied to the cable core.

b. All other characteristics shall be as per Data Schedule.

6.5 Non-Metallic Indoor Fiber Optic Cable

This type of fiber optic cable shall be used for indoor applications.

6.5.1 Optical Fiber - Characteristics per Data Schedule

6.5.2 FRP Strength member

6.5.3 Fiber Tube or Slotted Core

a. An outer sheath made of medium or high density polyethylene shall be


applied to the cable core

b. All other Characteristics shall be as per Data Schedule

7.0 TESTS

All test results shall be provided for review and acceptance by SEC.

7.1 Complete NFOC Tests

7.1.1 Type (Design) Tests

All type (design) tests prescribed in the relevant EIA/TIA or equivalent IEC
Standard shall be performed on the representative unit or on the first unit of
every new design or rating to be supplied to SEC.

In lieu of the actual type (design) tests, certified test reports of type (design)
tests performed on an identical unit may be submitted to SEC for review and
approval during the bidding stage.

The type (design) tests are as follows:-

a. Cable Cutoff Wavelength Tests


The cutoff wavelength of the cabled fiber shall be less than or equal to
l250nm and 1450nm for dispersion un-shifted single-mode fiber and
non-zero dispersion-shifted single-mode fiber respectively. Measurement
shall be as specified in the relevant standard or in accordance with
EIA/TIA-455-170.

b. Fluid Penetration Test


Water ingress tests for cables designed for water blocking shall be
performed for one meter cable sample for one hour in accordance with
the requirements of EIA-455-82B or IEC 60794-1-FSB.

No water shall leak through the open end of l m sample. If the first
sample fails, one additional l m sample, taken from a section of cable
adjacent to the first sample may be tested for acceptance. Water leakage
from second sample shall constitute failure.

c. Compound Flow (Drip) Test

A 0.3 m sample of NFOC shall be tested in accordance with EIA/TIA-


455-81B. The sample shall be prepared per Method A of EIA/TIA-455-
81B. The filling and flooding compound shall not flow (drip or leak) at
65°C.

d. Vibration Test

Vibration test shall be carried out in accordance with EIA-455-11D.

Any significant damage to any component of the composite NFOC,


permanent or temporary increase in optical attenuation greater than 1.0
dB/km at 1300 nm or 1550 nm for single-mode fibers shall constitute
failure.

e. Crush Test and Impact Test

A crush and an impact tests shall be performed in accordance with EIA-

455-25C and EIA-455-41A or IEC 60794-1-E3 and IEC 60794-1-E4..


A permanent or temporary increase in optical attenuation value greater
than 0.1 dB change in sample at 1300 nm or 1550 nm for single-mode
fibers shall constitute failure.

f. Rated Strength Tests on Completed NFOC.

The breaking strength of the completed NFOC shall not be less than the
specified rated breaking strength of the NFOC unless the failure occurs in
the gripping device. If the failure occurs in the grip, the test value must
not be less than 95% of the specified rated breaking strength.

g. Tensile Loading and Bending Test

Tensile Loading and Bending Tests shall be performed on cable sample


in accordance with EIA/TIA-455-33B or IEC 60794-1-E1 and IEC
60794-1-E6.

Any visual damage to the conductor strands or permanent or temporary


increase in optical attenuation greater than 0.2 dB/km at 1310 nm or 1550
nm for single-mode fibers shall constitute failure.

h. Micro-Bending

Micro-bending measurement shall be made in accordance with EIA/TIA-


455 or equivalent IEC standards.

7.1.2 Routine (Production) Tests

All routine (production) tests prescribed in the relevant EIA/TIA or


equivalent IEC Standards shall be performed on all units prior to delivery to
SEC.

Tests for mechanical and physical properties of messenger support or


strength member shall be made before assembly.

a. Optical Acceptance Tests

Attenuation test shall be performed on each fiber of each individual reel


in accordance with EIA/TIA 455-61A, or IEC 60793-1-C1C.
Measurement shall be made from both directions if accessible and the
results shall be averaged. Attenuation loss values exceeding those
specified shall constitute failure.

7.2 Fiber Tests

7.2.1 Type (Design) Tests

All type (design) tests prescribed in the relevant EIA/TIA or equivalent IEC
Standards shall be performed on the representative unit or on the first unit of
every new design or rating to be supplied to SEC.

In lieu of the actual type (design) tests, certified test reports of type (design)
tests performed on an identical unit shall be submitted, or the cable
manufacturer shall submit reports in the form of batch test reports furnished
by the core manufacturer, provided that the core supplied to SEC is out of the
same batch and the core manufacturer is listed in the SEC approved list. All
the required test reports shall be submitted to SEC for review and approval
during the bidding stage.

The type (design) tests are as follow :

a. Attenuation Variation with Wavelength

The measurement shall be made in accordance with EIA/TIA 455-78B or


IEC 60793-1-C1A. The spectral width of the source shall be less than 10
nm.

The attenuation coefficient of unshifted single-mode fibers for


wavelengths between 1285 and l300 nm shall not exceed the attenuation
coefficient at l300 by more than 0.1 dB/km.

b. Attenuation with Bending

Attenuation with bending measurements shall be made in accordance


with EIA/TIA 455-62A or IEC 60793-1-C11. The two attenuation with
bending requirements are measured by winding 100 turns of fiber on a
collapsible reel or removable mandrel of 75 mm  2 mm diameter and by
wrapping a single turn of fiber around a 32  0.5 mm diameter mandrel.
Attenuation shall not exceed 0.5 dB at 1310 nm and 1550 nm.

c. Temperature Cycling Test

Temperature cycling measurement shall be made in accordance with


EIA/TIA 455-3B or IEC 60793-1-D1, using Test Condition A, -5°C to +
85°C, 2 cycles.

The change in attenuation between extreme operational temperatures for


single-mode fibers shall not be greater than 0.05 dB/km at 1300 nm and
1550 nm.

d. Attenuation at the Water Peak

For unshifted single-mode fiber, the attenuation coefficient at the water


peak found within 1383 nm shall not exceed 3 dB/km. The measurement
shall be made using the same procedure described in 7.2.1.a

e. Mode Field Diameter

Mode field diameter shall be measured in accordance with EIA-455-174.


The measurement wavelength as a minimum shall be l310 + 20 nm for
dispersion unshifted single mode fibers.

The nominal mode field diameter (MFD) for dispersion-unshifted single-


mode fibers shall be in accordance with Table I.

f. Concentricity Error

Core-to-Clad Concentricity Error measurements shall be made in


accordance with EIA/TIA 455 or IEC 60793-1-A2.

Concentricity error - The offset between the center of the core and the
center of the cladding shall be < 1.0 micron.

g. Cladding Diameter and Non circularity Error Measurements shall be in


accordance with EIA/TIA 455 or IEC 60793-1-A2.

Cladding Diameter - The cladding outside diameter shall be l25.0


microns  2.0 % microns.

Cladding Non circularity - The cladding non circularity shall be < 2%.

h. Fiber Tensile Proof Test

Individual fibers shall be proof tested in accordance with EIA/TIA 455-


31C, or IEC 60793-1-B1.

All fibers shall be subjected to a minimum proof stress of 0.35 GN/m² for
one second equivalent by the fiber manufacturer (100% testing).

i. Chromatic Dispersion

Dispersion measurements shall be made in accordance with EIA/TIA


455-168B or IEC 60793-1-C5C.

For dispersion-unshifted single-mode fibers refer to Table I.

j. Coating Diameter

Coating diameter measurements shall be made in accordance with


EIA/TIA 455-55C, or IEC60793-1-A3 as a sample test for each contract.

Coating Diameter - The nominal coating diameter for loose buffer shall
be 250 microns.

7.2.2 Routine (Production) Tests

All routine (production) tests prescribed in the relevant EIA/TIA or


equivalent IEC Standards shall be performed on all units prior to delivery to
SEC.

a. Attenuation Coefficient

Single-mode fiber attenuation measurements shall be made in accordance


with EIA/TIA 455-78B. Spectral attenuation shall be modeled according
to ITU-T-G.652 If OTDRs are used, measurements shall be made from
both directions and the results shall be averaged if accessible.

The attenuation coefficient for unshifted single-mode fiber shall be 0.45


dB/km or less at 1300 nm and 0.25 dB/km or less at 1550 nm
wavelength.

All the traces (hard copies) shall provide at least the following
information other than the standard data provided by the OTDR:

i. For the graphical representation of the trace, sufficient acquisition


time shall be set on OTDR for the straight line of the graph. Hazy
lines due to insufficient acquisition time shall constitute failure.

ii. All traces shall clearly identify fiber number, binder-color (group
identifier) and fiber color.

iii. All traces shall be furnished with the fiber-ID and the drum/reel
number and physical length of the cable ordered for cross reference.

b. Fiber Point Defects

Attenuation uniformity shall be measured in accordance with EIA/TIA


455-59 or IEC 60793-1-C1C. Measurement shall be made bi-
directionally, if accessible and the results shall be averaged.

The attenuation of the fiber shall be distributed uniformly throughout its


length such that there are no discontinuities in excess of 0.1 dB for single-
mode fiber.

7.3 Field Acceptance Testing

Upon receipt of the NFOC from the manufacturer, the purchaser shall at his option,
perform acceptance tests in order to verify that the optical characteristics of the fiber
meet the order requirements and to determine if optical fibers have been damaged
during shipment. The results of these tests and the manufacturer's certified quality
control information, which is attached to each reel, shall be compared to the fiber
requirements specified in the purchase order.

The tests shall be performed and documented by the use of Optical Time Domain
Reflectometer (OTDR). The end of the cable shall be sealed after completion of
these tests in order to prevent entry of moisture into the optical fiber. Tests shall be
performed from both ends and results shall be averaged.

The following tests shall be performed in accordance with EIA/TIA-455 or


equivalent IEC standards:

7.3.1 Fiber Continuity

Continuity checks of each fiber may be made to determine if any fiber is


broken or any attenuation irregularities exist.

7.3.2 Attenuation

Total attenuation for the entire reel length and attenuation per kilometer
should be measured on each fiber. Attenuation uniformity shall meet the
requirements of Section 7.2.2.b.

7.3.3 Fiber Length

The fiber length may be measured using the OTDR. The index factor to be
used in this measurement should be furnished by the fiber manufacturer. A
check should be made to verify received reel numbers and lengths correspond
to ordered quantities.

8.0 PACKING AND SHIPPING

In addition to the applicable items of 01-TMSS-01, the following Packing and Shipping
instructions are applicable:

8.1 Progressive length on the cable shall be marked at 1m (one meter) intervals.

8.2 The NFOC ends shall be sealed with a waterproof, heat shrinkable plastic or
elastomeric end cap with adhesive type sealing compound. NFOC ends shall be
properly secured to the reel.

8.3 The NFOC shall be delivered without splices, on standard sized non-returnable wood
drums properly packed and lagged externally to prevent the cable from possible
damage during transportation. Wood lagging shall be used and have a minimum
thickness of 19 mm.

8.3 For all NFOC purchases, the standard order length shall be 2000 meters. For NFOC
intended for Turnkey Projects, the order length shall be as specified in Data
Schedule.

8.4 Reel Markings

8.4.1 NFOC reels/drums shall be marked in legible and indelible letters giving the
following particulars :

d. Gross Weight

e. Dimensions of Reel

8.4.2 All markings shall appear on both sides of the reel. Reel marking locations
shall be shown in Figure 1.

8.4.3 NFOC reel identification shall include any additional information as required
by the SEC shipping instructions.
