This Project Scope Statement serves as a starting point for defining the scope of Implementing
Federal Elections on a Weekend Project, the work which is needed to accomplish the

All project work should occur within the structure of the project scope statement and directly

PROJECT PURPOSE AND JUSTIFICATION
The purpose of this project is to study and report on costs and benefits of implementing the
Weekend Voting including issues associated with conducting a weekend election. Various bills

have been introduced in Congress since 1995 to increase voter convenience by changing the day

of presidential and congressional elections from Tuesday to the weekend. Legislation has been

introduced to move the day for regular scheduled from Tuesday after the first Monday in
November to the Saturday and Sunday after the first Friday in November.

The scope of Implementing Federal Elections on a Weekend Project is to address the alternatives

HIGH LEVEL REQUIREMENTS


Implementing Federal Elections on a Weekend Act has been approved by the congress to meet a
business need, there are several requirements which must be met as part of the successful

execution of the project. The following high-level requirements have been identified for the
Election Project:
 What alternatives to voting on Tuesday did state provide for the November 2010 general
election?
 How, if at all, do election officials anticipate election administration and associated costs
would be affected if the day for federal elections were moved to a weekend?

 What do research and available data suggest about the potential effect of a weekend
election on voter turnout.

BOUNDARIES
Implementing Federal Election on a Weekend project includes all work associated with studying
and reporting on costs and benefit of implementing the weekend voting Act which address(1)
alternative to voting on Tuesday that state provided for the November 2010 general election (2)
how election officials anticipate election administration and cost would be affected if the day for
federal election were moved to a weekend, and (3) what research and available data suggest
about the potential effect of a weekend election on voter turnout. Which includes requirement
gathering from the Election Assistance Commission (ECA), Center for Democracy and Election
Management’s Election Administration Profiles of all Fifty State and local jurisdictions election
website and Early Voting Information Center (EVIC).

For the implementing Federal Election on a Weekend Project strategy, the project team will (1)

reviewed H.R. 254, the U.S. Election assistance Commission’s(EAC) study of alternative Voting

Methods and 2010 Statutory Overview report, (2) conduct interviews with election officials in a

nonprobability sample of nine states and the District of Columbia, (3) reviewed what researcher
have concluded about how alternative voting methods have influenced voter turnout and (4)

analyzed voter turnout in Maryland, which conducted early voting on weekdays and weekend in
the November 2010 elections.

DELIVERABLES

These are the deliverables which will be produced as a result of the successful completion of
implementing Federal Elections on a Weekend Project. If all the following deliverables are not

met, then the project will not be considered successful. The Project Manager is responsible for

ensuring the completion of these deliverables.

1. Deliverable 1 – To know the alternatives to voting on Tuesday that states provided for the

3. Deliverable 3 – To know what research and available data suggest about the potential

ACCEPTANCE CRITERIA
Acceptance criteria have been established for the Implementing Federal Elections on a Weekend
Project to ensure thorough vetting and successful completion of the project. The acceptance

criteria are both qualitative and quantitative in nature. All acceptance criteria must be met to
achieve success for this project:
1. Meet all deliverables within scheduled time and budget tolerances
2. Reduce schedule delays by at least 30%
3. Reduce budget overruns by at least 30%
4. Improve Government Accountability Office (GAO) resource allocation ability

5. Accomplish an overall performance improvement in program metrics

CONSTRAINTS
Several constraints have been identified for the Implementing Federal Election on a Weekend
Project. It is imperative that considerations be made for these constraints throughout the project
lifecycle. All stakeholders must remain mindful of these constraints as they must be carefully
planned for to prevent any adverse impacts to the project’s schedule, cost, or scope. The
following constraints have been identified for the Implementing Federal Election on a Weekend
Project:
1. Election authority is shared by federal, state, and local officials, and the election system is
highly decentralized.
2. No state or jurisdiction had experience with conducting a federal general election on a
weekend.IT experts will only work 50% of billable hours on this project
3. Historical data cannot be used to directly estimate how changing the day of federal
election would affect voter turnout because federal elections nationwide have never been
held on a weekend.

4. The timing of state and local elections is not mandated by the federal election calendar.

ASSUMPTIONS
Several assumptions have been identified for Implementing Federal Election on a Weekend

Project. All stakeholders must be mindful of these assumptions as they introduce some level of
risk to the project until they’re confirmed to be true. During the project planning cycle every

effort must be made to identify and mitigate any risk associated with the following assumptions:
1. Poll worker will be easier to recruit for a weekend election than for a Tuesday election
2. Compensation offer would be enough to attract the number of poll worker needed to

work over a weekend.

3. Cost associated with poll worker will not double.

4. Fewer poll worker will be needed for a single-day election.


5. Polling places like churches, synagogues, schools and community centers will be
available for election on a weekend.

6. Public building will be available as a poll place for weekend election.


7. Ballot boxes will be secured in a safe located in the county office over the Saturday night
