What We Do

Head Start and Early Head Start programs are administered by the Office of Head Start, within the
Administration for Children and Families, U.S. Department of Health and Human Services.

The Office of Head Start (OHS) administers grant funding and oversight to 1,600 public and private
nonprofit and for-profit agencies that provide Head Start services. OHS also provides federal policy
direction Visit disclaimer page and a training and technical assistance (TTA) system to assist grantees in
delivering comprehensive services to eligible young children and their families. Learn more about Head
Start services.

The Office of Head Start was appropriated $10 billion in fiscal year 2019 Visit disclaimer page . Of that
amount, $9.65 billion was awarded directly to public agencies, private nonprofit and for-profit
organizations, tribal governments, and school systems to operate Head Start programs in local
communities. To improve the quality of services provided by grantees, more than $239 million was
directed to TTA. Half that amount was awarded directly to grantees to be used for local TTA and the
other half funded the regional and national systems. More details about OHS funding and the services
provided through this funding can be found in the Head Start Program Facts sheets Visit disclaimer

Our vision is to transform education so that every child has access to quality and equitable care and
education experiences that uphold their right to learn. In order to secure the right to learn for every
child, we also must ensure their overall well-being – their health, safety, protection, and growth.
Ultimately, we believe that educating children is the key to a better world for all. We want all children to
learn and grow, but we give special attention to the most vulnerable and fragile children who may wish
to be in school and learning but may not have opportunities to do so. We understand the value of
education not only because it can change lives positively, but also because it is a stimulus for community
development, peace, security, and our hope for the future. Our global perspective means our programs
and services can be delivered in many communities and nations with relative ease and minimal
modification. We believe in empowering communities to create education experiences that are relevant
to their education needs, the context of their community, and their unique cultures.
