NOTICE OF AMENDMENTS TO THE BYLAWS OF THE

OREGON STATE SOCIETY FOR THE 2021 STATE CONFERENCE


This serves as notice of the proposed amendments to be considered by the delegates to the OSSDAR State
Conference, May 14–15, 2021.

AMENDMENT 1: AUTHORIZE ELECTRONIC (VIRTUAL) MEETINGS, VOTING, AND COMMUNICATION


Amend OSSDAR Bylaws by striking out Article XV – Communications and substituting a new article titled
Electronic Meetings, Voting, and Communications and insert the new article after Article XVI – Districts and
rearrange remaining articles in order.

Rationale: The pandemic has shown us that there are times when we are unable to meet in person. In order to
conduct the business of the state society, we need to have a means to meet.

AMENDMENT 2A: REMOVES NAMING SPECIFIC AWARDS AND AMOUNTS


Amend Article XI—Endowment Funds, Section 1 State Endowment Fund, by striking out subsections (c) and (d)
and inserting a new subsection (c).

Rationale: NSDAR contests have been revised and renamed. Annual income from $20,000 is currently
insufficient to pay the total designated amounts.

CONFORMING AMENDMENT #2B:
Amend Article XII—Standing Committees, Section 5 Finance Committee, by inserting after the word
“Management”, the sentence, “The budget will include awards as recommended by NSDAR for patriotic,
educational, and historic preservation programs.”

Rationale: NSDAR contests have been revised and renamed. Listing this as a requirement for the Finance
Committee when preparing the annual budget ensures continuity in supporting these programs. This
amendment would only be necessary if the amendment to Article XI, Section 1 is approved.

AMENDMENT 3: INCREASE ANNUAL DUES AND CHANGE WHEN PAYMENT IS DUE


Amend Article IV – Fees and Dues, Section 2 by striking out “$16.00” and inserting “$25.00,” and further
amend by striking out “January” and inserting “December.”

Rationale: Dues have not been raised since 2008. In that time expenses have steadily increased and
membership has decreased. At this point, the state society has depleted our reserves. The change of the due
date is to align with NSDAR’s due date for the submission of dues. This will simplify the process for chapter
treasurers.

AMENDMENT 4: REVIEW DUES EVERY THIRD YEAR
Amend Article IV – Fees and Dues by inserting a new Section 3 “In the first year of every NSDAR administration
the state conference shall vote upon the adjustment of the dues to the nearest dollar by the amount of the
cumulative change in the Consumer Price Index (CPI) over the prior three years. The state conference may
authorize a dues adjustment above the CPI if warranted.” and renumber the remaining section.
