The ILC Meeting was opened at 9:45 am by Superintendent Melecio. The Agenda dated
August 2020 was reviewed and discussed.

1) On behalf of the inmate population, the ILC would like to request late night on 8/13/2020
for the Spanish Awards beginning at 7:00 pm.

Administration stated this request is approved.

2) On behalf of the inmate population, the ILC would like to request permission to watch all
sports playoff games without a memorandum.

Administration stated there will not be blanket approvals. Late night for particular sports
playoffs will be reviewed for approval.

3) On behalf of population the ILC would like to request that population be allowed to come
right out of the housing unit once the housing unit count is cleared instead of waiting for
the jail count to be cleared.

Administration stated this request is denied.

4) On behalf of the inmate population, the ILC would like to request a monthly cleanest
housing unit competition? This will help with the prevention of COVID-19; being more
responsible and more cleanliness. Winners can get pizza; hero or chicken and french
fries on a monthly basis.

5) On behalf of the inmate population, the ILC would like to request that if the housing unit
is clean and there are no issues could late night be moved to 2:00 am?

Administration will approve late night to go to 1:45 am.

MISCELLANEOUS:
• ILC discussed cells being cleaned after inmates that test positive for COVID-19 –
Superintendent stated if an inmate tests positive and is transferred out of the facility
for COVID-19 that cell is thoroughly cleaned
• Hot pot request for religious groups – Superintendent denied; religious groups can
purchase hot pots on their own

The ILC Meeting was opened at 10:00 am by Superintendent Melecio. The Agenda dated
September 2020 was reviewed and discussed.

1) On behalf of the inmate population, the ILC would like to request Administration to look
into a suitable area for a Resource Room for Transitional Services.

Administration stated this request is approved and the room will be in the back of
Transitional Services corridor.

2) On behalf of the inmate population, the ILC would like to request permission to have
additional rear yard movement and to go back to the regular yard schedule.

Administration will table this until after October when construction in Center Court is
completed.

3) On behalf of population the ILC would like to request the possibility of having an
organization such as: Fortune Society; Osborne Association or Ready Willing and Able
to be allowed to come in for Phase III.

Administration stated this request is tabled until we reach the final phases of reopening.

4) On behalf of the inmate population, the ILC would like to request the reinstatement of the
Click Click program.

Administration stated this request is denied. Due to COVID-19 this program is


suspended.

5) On behalf of the inmate population, the ILC would like to request the possibility of
allowing population to partake in sports such as: basketball; baseball; soccer and
handball.

Administration stated this request is denied. Due to COVID-19 Recreation activities are
suspended.

6) On behalf of the inmate population, the ILC would like to ask why we are not able to
receive bag gloves and condiments from the Package Room, when it states we can have
them.

Administration reviewed the Directive of allowable condiments. A copy of the Directive


was given to the ILC. Per Directive boxing type gloves are not permitted.

7) On behalf of the inmate population, the ILC would like to request permission to have late
night extended to 1:45 am for the month of September. We would also like to request
permission to watch Sunday and Monday night football until the games are over.

Administration stated late night for the month of September is approved. If something
occurs this request will be cancelled.

8) On behalf of the inmate population, the ILC would like to begin the cleanest housing unit
competition for the month of September.

Administration stated this request is approved. ILC is to submit the forms to the DSA
and this competition will begin on 9/15/2020.

MISCELLANEOUS:
• Status of the additional telephones being placed on the housing unit – waiting on
approval of the 1612

• Discussed double bunking – at this time there is no double bunking
• Masks – masks are not an option they are mandatory

Albany – once approval is received a memorandum will be sent out to population

• Grease buckets – beginning Tuesday, 9/8/2020 there will be blue buckets for grease
waste; no longer will mop buckets be used.

• Waiting on approval from Central Office to begin Recreation activities such as
basketball; soccer; etc.
• Thank you to the ILC for completing the supply inventory
• Bulletin boards will begin to be updated and refreshed this month

memorandum from the ILC so he can review

The ILC Meeting was opened at 10:00 am by Superintendent Melecio. The Agenda dated
October 2020 was reviewed and discussed.

1) On behalf of the inmate population, the ILC would like to discuss the issue of JPay
emails; videos and pictures. The population is complaining that emails are being
received three to four days after being sent. Pictures and videos are being denied at the
facility level without notification of them being denied.

Administration stated this was investigated and we were told that senders are sent a
notification. If the sender is not receiving a notification, they should contact the
company. Also, through investigation we were told that JPay is trying to work
implementing a better process.

2) On behalf of population the ILC would like to request that either the 9:45 pm or the 11:00
pm count becoming an in-house count. Once the officer calls in the count it can be
cleared on the unit.

Administration stated this request is denied.

3) On behalf of the inmate population, the ILC would like to request an additional outgoing
recreation run in the evening. Currently there is only one outgoing recreation run at 5:45
pm with no other option to go to the rear yard after.

Administration stated this request will be tabled until the month of November.

4) On behalf of the inmate population, the ILC would like to propose the possibility of the
rear yard recreation ending at 8:45 pm.

Administration stated this request will be tabled until the month of November.

5) On behalf of the inmate population, the ILC would like to propose the idea of the
enhancement meal for Thanksgiving for the inmate population.

Administration stated this is approved. ILC is to draft up a proposal with ILC staff
advisors.

MISCELLANEOUS:

• Late night for Thursday and Monday night Football – this request is denied.
• Heat being turned on – heat will be turned on 10/15/2020
• Late night for Spanish Awards dated 10/21/2020 – more information is needed on the
type of awards – please send a request with entire information to DSS
• Late night until 1:45 am for the month of October – this request is approved with the
contingency that the Superintendent can cancel late night in the event he needs to.

• Discussed COVID – great job to the inmate population on keeping the facility clean –
continue to clean to help prevent the spread of the virus
• Masks – masks are not an option they are mandatory

DSP GLEBOCKI
• Click Click – Staff Advisor Kelly will meet with you to begin Click Click on the 3 rd
Wednesday of the month – for the month of October it will be held on the 2nd
Wednesday and moving forward from the month of November it will go back to the 3 rd
Wednesday of the month – we still did not get approval to have Click Click in the
Visiting Room during visits that is still suspended .

CAPT CADY
• Good job on the cleanliness of the facility – continue the good work
• Masks are mandatory – spread the word that masks always have to be on when you
are not in your cells

DSS HARRIS
• Good job on social distancing – continue doing the good work
