Education Provision in The Basque Country
The belief that education is a basic asset for equality in and can reduce inequalities is
connected with the birth and subsequent consolidation of the contemporary liberal state.
Education was conceived within a process of structural social change by the Enlightment, with
nation-state taking a leadership role. The nation-state is therefore the fundamental socio-
historical agent that has been a driving force for a new concept of education. The school was
taken as a main central and particular institution by materializing the state’s project of education.
Because of this, the school’s institutionalization is linked to an emerging political culture in which
the state is the guarantor of citizens' obligations and rights. With the state’s guidance, school
were partly regconized as places for fostering fairness, mainstreaming and the development
and training of citizens. A change in the perception of education as a public asset began with
the modification of the concept of public service. Public education and private education are
alternative ways of facilitating the same goals.
Most of European states’s constitutions and legislatures officially accept The right to
education and the principle of freedom to teach. There was a controversy about the extent of
the state’s commitment to private education whether it is able to efficiently guarantee the rights
and freedoms of education to its citizens. From the second half of the twentieth century on, the
educational concept of what is private underwent a transformation. Today, it may not be as easy
to clearly differentiate it from what is public. The public-private education alternative has been
established in terms of competence. “It seems rational to presume that the preference of private
training is due to a comparison between the two sectors, which is equivalent to suggesting that
functional discrepancies exist behind the institutional quasi-similarity of these two structures due
to the fact that they do not ensure the same form of educational service.” (Robert Ballion)
Legal is not the only difference between public and private, but also various ways of
understanding concepts.
