Logistic Officer

The Organisation

The Leprosy Mission Myanmar (TLMM) is a Christian faith-based, non-government organization that
has been working in Myanmar since 1898. We are a member of The Leprosy Mission Global
Fellowship, which is made up of about 30 countries around the world The Leprosy Mission Myanmar
is locally governed and is officially registered as a local NGO in 2018.

Our goal is to ensure that person with disabilities and those affected by leprosy and other potentially
disabling conditions in our project areas understand their fundamental rights; are healthy, educated
and earning a living; are valued and participating members of their communities; and have the
confidence and skills to speak up about issues and influence decisions that affect them.

JOB DESCRIPTION

Responsible to: Human Resources Manager


Work closely with: ECI Project Manager, ECI project stakeholders, Associate Finance Officer,
other TLMM staff.
Working Hours: 40 hours per week with flexibility to accommodate after hours work if
required.
Location: Country Office (Yangon), Number of Position (1)
Contract: Full time, with contract renewable annually according to funding approval.

JOB SUMMARY:

The role of the Logistic Officer is to provide logistical support for the Project Manager and
Associate Finance Officer to implement the ECI project by ensuring that the meeting
arrangements and other logistics needs of project are arranged efficiently.
The Logistic Officer is to support the procurement activities in project areas and responsible for
ensuring the best practices in logistic and policies.

KEY DUTIES & RESPONSIBILITIES
1. Arrange and follow up meetings for ECI delegates as directed by the Project Manager
including liaising with relevant partners (TLMM and other ECI contacts).
2. Arrange travel bookings and hotel accommodation and halls and facilities for meetings
and training including meals and allowance for project meetings.
3. Assist in finalising and distributing meeting agenda, documentation, minutes and other
support materials and resources (e.g., stationery, refreshments, presentation materials
etc)
4. Back up and organize files relating to ECI project including documents, photos, data etc.
5. Assist Project Manager to collect and record data related to project progress.
6. Assist Project Manager and Project Accountant with finance matters as required.
7. Verification of document translations and production and printing of translated materials
8. Ensure and maintain Asset Register and Inventory Register both CO and DRCs and
consolidated register.
9. Arrange all necessary rentals (Vehicles) and procurement, rental and transportation
contracts as needed ensuring that easy resolution of possible conflict between parties is
provisioned for.
10. Make sure all purchasing (Good and Service) are in line with Organization’s procurement
policy.
11. Make sure submitted purchase requestions, all necessary processing documents are
recorded and filing properly.
12. Gathering of quotations, samples, close coordination with the requestors on the details
of the requests and ensuring on time delivery of goods and services.
13. Make sure daily purchasing are recorded in file with full information of suppliers, budget
line and items.
14. Update and manage inventory list / asset register for all newly acquired items on monthly
base.
15. Communication with all local suppliers, as necessary.
16. Make sure all purchasing items request from field teams are delivered on time and follow
up until field team whether they received.
17. Ensure that all procurements and logistics functions are processed in transparency and
accountability and in full compliance with organization and donor procurement rules and
regulations.
18. Preparation of purchase orders and contracts in the system, vendor registration,
maintenance of the filing system in the procurement unit.
19. Ensure complete documentations of all procurement process.
20. Work closely with the requester and finance department to ensure that contracted
consultants and vendor payments are processed in a timely manner.
21. Work hand-in hand with subcontractors to ensure that communications and safety
protocols are followed.
22. Assist in international logistics transportation such as with shipments, clearances, storage
if necessary and deliveries to the office and field teams.
23. Storage room record keeping.
24. To ensure and update supplier list, record keeping of logbook for vehicle, logbook for IEC
materials,
25. Undertake additional tasks as assigned by the line Manager.

In addition, to safeguard the interests of the organisation. All staff will be familiar with and
follow the TLMM Safeguarding policy and the Code of Conduct. Staff are expected to attend
related training and advocate safeguarding in their work at all times.

PERSON SPECIFICATION

The person appointed will have the following attributes:


1. Committed to the mission, vision of The Leprosy Mission Myanmar and able to demonstrate
TLM’s values competencies in their work.
2. Exercise flexibility, diplomacy and confidentiality.
3. High level of interpersonal skills, able to relate and work with local colleagues as well as with
multi-cultural colleagues or counterparts.
4. Have excellent communication skill with a good command of written and spoken English.
5. Able to work in a team.
6. Be resourceful, pro-active and self-motivated, working independently and with initiative. Be
prepared to meet deadlines.
7. Able to demonstrate a commitment to learning and continued professional and personal
development throughout their working experience.

Key Selection Criteria (Essential)


1. Have a relevant degree from a recognized University.
2. Preferable Diploma or certificate in Logistics Management from any acclaimed Institute.
3. At least 2 to 3 years of experience working in supply chain management in development
environment, including procurement, transport and distribution, inventories, warehouse, and
stock management.
4. Experience in assets/inventory management position
5. Able to travel as required for the position.
6. Able to network effectively and build relationships with partners, government, and
communities.
7. Knowledge at Intermediate-High Level: Microsoft Word, Excel, PowerPoint, Outlook and Internet
Explorer applications.
8. Deep commitment to safeguarding practices in relation to self, team and the community.
