BID NOTICE UNDER OPEN BIDDING

CONSTRUCTION OF THE PROPOSED REGIONAL MATERIALS TESTING LABORATORY IN MOROTO
DISTRICT - MoWT/WORKS/20-21/00300
1. The Ministry of Works and Transport has allocated funds to be used for Construction of Regional
Materials Testing Laboratory in Moroto District.
2. The Entity invites sealed bids from eligible bidders for the provision of the above works whose scope
includes: site clearance, construction of single storey main laboratory block (335m 2) and staf
residence (190m2), generator house and power room (26m 2), two blocks of water borne toilets
(each 41m2), septic tank (8.6m3), piped water works including borehole drilling, installation of
submersible pumps and erection of reservoir tanks 10m 3, wall fencing of 8,000m2, parking yard
and walkways (1,400m2), landscaping and greenery (6,600m2).
3. Bidding shall be conducted in accordance with the procedures contained in the Public Procurement
and Disposal of Public Assets Act, 2003 (the Act) and the Regulations made under the Act and is
open to all bidders. Reservation scheme shall apply in accordance with guidelines 1/2018 on
reservation schemes to promote local content in public procurement.
4. Interested eligible bidders may obtain further information and inspect the bidding document at the
address given below at 8(a) from 8:00am to 5:00 pm from Monday to Friday except on Public
Holidays.
5. The bidding document which has been prepared in the English language may be purchased by
interested bidders at 8(b) upon payment of a non-refundable fee of UGX 100,000 or its equivalent in
a freely convertible currency. The method of payment will be through Banks authorized to receive
non-taxable revenue.
6. Bids must be delivered to the address below at 8(c) at or before 11:00am on 3rd March,, 2021 and
must be valid until 1st September, 2021. All bids must be accompanied by a bid security of UGX
55,000,000 (Uganda Shillings Fifty-five Million only). Bid securities must be valid until 29th
 September, 2021. Late bids shall be rejected. Bids will be opened in the presence of the bidders’
representatives, who choose to attend at the address below at 8(d) at 11:30am on 3rd March, 2021.
7. There shall be a pre-bid meeting at: 10.00 am on 17th February, 2021 in Ministry of Works and
Transport, Main Board Room.
8. A site visit will take place earlier at 10:00am on 11th February, 2021 at Lokaburu Camp site in Moroto
District.
