1 Executive Summary

Preamble

This technical summary is developed by Pakistan Telecommunication Company Ltd. (hereinafter


referred to as PTCL) is in response to PAKISTAN RAILWAY requirement of domestic connectivity for
data connectivity to Regional offices.

With today’s complex applications and total dependence on the interconnectivity of


components, troubleshooting with point solutions is becoming unmanageable because without
an end-to-end view of the infrastructure national & international, it becomes impossible to pin-
point the cause of an incident or performance issue.

The design has followed the preliminary requirements for the services stated and has offered a
solution that is both reliable and robust through its use of proven Restorable IPLC services.
Manageability and security is built within the network architecture as a function of the
hardware and design rules and is designed into all PTCL’s networks and derived services as base
requirement

PTCL believe this solution will ensure that can be confident that for both current and future
applications, protocols and geographic developments, the network and service will be
excellently placed to offer continued support for all future requirements.

2 PTCL Company Profile

PTCL operates in one of the most dynamic, deregulated and competitive markets in the world,
with a population of 165 Million people, one of the fastest growing economies in the world, and
still with a relatively low penetration of Information Communication Technology (ICT) services.
PTCL is the only unified service provider in Pakistan, able to serve all the customer segments
including consumers, enterprises and carriers with a comprehensive portfolio of products
including data products, voice, broadband and mobility products. As a market leader we
understand the challenges and opportunities of all the different segments and by leveraging
our considerable assets we are in a very strong position to provide mission-critical solutions to
our customers at very economical prices.

The biggest challenge for PTCL is to transform itself from being a very large company that has
been traditionally internally focused to one that is customer focused and market led, with the
speed to compete with smaller agile new entrants. We have taken on the challenge and the
transformation has already started. A comprehensive business transformation program has
been put in place which is already showing results. All business transformation plans must
address the cultural changes necessary and to this effect we are emphasizing HR training on par
with international standards. In addition, we are focusing on improving our customer
satisfaction levels to bring us in line with the best-in-breed class. Significant investment is also
being made in infrastructure improvements, introduction of new operational support systems
including billing and customer care, and business process improvements with the introduction
of a new ERP system custom designed for our needs.

The telecom market in Pakistan is one of the most competitive markets in the country. As the
global financial turmoil adds a new dimension to an already complicated picture, the ability of
the operators to rapidly seize new opportunities, anticipate customer demands and be able to
quickly modify strategies, will determine the ongoing success of the telecommunications
industry. Hence, as price pressure continues, we are trying to enhance our revenue streams
focused uniquely on the telecommunications and mobility applications.

With around 3 million landline customers nationwide and with almost 100% market share, we
have yet again positioned ourselves to up sell new services such as IP/MPLS, Managed Services,
Data Center, Voice Mail, and EvDo. The broadband market in Pakistan is a nascent market with
very low levels of penetration compared to other countries in this region. We see the market
potential for broadband at 2 million lines, and we are distinctively positioned to leverage our
nationwide landline infrastructure to dominate this segment. Our broadband launch has
publicized a demand that exceeded our initial expectations and we continue to focus on

expediting the rollout further. We are also preparing the ground for launching various bundled
services, such as IPTV (already launched) in the market to leverage future services such as triple
play.

Whilst we remain the leading player in WLL both in terms of customer base as well as network
coverage, we continue to pursue an aggressive campaign. PTCL boasts the largest nationwide
installed network infrastructure capability including co-location and international capacity,
switching, transmission, fiber optic infrastructure comprising of backbone, metropolitan & spur
rings & links, consisting of 15000 KM laid optic fiber connecting one thousand (1,000) cities all
over the country thus allowing us to offer services on a turnkey basis to the growing list of
carriers including Mobile, WLL, ISPs and Resellers.

The ability to sweat our existing assets will help our revenues and contribute towards progress.
We continue to invest in expanding infrastructure for our internal needs as well as for sale to
other carriers, particularly in capacity enhancement, quality improvements and increasing our
fiber optic transmission footprint.

3 PTCL Network Higlights

Terms & Conditions


1. General Terms
 100% advance payment is required upon acceptance of our offer.
 100% Installation charges before installation.
 Provision of the proper Power Supply & Earthing/Grounding is the responsibility of the
customer and must be provided before equipment installation.
 Any mishap to the equipment at customer premises will be bared by customer, PTCL will
charge the equipment cost in case any mishandling.
 Minimum contract period one year from date of commissioning of each site
2. Price:
 Prices are valid for 60 days.
3. Force Majeure:
 Standard Force Majeure clauses apply to the term & condition.
4. Mode of Payment:
 Through Bank Draft.
