PRESIDENTIAL DECREE 957


In Planning and Design Standards for a Residential Subdivision
Project under Presidential Decree 957 (PD 957).
1. Project Location
- Open Market Housing and Medium Cost Housing within
suitable sites for housing and outside potential
hazard prone and protection areas.

2. Land Allocation for projects 1 hectare and above.


- Saleable Area it has 70% (maximum)
- Non-saleable Area it has 30% (minimum)

According to the Medium Cost Housing the 6.0 meter service


road, both ends connecting to a minor roads, shall be allowed
for blocks not exceeding 60 meters.

Concrete road pavement shall have a minimum thickness of 150


millimeters and a minimum compressive strength of 20.7 MPa
while roads may either be concrete of same thickness and
comprehensive strength or asphalt with minimum thickness of 50
millimeters.

8. Water Supply
According to the mandatory of each subdivision shall have
at least an operational deep well and pump sets with
sufficient capacity to provide Average Daily Demand (ADD)
to all homeowners.
- Minimum Water Supply Requirement
Mandatory with the 150 liters per capita per day for
household connection.
- Fire Protection Demand
According to the provision for fire protection shall
comply with the requirements of the Fire Code of the
Philippines.

9. Electrical Power Supply


Mandatory individual household connection to primary and
alternate sources of power if services are available in
the locality. The provision of street lighting per pole
if 50- meter in the distance; at every other people, if
less than 50- meter in distance.

10. Drainage System


The drainage system must conform to the natural drainage
pattern of the subdivision site, and shall drain into
appropriate water bodies, public drainage system or
natural outfalls. According to the both open market and
medium cost subdivision projects, underground drainage
system shall be properly engineered and environmentally
sound, and shall be provided with adequate Reinforced
Concrete Pipes (RCP).

11. Sewage Disposal System


- Septic Tank
The individual septic tank shall conform to the
standards and design of the Sanitation Code of the
Philippines (PD 856) and its Implementing Rules and
Regulations.
- Connection Community Sewer System
Whenever applicable, connection shall be made to an
approved public or community sewer system subject to the
requirements and provisions of the Sanitation Code of the
Philippines and other applicable rules and regulations.

12. Garbage Disposal System


Provide sanitary and efficient refuse collection and
disposal system whether independently or in conjunction
with the local government garbage collection and disposal
services.

13. Shelter Component

In no case shall the number of row houses exceed 20 units per

14. Setbacks/Easements
Front, Side and Rear shall conform to the provisions of the
National Building Code of the Philippines.

Mandatory provision of area for neighborhood multi-

projects with area of 1 hectare and above. These areas are
non-saleable. However, the developer may provide for areas for
community facilities such as schools and convenience/retail
centers in excess of the mandatory requirement set forth in
this rule which shall be deemed saleable.

Concrete road pavement shall have a minimum thickness of 150


millimeters and a minimum compressive strength of 20.7 MPa at
28 days. Asphalt pavement shall have a minimum thickness of 50
millimeters.

10. Water Supply


Mandatory connection to appropriate public water system.
Each subdivision shall have at least an operational deepwell
and pump sets with sufficient capacity to provide ADD to all
homeowners provided further that a spare pump and motor set is
reserved. Water supply shall be potable and adequate.

10.1 Minimum Water Supply Requirements

10.2 Fire Protection Demand
Provision for fire protection facilities shall comply
with the requirements of the Fire Code of the Philippines.

11. Electrical Power Supply

12. Drainage System


The drainage system for economic and socialized housing
projects shall be made of concrete lined canal with adequate
capacity and with load bearing cover. The drainage system
must conform to the natural drainage pattern of the
subdivision site, and shall drain into appropriate water
bodies, public drainage system or natural outfalls.

Individual septic tank conforming to the standards
and design of the Sanitation Code of the Philippines.
Construction of individual septic tanks shall conform to
the standards and design of the Sanitation Code of the
Philippines.

requirements and provisions of the Sanitation Code of the

BP 344 IMPLEMENTING RULES AND REGULATIONS (IRR)


AMENDMENTS
MINIMUM REQUIREMENTS FOR ACCESSIBILITY

The rules and regulations set forth herein provide for minimum
requirements and utilities for public use accessible to
disabled persons, pursuant to the objectives of the Batas
Pambansa Bilang 344 “ An Act to Enhance the Mobility of
Disabled Persons by Requiring Certain Buildings, Institutions,
Establishments and Public Utilities to Install Facilities and
Other Devices”.

1. Public and provide buildings and related structures for


public use.

2. Building and related structures to be constructed.

3. Parking Area and Slots

- Strategically locate parking areas near from and to


building entrance and exits.

4. Renovated Structure

- Any function areas of new designs/plans of structure to


be reconstruct, should be barrier free.

- Access to elevator (accessible at any other level)


should have a clearance minimum of 800 mm.

5. Streets

- Cut out curbs and ramps, should be constructed using


non-skid floor materials to aid the sight impaired and
persons using wheelchairs.

- Audio visual street signs and aids for pedestrian


crossing

- Overpassing and underpasses maybe waived.

- For existing streets and highways that have to be


repaired and renovated, part or the entire pedestrian
crossing should be included.

6. Telephone booths accessible for disabled persons


- Provide one telephone booth on particular place and
shall be accessible to disabled person.

Rule 2 – Minimum Requirement for Accessibility

Design Criteria

Anthropometrics and Dimensional Data as Guides for Design.

The minimum and maximum dimensions for spaces in the built


environment should consider the following criteria:

- The varying sizes and statures of the persons of sexes,


their reaches and their lines of sight at both the
standing and sitting positions.
- The dimensional data of the technical aids of disabled
persons. Included in the second consideration are the
dimensions of wheelchair; the minimum spaces needed for
locking and unlocking leg braces plus the range of the
distances of crutches and other walking aids form
persons using such devices.

Anthropometrics and Dimensional Data as Guides for Design.

- The length of wheelchairs: 1.10 m to 1.30 m.


- The width: 0.60 m to 0.75 m.
- A circle of 1.50 m in a diameter is a suitable guide
in the planning of wheelchair turning spaces.
- The comfortable reach of persons confined to
wheelchairs is from 0.70 m to 1.20 m above the floor
and not less than 0.40 m form room corners.
- The comfortable clearance for knee and leg space
under tables for wheelchair users is 0.70 m. counter
height shall be placed at a level comfortable to
disabled persons.

Standard of Accessibility for special type of facilities

The provision of this section shall apply to the specified


type of facilities and identified specific requirements for
accessibility and usability which shall be provided for each
of the lited occupancy uses.

Auditoriums, assembly halls, theaters, and related facilities:

- Seating for the disabled shall be accessible form the


main lobby to primary entrances, together with related
toilet facilities.

- In all assembly places where seating accommodation is


provided, there shall be spaces for the disabled
persons as provided.
- When the seating capacity exceeds 500 an additional
wheelchair seating space shall be provided for each
total seating capacity increase of 100 seats.
- Readily removable seats may be installed in these
spaces when such spaces are ont required to accommodate
wheelchair users.

Rule 5 Administration and Enforcement

Responsibility for Administration and Enforcement

The administration and enforcement of the provision of


these Rules and Regulations shall be vested in the secretary
of the public works and highway and the secretary of
transportation and communication.

AN ACT ESTABLISHING A COMPREHENSIVE FIRE CODE OF THE


PHILIPPINES, REPEALING PRESIDENTIAL DECREE NO. 1185
AND FOR OTHER PURPOSES

Section 1. This Act shall be known as the "Revised Fire Code


of the Philippines of 2008".

Section 2. It is the policy of the State to ensure public


safety and promote economic development through the prevention
and suppression of all kinds of destructive fires and promote
the professionalization of the fire service as a profession.
Shall enforce all laws, rules and regulations to ensure
adherence to standard fire prevention and safety measures and
promote accountability for fire safety in the fire protection
service and prevention service.

Section 3. Definition of Terms. - As used in this Fire Code,


the following words and phrases shall mean and be construed as
indicated:

Reduction - Any demonstration that would eliminate or kill a


fire danger.

Executive - Any individual who goes about as specialist of the


proprietor and deals with the utilization of a structure for

Impacting Agent - Any material or blend comprising of a fuel

Section 15. Official Decree No 1185 is thusly revoked. All

conflicting with this Act, are therefore canceled or corrected

or any segment thereof is pronounced illegal by a capable

Section 17. This Act will produce results fifteen (15) days
after its distribution in the Official Gazette or in two (2)
