1. It serves as the supreme and fundamental law.

2. It establishes the basic framework and underlying


principles of government.

September 15,1898 – The Malolos Congress
convened in Barasoain Church in Malolos,
Bulacan.

The drafting of the Philippine Constitution, was


the most important achievement of the Malolos
Congress.
The Malolos Constitution was
ratified by the Malolos Congress on
November 29, 1898.
The Malolos Constitution established
a republican government with three
branches:

1. Executive
2. Legislative
3. Judicial
The ratification of the Malolos
Constitution paved the way to the
establishment of the First Philippine
Republic and the inauguration of
Emilio Aguinaldo as the President on
January 23, 1899.
The 10-year period of transitional
government is known as the
Commonwealth Government.
Election was held in September 1935, upon the
approval of the 1935 Constitution.

Manuel L. Quezon was elected as the president


of the Commonwealth Government.

The 1935 Constitution provided the legal basis


of the Commonwealth Government of the
Philippines.
April 23, 1986 – President Corazon C.
Aquino issued Proclamation Number 9
which created a Constitutional
Commission (ConCom).
The Constitutional Commission was
tasked to draft a new constitution to
eradicate the authoritarian features of
the 1973 Philippine Constitution.
Some salient features of the 1987 constitution:

*Reinstitution of democratic government


*Separation of church and state
*Sovereignty of the people
