The contents of this Circular Minute must be brought to the notice of all eligible officers and
employees on your establishment without delay, including those in all Regional / District offices.
Institutions must notify all candidates who qualify for post in this circular minute even if they are
absent from their normal places of work to apply.
DIRECTIONS TO CANDIDATES: -

(b) Certified copies of educational qualifications – not copies of certified copies.

MINIMUM REQUIREMENTS FOR THE POST:


 Senior Certificate (Grade 12)
 A basic qualification (i.e. Diploma/Degree in Nursing) or an equivalent qualification that allows
registration with the South African Nursing Council (SANC) as a Professional Nurse
 A Post-Basic Nursing Qualification with duration of at least 1 (one) year accredited with the
SANC in a Primary Health Care Speciality
 A minimum of 10 (ten) years appropriate/recognizable experience in Nursing after registration
as a Professional Nurse with the SANC in General Nursing
 At least 6 (six) years of the referred to above must be appropriate/recognizable experience in
the specific specialty after obtaining the one-year post basic qualification in the relevant
specialty
 At least 5 (five) years of the referred to above must be appropriate/recognizable experience at
a management level within Primary Health Care.
 Proof of current registration with SANC (2021).
 Current RegValid Driver’s Licence (unendorsed).
 Proof of detailed previous and current work experience endorsed and stamped by HR or
Employer must be attached and submitted together with the application.

KEY PERFORMANCE AREAS:
GENERAL:
 Represent own discipline as a member of a District Clinical Specialist Team responsible for
the delivery of quality health care for mothers, new-borns and children at all levels within a
health district.
 Promote equitable access to an appropriate level of care for all mothers, new-borns and
children throughout the district.
 Maintain personal competency in own clinical discipline.
SUPPORT SERVICE DELIVERY:
 Support clinics, community health care Centres and district hospitals with all aspects of service
delivery related to own discipline.
 Promote effectiveness in all facilities through supporting outreach programmes and
developments, dissemination or implementation of clinical protocols and standard treatment
guidelines aligned with national norms and standards.
PROVIDE EDUCATION AND TRAINING:
 Facilities and participate in the development, training and mentorship of health professionals in
all facilities within the district.
 Facilitate and participate in the development, training and mentorship of nursing and allied
health professional and community workers under their supervision.
SUPPORT HEALTH SYSTEMS AND LOGISTICS:
 Work with the district management team to establish and maintain systems including
surveillance, health information and referral guidelines and process to support the delivery of
services.
 Provide support to ensure appropriate infrastructure, equipment, resources and sundries for
the provision of quality clinical care.
MONITOR AND EVALUATE SERVICES:
 Assist, support and participate in risk management activities for patients (e.g. critical event
analysis, morbidity and morbidity meetings) practitioner (e.g. infection control) and the
organization (e.g. performance reviews).
 Assist, support and participate in the clinical audits and quality improvement cycles in health
facilities and, where appropriate, in community settings such as schools and Ward Based
Primary Health Care teams.
 Implement effective monitoring and evaluation processes, effective use of date and
appropriate reporting in outputs and health outcomes •Assist, support and participate in
relevant research.
COLLABORATE, COMMUNICATE AND REPORT EFFECTIVELY:
 Foster effective teamwork and collaborate within the district specialist team and with other
professionals in the district involved in the delivery of Primary Health Care.
 Enable engagement with the local community and relevant non-government organizations,
promoting adherence to district clinical and public health guidelines as appropriate.
 Facilitate and ensure effective communication with all management structures within the
district, the regional and tertiary hospitals relevant as well as provincial Department of Health.
 Present regular reported on activities, health services and programmes.
SUPPORT ORGANISATIONAL ACTIVITIES:
 Assist with strategic and operational planning of service in the district and/or catchment area of
the regional hospital.
 Co-ordinate and supervise discipline related services with the district.
 Assist with the recruitment and management of relevant human resources.

 Compile, implement and manage primary health care plans which enable the efficient and
effective roll out of health promotion programmes and practices in the sub-district.
 Participate in quarterly reviews, analyse results and realign strategies to improve service
delivery at clinics under uMhlathuze sub-district.

 Ensure the efficient and effective utilization of resources allocated to the component,
inclusive of the development of staff. Monitor, support and evaluate community education
events to establish their effectiveness.
 Coordinate subordinate functional initiatives to ensure that primary health care and
community based programmes are integrated enabling the efficient delivery of health care
messages to the public at large.
 Ensure the development of an integrated, effective and efficient public health system for the
District.
 Monitor indicators which measure the impact of primary health care programmes in order to
positively impact on health practice.
 Ensure the development, implementation and monitoring of work plans by the clusters to
accomplish the objectives and outcomes identified in the District Service Delivery Plan/policy
imperatives.
 Ensure the effective, efficient and economical management of allocated resources of the
sub-directorate.
 Manage, coordinate and facilitate processes to priorities health service delivery initiatives.
 Ensure functionality of community outreach services within the district. Ensure coordination
of all stakeholders working closely with the sub-district.
 Perform other duties as assigned by the Supervisor or other senior official.
