PROJECT MONITORING AND EVALUATION

Monitoring is the collection and analysis of information about a project undertaken while the
project is ongoing. Evaluation is the periodic, retrospective assessment of a project that might be
conducted internally or externally.

Monitoring and evaluation are ways of systematically measuring and assessing project activities
and results. Their purpose is to check on the progress of implementation and outputs. They help
to determine whether the activities are going with the plan or when changes may be needed.

As a future project engineer, present your Monitoring and Evaluation scheme or strategy by
answering the following questions comprehensively with the necessary justifications and
elaborations.

1. What do you monitor? Give at least nine (9) items that you monitor and classify each of
the said items as Highly Prioritized (HP), Moderately Prioritized (MP) or Least
Prioritized (LP).

a.) The Construction (HP)


b.) Environment (MP)
c.) Quality Control (HP)
d.) Timeliness and Meeting (HP)
e.) Negotiations, Suppliers and Supplier Performance (HP)
f.) Health & Safety (HP)
g.) Costings and Materials (MP)
h.) Conformance with Plans and Specifications (LP)
i.) Targets (MP)

2. When do you monitor? Identify the period, stage or part of the project when you carry
out a monitoring task. If necessary, specify the frequency of monitoring.
 This is when monitoring happens and its stages.

 Pre-construction
o Before construction starts, all legalities must be completed. Monitoring in this stage
is very essential to ensure safety and possible outcomes for this project.
 Site Works
o Depending on the type of land you’ve purchased will influence what amount of site
works get completed. Careful monitoring is needed.
 Slab Down
o The slab down stage is when the concrete slab gets poured. This forms the
foundation of the home. All foundation plumbing works are prepped before the slab
is poured
 Plate High
o At this point, the external and internal brick walls are constructed and electricians,
plumbers, and engineers install essential wiring and pipes for power, water and gas.
 Roof Completion
o This is when your house really starts to look like a house. This is when the roof gets
put on.
 Lockup
o This is the stage when all your doors and windows can be locked. As your home is
now secure, plumbers, electricians, tilers and carpenters can complete their work.
 Cabinets, Fixtures and Fittings
o Here, all kitchen, laundry and bathroom cabinets and benchtops, tiling, tapware,
mirrors, basins, baths and shower screens are fixed into position. All these fixtures
and fittings are selected by you at the pre-start stage before construction.
 Practical Completion
o This stage is all about finishing the home ready to be viewed by you to ensure
everything is finished to your expectations. By this stage, all paving, lighting,
painting, air-conditioning and appliances will be installed.
 Post-Construction Maintenance
o It is wherein builders offer you a maintenance period where they will come to your
home either 6 months or 12 months after you have built to fix any areas that need
work after the house has settled down. Monitoring is still necessary in order to ensure
a job well done for the project.

3. Who do you monitor? Specify the person/s that you need to monitor and elaborate
accordingly.
 Construction Manager
o The construction manager is responsible for overseeing the entirety of the
project from start to finish.
 Estimator
o The estimator is responsible for estimating the costs, materials, and labor
needed to complete a project.
 Architect
o the architect is responsible for envisioning the client’s needs and developing
a creative solution.
 Supervisor
o The job supervisor acts as an intermediary between the field workers and the
management office to ensure effective communication.
 Construction Expeditor
o The construction expeditor manages the flow of materials from supplier to
project.
 Construction Worker
o Construction workers are the driving force of every project. They must be
able to operate heavy machinery, lift large objects, and perform typical
construction tasks. Aside from their physical requirements, they must be able
to effectively comprehend instructions they receive from their supervisors,
and work collaboratively with other team members. They are the most
important people to monitor.
 Other Engineers
o Other engineers are very also important on a jobsite and may specialize in
building, electrical, mechanical, highway or heavy.

 Electrician
o The electrician is in charge of making electrical connections in a building.
This includes installing the wiring for all electrical structures in a building
and ensuring their functionality.
 Construction Foreman
o The foreman is the head of the workers in the field. He must also be involved
on monitoring and evaluation for he oversees the project on-site and tracks
worker’s timecard and completion of tasks on schedule. The foreman is the
direct response for any problems or injuries that occur on a job site.
4. How do you monitor? Present in a detailed manner how you implement your monitoring
and evaluation task.

 Identifying the different units involved in planning and implementation.


 Identifying items on which feedback is required.
 Developing proforma for reporting.
 Determining the periodicity of reporting.
 Fixing the responsibilities of reporting at different levels.
 Processing and analyzing the reports.
 Identifying the critical or unreliable areas in implementation.
 Providing feedback to corrective measures.

5. What are your Monitoring & Evaluation Tools? Identify the materials that you use when
you do your Monitoring & Evaluation task and explain accordingly.

o The tools I have used for monitoring and evaluation is first my criteria for the
different categories in the work. Next is my software wherein I input the data I have
gathered and there, I will fill the gaps between the strengths and weaknesses I have
monitored to come up with strategic planning or better recommendations.
