8 1) Where there are not more than three Indian Suppliers categorized as Yes Yes Not Allowed
Approved Vendor for a particular item, developmental vendors will be
considered for placement of bulk order without any quantity restrictions,
duly factoring in past performance, capacity, delivery requirements,
quantity under procurement, nature of item, outstanding order load etc.,
subject to rates being reasonable. 2) Quantity allocation amongst such
eligible vendors shall be based on pre-decided tender criteria. 3) Such
orders shall be treated as bulk orders. 4) Indian Supplier shall be as defined
in Para 10(e) of Public Procurement (Preference to Make in India) Order
2017, which is as follows:
