AN ORDER ACTIVATING THE INCIDENT COMMAND SYSTEM PURSUANT TO


SEVERE WEATHER BULLETIN NO. 4 ISSUED BY DOST-PAGASA ON TROPICAL
STORM CRISING AFFECTING THE PROVINCE OF DAVAO DEL NORTE

WHEREAS, the Philippine Disaster Risk Reduction and Management Act of 2010 (RA
10121) declares that it is the State’s policy to address the root cause of vulnerability to disaster
by gathering the institutional capacity for disaster risk reduction and management (DRRM) and
building resilience of communities to disasters and climate change;

WHEREAS, the DOST-PAGASA issued Severe Weather Bulletin #4 at 2:00pm of May 13,
2021 stating that the center of Tropical Storm “CRISING” was estimated based on all available
data at 250 km East of Davao City, Davao del Sur;

WHEREAS, Tropical Storm “CRISING” has a maximum sustained winds of 65 kilometer


per hour (kph) near the center and gustiness of up to 80 kph, while moving west northwestward
at 25 kph. The weather disturbance may bring heavy rains and strong winds in the entire Davao
Region based on PAG-ASA’s forecast data;

WHEREAS, there is a need to activate the Incident Command System (ICS) with
recommendation from the Municipal Disaster Risk Reduction Management Council (MDRRMC) to
respond immediately in case a calamity or disaster strikes t be able to respond immediately in
case a calamity or disaster strikes thus, preventing the unnecessary loss of life, minimizing
damage to properties;

NOW, THEREFORE, I, ERNESTO T. EVANGELISTA, Municipal Mayor of Santo Tomas,


Davao del Norte, by virtue of the power vested in me by law, do hereby order the following:

SECTION 1. ACTIVATION OF THE ICS, EOC and BDRMCs—The Incident Command


Post and the Emergency Operation Center and all the Barangay Disaster Risk Reduction and
Management Committees are hereby activated effective immediately at 5PM, Thursday, May 13,
2021. Anent hereto, all MDRRMO personnel shall report at the Emergency Operation Center
(Responder Ni Tomas Headquarter) for instruction while all BDRRMCs shall likewise report to their
respective Barangay Disaster Operation Centers.

SECTION 2. MONITORING OF WEATHER DISTURBANCE—All MDRRMO/ BDRRMO


personnel shall monitor the weather disturbance and submit progress report on the occurrence
of hazards, and disasters in your respective AORs. The same shall be forwarded to the EOC for
monitoring purposes and shall serve as a basis for appropriate actions.

SECTION 3. EFFECTIVITY-This Executive Order shall take effect immediately.
