Whereas Government Order read as 1st above lockdown has been clamped in
the entire state of Kerala with effect from the 08th of May 2021 to 16th of May 2021
and subsequently as per the paper read as 6th above lockdown period extended from
17th May 2021 to 23rd May 2021.
Whereas it has been made to appear to me that a surge in Covid19 positive
case load is existing in Several Local Self Government areas of this District in spite
of the best collective efforts of all Government departments, and any laxity in
following Covid Protocol further will seriously endanger human lives in large
numbers and ruin public health,
AND Whereas, it has also been made to appear to me that in the event of an
unmanageable further surge, the health system in the District may be overwhelmed
leading to high mortality, and as such all possible steps to observe Covid-19 protocol
are to be followed in this District. The covid19 positive case load and quarantine
cases in several LSGI areas are showing an alarming trend. As such the test positivity
rate in these areas are also remaining high.
AND Whereas, I am satisfied that more stringent measures to ensure physical
distancing is inevitable in these LSGI area where test positivity rate remaining high
to prevent the violation of Covid protocols by General Public.
And whereas I am also convinced from the daily review meetings along with
the Police, Health, LSGD and other stake holding departments that further steps are
necessary to contain the spread of pandemic in this district.

And whereas I am personally and subjectively satisfied that in order to rein in
the unabated surge of covid19 cases and prevent a human catastrophe in this district,
there is an urgent need to invoke more stringent measures to ensure physical
distancing among the people and thereby to ensure public safety in LSGI areas where
the average test positivity rate is above 30% during the last week.
Therefore, I Abdul Nasar B IAS, being the Chairman District Disaster
Management Authority, Kollam in exercise of my powers conferred upon me under
Section 26(2), 30, 33 & 34 of the Disaster Management Act, 2005, do hereby order
the following measures in the following Local Self-Government areas appended to
this order as Annexure-A
1. Shops dealing with food, groceries, fruits and vegetables, dairy products,
meat and fish, animal fodder, poultry and cattle feed, bakeries will be
closed including for home delivery purposes by 2.00 PM.
2. Milk and newspaper distribution shall be completed before 8.00 AM
every day.
3. Fair Price Shops (Ration / PDS / Maveli / Supplyco Shops ) and Milk
Booths are permitted to function on all days till 5.00 PM
4. Restaurants and Hotels will be allowed to function from 7.00 AM to
7.30 PM with home delivery services only. No dine-in and take-away /
parcel shall be allowed in any Restaurants or Hotels in the said Local
Self Government area.
5. Medical Shops, Petrol Pumps, ATMs, Shops selling life-saving
equipments, hospitals and other clinical establishments shall function on
all days without time restrictions.
6. General Public is advised to buy provisions and vegetables from the near
by shops and not to travel long distances for the purchases of provisions
and vegetables. General public will be prevented from travelling long
distances for purchases of essential commodities.
7. Shops not covered under points mentioned above shall remain closed.
8. All open markets shall be remain closed until further orders in these
areas.
9. All petty shops / Thattukada (Mobile vending) selling fruits, vegetables
etc…on road sides and junctions shall be closed
10.All construction activities except Government works shall be stopped
and shops selling construction materials will also remain closed.
Other General Restrictions
1. Entry and exit from other places shall be strictly regulated by police.
Strict perimeter control shall be ensured and movement will be regulated
by the police.
2. Media persons travelling to and from these areas shall obtain special
pass from police.

3. Household helps, Home Nurses and Caregivers shall obtain online pass
for their travel. Technical (on call electrical and plumbing services)
shall be permitted after obtaining online travel pass.
4. Online travel pass from police can be obtained at
pass.bsafe.kerala.gov.in

All the earlier restrictions in force since 06.05.2021 by SDMA with regard to
lockdown shall continue.
Any person violating these orders will be liable to be proceeded against as per
the relevant provisions of Disaster Management Act, 2005, Kerala Epidemic Disease
Ordinance, 2020 and other relevant laws in force.
This order shall be in force from 06:00 Hours of 21st of May 2021
