Evacuation Route

After the blaze, the Ozone Disco was described as a firetrap. The clubs emergency exit had been
blocked after a building had been constructed next door; meaning the building had no proper fire
exit installed.It was also found that guards had locked the front exit to the club. They had
assumed that a riot had broken out inside the venue.

Six individuals involved with Westwood Entertainment faced criminal charges after the incident.
The president of Westwood Entertainment, Hermilo Ocampo, and the corporation’s treasurer,
Ramon Ng, were found guilty by a Quezon City trial court and sentenced to a four-year prison
term, and fined 25 million pesos each. The courts also ordered them to repay families of the
deceased 150,000 pesos as well as 100,000 pesos to the those injured during the event. Hermilo
Ocampo, and Ramon Ng were found guilty due to their negligence in meeting standards set by
the building code. They had failed to provide sprinklers inside the establishment, the fire
extinguishers they had put in place were found to be defective. The lone exit which had trapped
the guests due to opening inwards also did not meet the standards of the building code. A former
employee actually claimed that the inward swinging doors were put in place due to it being good
Feng Shui. A week before the 19th anniversary of the tragedy, the building which housed the
Ozone Disco was demolished. All that remains is the memories left with the few survivors of
that devastating evening.

2. Evacuation area

The building capacity itself was already problematic, the club was intended to accommodate
only 100 persons at most. There were more than 300 patrons plus the in-house staff of 40
employees, that level of overcapacity was a recipe for disaster in the event of an emergency. It
was also discovered that only one doorway existed that was used both as an entrance and an exit,
even worse was that this doorway swung open inwards. This explains why so many of the people
inside struggled to escape: they could barely open the door. The business owners later disclosed
during their trial that the design was intentional as it was “good feng shui”. The court
proceedings revealed more irregularities in the building’s architecture, and officials from the
local City Engineer’s Office were held accountable for issuing a building permit to an obviously
problematic design. Seven Quezon City local government officials were found guilty in 2014 of
graft and corruption, it was revealed that they had connived with the business owners to issue the
permit. Two board members of the parent company that owned Ozone Disco were also found
guilty. All were handed 6-10 year jail sentences, while the ex-public officials were also
perpetually barred from government positions. And because of that negligence, many human
lives were lost due to a disregard of proper building codes and legally-mandated work safety
standards.

3. Evacuation policy and procedure

The personnels must assist injured person or notify emergency responders of the


medical emergency. Exit the building with the use of fire emergency exits or the nearest doors.
4. Awareness of staff and guest regarding evacuation policy and procedure

They didn’t make to abide the evacuation policy and procedure, because they panicked
and they were out of control. The crowd gone wild when the smoke begun to spread, and
only fear crept into their minds. In line with that, the fire was very disastrous so that the
firefighters were only able to extinguish the fire two hours later. Aside from that, the
club's emergency exit was blocked by a new building next door, and that there was no
proper fire exit installed. It was also reported that the exit had been locked from the
outside by the club's security guards, who had thought that a riot had taken place.

5. Level of causality
 Number of people injured/died

On the night of March 18, 1996, Ozone Disco held an estimated 350 guests who wanted
to celebrate the end of one chapter of their lives and start a new one, many with third-degree
burns. And, nearly half of that crowd—162 at least—however, had to end their story abruptly. 

 Damage of facilities/equipment
Ozone Disco tragedy is one of the worse fire incident in the Philippines, and the whole
establishment has been ruined, buildings were totally burned or destroyed, huge amounts of
investment went up in smoke in a matter of hours and those who were lucky enough to escape
and survive suffered the tragedy of losing their jobs, their source of income and livelihood.
