Medical prac/ce in Malaysia
•  Is govern by:
–  Medical Act 1971
–  Medical Regula/on 1974
–  Medical (Amended) Act 2012
–  Code of professional conduct
–  Du/es of a doctor comprising Good medical
prac/ce and Confiden/ality
–  Registra/on procedures & guidelines

Type of registra/on for
foreign medical prac//oners
•  Full registra/on
–  Full registra/on as per Sec/on 14(3)
–  For limited/restricted prac/ce
•  Period, place and area of prac/ce
•  Temporary prac/cing cer/ficate
–  Registra/on as per Sec/on 16(1)
–  For those registered with foreign regulatory body
–  Is meant for training, research and training cum-
employment.
•  Na/onal specialist registra/on with NSR
–  For those to prac/ce as specialist
Evalua/on Commi2ee
for considering registra/on
•  The Malaysian Medical Council established
two evalua/on commi2ees:
–  Evalua/on commi2ee for Primary medical
qualifica/on
–  Evalua/on commi2ee for Specialist medical
qualifica/on, will be :
•  assisted by the Specialty sub-commi2ee
•  Applica/on for registra/on of foreign
specialist is to be made by the employer
Requirement for Registra/on
Full registra/on / NSR registra/on
•  Possess a primary medical qualifica/on (PMQ) which is
listed in the Second Schedule, and
•  Has qualifica/on in specialty which is recognized, and
•  Has postgraduate qualifica/on (SMQ) which is recognized
or acceptable to Council, and registrable with NSR
•  Being offered to be employed in any of the hospital in
Malaysia
•  The registra/on is limited to the stated dura/on, place of
prac/ce, area of prac/ce
•  Applica/on for registra/on is subjected to fulfillment of
requirement as per guidelines specified for that.
•  Has proven to the Council that he is fit to prac/ce and of
good character
NSR registra/on – requirement
Sec/on 14(b) - Medical (Amended) Act 2012
•  He has been fully registered under Sec/on 14,
and
•  He holds a recognized specialist qualifica/on
•  He has a2ended specialized training in that
specialty in a recognized ins/tu/on
•  He fulfilled all requirement for registra/on
•  He has proven to the sa/sfac/on of the Council
that he is fit and is of good character
•  For foreigner, he is offered employment
Recognized qualifica/on
•  List of the recognized primary medical
qualifica/on as per Second Schedule of the
Medical Act 1971 is available on the MMC
website
–  www.mmc.gov.my
•  List of the recognized specialist qualifica/on
and requirement for registra/on is available
on the NSR website
–  www.nsr.org.my
Other requirements
•  Proof of fitness to prac/ce and of good
character
•  Documentary evidence of his training in the
country of qualifica/on, and
•  The evidence of registra/on with regulatory
authority in that country
•  Proof of proficiency in English and B Malaysia.
General criteria for registra/on
for prac//oner with un-recognized specialty qualifica/on
1.  He is regarded to be of interna/onally renowned in that par/cular specialty /
subspecialty; or
2.  His specialty training programme meets the standards required, is benchmarked to
the local postgraduate programme, or those in the UK, Australia, New Zealand,
Canada, US or Singapore; and
3.  He has met the professional requirements for the relevant specialty as evidenced by
his poriolios, log books, cer/ficate of comple/on of training; and
4.  He provide report from his supervisor a2es/ng to the training he has undergone; and
5.  He has at least five years experience in the specialty aler he obtained the specialty
qualifica/on; and
6.  Has at least four years experience in the specialty in the hospitals of adequate size
and standing.
7.  Where appropriate may be subjected to some form of assessment by the EC, ………
interview/exam
8.  The interview may be conducted by a panel appointed by the EC and to be chaired by
Council member.
9.  If need be, the EC may required him to work for not more than one year in approved
prac/ce seong.
10.  The applica/on may be considered based on case to case basis, according to the
experience and standing of the prac//oner.
Documenta/on to be submi2ed
•  Cer/fied true copy of the medical qualifica/on – PMQ, SMQ
•  Cer/fied true copy of the registra/on with the regulatory authority in
which the applicant prac/ce
•  LOGS from the medical regulatory authority
•  Fitness to prac/ce declara/on
•  Updated curriculum vitae:
–  Summary and evidence of training received/competencies achieved
(Log book, poriolios of ac/vi/es and experience gained)
–  Summary of hospital/ins/tu/ons worked
–  Professional work experience (clinical, research, academic)
–  CPD ac/vi/es /upda/ng skills and knowledge
•  Two referees, cons/tute of senior colleague or supervisor
•  Copy of passport where applicable
•  Reports and no objec/on le2er from previous employers for those s/ll
working in Malaysia.
Temporary prac/cing cer/ficate
•  TPC is not for full employment
•  It is meant for :
–  short training ac/vi/es
–  research ac/vi/es
–  training cum employment
•  Applica/on is to be made by organizer /
sponsor /supervisor
