Content Standard: The learners demonstrate an understanding of the historical background of

Philippine democratic politics, the executive, the judiciary, and decentralization and local governance.

Performance Standard: The learners shall be able to explain the roles of different political institutions.

Learning Competencies: The learners are expected to examine how decentralization affects
governance.

Objective: At the end of the lesson, the students are able to identify and discuss the four (4) benefits
of Decentralization to governance.

Topic: The 4 Benefits of Decentralization to Governance
Reference: Learner’s Materials, Politics and Governance by Dionisio C. Rivas
Materials : power point slides, tv monitor, laptop, manila paper, meta cards , pentel pen
Skills Integration: Identifying and performing skills, reporting(communicational skills), ICT
Values: Participation and cooperation
Subject Integration: English (sentence construction and comprehension)

I. Procedure
A. Preliminary Activities ( 3 minutes)
 Prayer
 Greetings /Checking of Attendance
 Classroom Management
B. Review (3 minutes)
 Name it! – Let the students identify the basic programs and services in the Local
Government Unit that is shown in the picture.

C. Motivation ( 3 minutes)
 Let the students answer the following questions.
1. Are the basic programs and services you have identified, had helped you during
this time of pandemic? In what way?
2. Follow-up question, arrange the entangled letters – ETBNFSI ?

D. Presentation of the Lesson (6 minutes)

 Present the objective of the lesson.
 Activity 1: “MASKIPOP” (3 minutes to prepare and 2 minutes presentation)
 Form 4 groups, choose a facilitator, recorder and presenter of output.
 Let the students prepare one whole sheet of manila paper, and fold into 4
columns, write down your answers in a separate sheet of paper.
 Guide Question: Write down all the activities or services delivered to the
barangay constituents.
  Presentations of output: Every presentation, the teacher will give feedback

 Better delivery of services
Under the Local Government Code, responsibility for service
delivery was devolved and delegated to the LGU’s. It is the ability of
the LGU to fund necessary service delivery.
 Fosters state-citizen relationship
Joint participation when members of a community take part in a
joint analysis which later results in formulation of action plans,
creation of new local agencies, and improvement of those that
already exist. Created groups monitor local decisions.
 Promotes democratization
Participation by voicing their opinions, at these level government
authorities consult with the population about a particular issue
existing in the community, but members of the community do not
participate in decision making.
 Shapes local development
Self-mobilization, members of a community participate in
development and advance initiatives independently from outside
bodies. Public participation in local decision-making must be an
everyday part of citizens’ lives. The high level of public participant is
indicative of a developed constitutional state.

E. Application : (5 minutes)

 Use the manila paper you prepared in the first activity.

 Call students to pick paper with corresponding color. In the paper is the topic that
they are going to give an insight (What is it? What they have learned?)
