Dear City Council, Attorney Stuparich, Interim City Manager Souza and Director O’Bryon,

As many of you know, I have had grave concerns with the Mayor’s behavior and I believe much of it
to be illegal and unethical. Recently, it has gotten worse not better and so today I have submitted a
formal complaint to the Florida Commission on Ethics. I am attaching a copy of that complaint here. I
request that you also investigate and take appropriate remedial action. Finally, I am requesting
whistleblower protection under Florida law.
