When applicable codes and standards described are in conflict with any of the requirements of this KNPC standard or related data sheets, clarification from purchaser shall be obtained for appropriate action. This standard also includes tank connections and appurtenances. It defines and limits certain alternatives. In applying this standard and the details pertinent to the tank, the Vendor accepts full responsibility for the detail design, construction, testing, and conformance to the referenced codes and standards, regulations, and the requirements of the purchase order. Commodity specifications include individual tank data sheets for each item. ‘The data sheets contain the basic information, needed for design. Orientation drawings showing locations of nozzles and external attachments will be issued after an order is placed. Some requirements of this standard may be modified in the commodity specification or by specific requirements on the tank data sheets. In case of a conflict, the specific requirements supersede this standard. DEFINITIONS ON TANK CAPACITY The tank data sheet of the tank commodity specification shows the required tank capacity in barrels. The API tank data sheet shows the tank capacity in barrels too, but in addition provides the Nominal tank capacity and the Net Working tank capacity. API STORAGE TANKS Page 5 Rev. 1 Date: Apr. 12, 1984 KNPC ENG STD 1401 Here after follow the definition for Net Working and Nominal tank capacity. 21 2.3 - The Net Working tank capacity is the minimum ligula capacity required, excluding any tank capacity for liquid Heel and Vapor space. ‘The Nominal tank capacity is the Net Working tank capacity plus the tank capacity of one (1) foot or more in height, for the Vapor Space above the highest liquid level (HLL), plus the tank capacity of the Liquid Heel. The Liquid Heel is the height of the tank below the low liquid level (LLL), measured from the bottom ID of the outlet nozzle inside the tank to the inside bottom plate of the tank. The quotations for field erected tanks shall also include the Vendor's inepection standards for acceptance of the = tank foundation. The Vendor shall furnish a quotation for the specific tank dimensions shown on the individual tank data sheets. An alternative quotation may also be offered for any tank with the diameter and height adjusted by a small amount to make the most economical use of trimmed plates, or to provide necessary free board, provided the required nominal and net working capacities are furnished and the changes 3 result in a more economical tank installation. 4 APPLICABLE CODES & STANDARDS The requirements contained in the latest edition of the following codes and standards shall be used and are part of the requirements of this standard. 4.1°~ API-650 “Welded steel tanks for oil storage" - for atmospheric pressure storage tanks 4.2 API-620 Low pressure storage tanks. 4.3 API-2000 Venting for atmospheric and low-pressure storage tanks. 4.4 ASTM Standard (for main material). 4.5 ASTM Standard or equivalent (for other materials). 4.6 ANSI-Standard. Fire Fighting 5.1 DESIGN LOADS a) (2) Vendor's design calculations shall be based on the loads and combination of loads given dn KNPC ENG STD 40A6 and the tank data sheets. External loads on nozzles or brackets will cause local shell stres: The Vendor is responsible for any necessary shell reinforcement to carry loads which have been identified in the commodity specification, or which are imposed by the Vendor. API STORAGE TANKS 5.2 (3) Page 8 Rev. 1 Dates Apr. 12, 1984 KNPC ENG STD 1401 ‘The criteria for the maximum allowable stress due to the combination of local loads and other design loads, including test loads, shall be considered as outlined in paragraph UG-23 (c) of the ASHE code section VIII, Division 1, with the exception, that the allowable material stresses shall be in accordance with Table 3-2 of API-650 or Table 3.05 of API-620 which ever is applicable. DESIGN CRITERIA Q) 2) (3) (4) (5) Use the API standard as called for in the commodity specification and the tank data sheet as the design basis. Vendor shall select the materials for the service and design conditions specified, contingent upon approval by Purchaser. Unless instructed otherwise in the commodity specification, the Vendor may, in addition to his proposal complying with the original requirements, offer tanks designed according to any of the alternative design criteria permitted by the API standard, if a more economical tank can be justif! ‘The minimum corrosion allowance, and the surfaces to which the corrosion allowance is to be added, are shown on the tank data sheets. Anchorage of the tank may be necessary in some situations. See KNPC ENG STD 40A6 for anchor bolt design, material and allowable tensile stress. State in proposal whether anchorage ii required. The calculations shall include the loads imposed on the tank foundation for each of the load combinations given in KNPC ENG STD 40n6. 5.3 REQUIREMENTS FOR BOTTOM-, ANNULAR-, SHELL-, AND ROOF The following paragraphs, 5.4 thru 5.7 define: specific criteria for tanks conforming to API~650. Same requirements shall apply to large welded low pressure storage tanks to the extent that they do not contradict API-620 requirements. 5.4 BOTTOM PLATE All bottom plate joints, except the bottom to shell intersection, shall be lap welded with minimum laps of 1 inch. Shingle the laps to shed toward the drain. Single pass fillet welds are not permitted. ‘The bottom plate shall be sloped from the center to the outer periphery. The minimum slope will be 1 inch in 10 feet. 5.5 | ANNULAR PLATE All tanks greater than 40 feet in diameter shall have a ring of annular plates. Annular plates shall be butt-welded with backing strips and shall be of the same material specification and grade as the lowest course of shell plate. API_STORAGE TANKS (3) (4) (5) Page 10 Rev. 1 Date: Apr. 12, 1984 KNPC ENG STD 14A1 Thickness and radial width of the annular bottom plate shall be determined in accordance with API STD 650, paragraph 3.5. Splices in the annular ring shall be full penetration buttwelds. Attachment welds of the annular bottom plate to the bottom shell course shall satisfy paragraph 3.1.5.6 of API STD 650. 5.6 SHELL PLATE qa) (2) (3) (4) (5) All vertical and horizontal shell joints, except shell-to-bottom joints, shall be full-penetration and full fusion butt-weld: Form the top angle ring with the horizontal leg turned out. Attach the vertical leg to the shell with a full penetration butt-weld. The internal surface of tanks shall always be aligned. Single pass butt-welds are not permitted. Weld the plates so that the vertical joints in adjacent shell courses are staggered approximately 1/3 length of the plate. Minimum off-set must exceed five times the thickness of the thicker plate as a minimu 5.7 ROOF PLATES ay) All roof plates shall be lap-welded with minimum laps of 1 inch and a continuous single fillet weld on the outside, except where otherwise specified. A reverse shingle of the laps to the tank outside diameter is required. ‘The Vendor may propose a reduction of the cost for an alternative method of shingling the roof plates as an additional item in his quotation. API STORAGE TANKS pe 5.7 (2) Page 11 Rev. 1 Date: Apr. 12, 1984 KNPC ENG STD 14a1 Design the roof and any supporting structure to support the loads specified in KNPC ENG STD 40A6 plus any equipment loads that may be indicated on the tank data sheets. (a) (») (e) Symmetrical structural shapes, such as I-beams, shall be used for roof support rafters. Roof columns shall be made from structural shapes or steel pipe, subject to approval by Purchaser. Pipe columns are preferred. Each column shall be provided with a base plate (bearing plate) and a top support plate for the attachments of girders and rafters. The size of the base plate (bearing plate) shall satisfy the allowable bearing stress requirement as specified in KNPC ENG STD 40A6. ‘The weld attachments, between the ends of the columns with the base plate and the support plate, shall be continuous welds. Column base plates (bearing plates) shall be provided with column base clip guides welded to the tank bottom to prevent lateral movement. of the column base. Page 12 Rev. 1 Dater Apr. 12, 1984 API STORAGE TANKS KNPC ENG STD 14A1 6 FLOATING ROOFS 6.1 All roofs shall be of the low deck type (minimum vapor space). 6-2 Roof supports shall be of carbon steel pipe, = schedule 80 minimum thickness, 3 inch nominal diameter. Supports shall be adjustable to two positions: (1) ‘The lower position shall permit the roof to go as low as possible without interference with any internal accessories or roof seal mechanism. (2) ‘The upper position (for cleaning) shall Provide for a minimum clearance of 6'-3" between the roof and the tank bottom. (3) Pipe supports for Floating Roof tanks: (a) Shall be provided with sleeves in the opening. i a (») Pin between pipe supports and sleeve shall be of the eye bolt type with nut and neoprene washer to suit the sleeve's curvature. (c) Maximum spacing between two adjacent supports (in diameter or circumference) should not be more than 15 feet. (4) Floating roof anti-rotation device should be of the two roller type, fixed to the pontoon and sliding around the stilling tube. iw API_STORAGE TANKS 6.3 Page 13 Rev. 1 Dates Apr. 12, 1984 KNPC ENG STD 14A1 Bearing plates shall be centered under each support, attached to the shell bottom by a 3/16 inch continuous fillet weld (minimum bearing plate diameter shall be 24 inch). The length of leg support sleeves shall be such that the top of the sleeve shall be above the rain water level when the deck is deflected by a 10 inch rainfall or punctured cénter deck condition. Sleeves shall be projected underside the roof by 15 inches. The top wind girder shall be a minimum of 30 inches wide and shall be provided with handrailing. Sealing system shall be a flexible steel shoe type (Horton type SR-1 or equivalent) with secondary seal and weather shield. When flexible steel shoe-type seals are employed, the roof shall be equipped with vents between the roof rim and the seal shoe. These vents shall release excess air or non-condensable vapors entering the tank through the filling lines. Provide a minimum of two vents for rim seal venting. The design and use of roof drains shall be follows: (1) ‘The floating roofs shall be provided with articulated pipe drains. The inlet for these drains shall have a swing type check valve to prevent product from flowing on the roof if the pipe drain fails. The check valve shall be designed to permit replacement without the operator entering the tank. Two roof drains per tank shall be provided. (2) Articulated roof drains shall be sized per API STD 650, paragraph C.3.8 and shall permit the bottom deck of the pontoon or double deck to be lowered to 15 inches from the tank bottom. Page 14 Rev. 1 Date: Apr. 12, 1984 API_STORAGE TANKS KNPC ENG STD 14A1 (3) Buergency Open drains shall be provided on double-deck floating roofs equipped with a closed drainage system. Emergency drains are not required for those pontoon floating roofs, which are designed to carry at least 10 inches of rainfall, in a 24 hour period. 7 MINIMUM SIZE AND QUANTITY OF ROOF AND SHELL MANHOLES 7.1_ Roof compartments in floating roof tanks shall be Provided with at least one (1) - 20 inch manhole. 7.2 Floating roofs of 60 feet diameter and over shall be provided with two (2) - 30 inch diameter deck manholes for access into the tank. These manholes shall be located diametrically and in opposite positions. Floating roofs with diameters less than 60 feet shall be provided with one (1) - 30 inch diameter deck manhole. Reinforcing pads for nozzles and manholes shall be provided with 1/4 inch NPT tell-tale holes to permit air pressure testing of welds. The tell-tall holes shall be left unplugged and be filled with high melting temperature grease after pneumatic test. Bolting shall be furnished with heavy hex heads and nuts (for manholes, clean-out, vent, etc, but not for product nozzles) All flange bolt holes shall straddle natural centerlines. Gaskets for shell and roof connections shall be compressed asbestos JM 60 or equal. The thickness shall be 1/8 inch. Gasket construction shall conform to ANSI B16. 21. In general all tank shell connections shall be flanged. Nozzle flanges shall be as follows, except where otherwise specified: ANSI B16.5, Class 150 For 20" and RF SO under, and 24" API 605, Class 150 For 22", 26" and RF WN over. The flange face finish shall be per KNPC ENG STD SOA2. Tank nozzles shall be designed to withstand the thrust, moment and dead weight imposed by the attached piping. When couplings are used they must be full couplings with a 6000% rating. For example, couplings in roof for liquid level gauge. Page 16 Rev. 1 Date: Apr. 12, 1984 API_STORAGE TANKS KNPC ENG STD 1401 9 ACCESSORIES 9.1 Breather valves or open vents on tanks shall be designed in accordance with API Standard 2000 for ventilation required for the product stored or atmospheric temperature rise or fall. For nitrogen or fuel gas blanketed tanks, blanket gas control valve failure shall also be considered in addition to API 2000 requirements. These valves are designed to open on failure. Vent minimum size 3 inch Number of vents per tank Minimum of 2 sets 9.2 Vents with breather valves or open vents shall be fitted with screens of 1/4"x5/32"x5/32" mesh. 9.3 Bach floating roof shall be equipped with a minimum of two bleeder vents designed to open automatically when the roof lowers to 3 inches above its lowest operating position or lower leg setting and to close automatically when the roof raises more than 3 inches above its lowest position. he 9.4 The Vendor shall furnish and install liquid level gauges and gauge hatches as specified on the Tank Data sheet of the Commodity Specification, and as required per Article 11 of this specification. 9.5 Gaskets and external bolting shall be furnished for all manholes, handholes and other openings which call for a blind flange or cover. At least four sets of gaskets shall be furnished. One set installed on the tank and three sets unused with proper protection and identification. 9.6 Where elbowes are required use standard long radius 90 degrees elbows. 10 coy API_STORAGE TANKS 9.7 Page 17 Rev. 1 Date: Apr. 12, 1984 KNPC ENG STD 14a) Each shop fabricated tank shall be provided with a minimum of two 1ifting lugs spaced 180 degrees apart at the top of the shell. Lifting lugs shall be designed in accordance with J.3.9 of API Standard 650. All cone roof tanks 12 feet and over in height shall be provided with an API Standard 650, Scaffold Support. This requirement also applies to API Standard 620 tanks. BARTHING 10.1" GAUGE Like 11.2 All tanks shall be equipped with earth lugs. The materials of the grounding pieces shall be galvanized carbon steel. Bonding cable between floating roof and tank shell shall be provided and also metallic (§.S.) shunts shall be provided at main intervals of not over 10 feet on the circumference of the roof. HATCH The gauge hatch shall have a seal with corrosion resistant seats suitable for pressure of 2 oz/sq. inch or design pressure of the tank whichever is greater and a heavy stay back cover. The gauge hatch shall be of @ inch minimum diameter and cover shall weigh 6 1/2 lbs minimum. Larger hatches shall have the same minimum weight per unit area. Gauge hatch covers shall have self closing and non-sparking construction. A minimum of two sete of gauge hatches shall be furnished. A combination of gauge hatch and guide pole assembly - as per Figure 1 attached shall be provided for each floating roof tank, whether or not the tank is to be equipped with an automatic gauge. 12 13 APT STORAGE TANKS Page 18 Rev. 1 Date: Apr. 12, 1984 11.3 When automatic gauging is provided, even manual gauging from the top platform should be provided and Preferably they should be provided side by side. 11-4 A 3/8 inch thick x 14 inch square striking plate shall be provided under each gauge hatch, shimmed level and seal welded to the tank bottom. WATER DRAW-OFF CONNECTIONS 12.1 ‘Tanks in hydrocarbon service shall be provided with * a miniumum of one water draw-off connection, using the API low type shell nozzle. Water draw-off sumps shall be as per API Standard 650. 12.2 Water draw-off nozzle shall be of the double flanged type. 12.3 The water draw-off nozzle and sump shall be furnished and installed by Vendor. MISCELLANEOUS 13.1 For stairways, ladders, and platforms, See KNPC ENG STD 40A6. 13.2 When the roof, slope exceeds 1:12, provide access to roof gauge hatches, valves, and manways by platforms with grating or approved equivalent, for all walking areas as indicated on the orientation drawings. 13.3 Fixed roof tanks shall be fitted with handrailing all around the periphery of the roof. 13.4 All pipe railing shall be seal welded to prevent internal corrosion. CLEAN-OUT FITTINGS Minimum size and quantity of clean-out fittings (flush type) shall be as follows. If the tank data sheet requires higher size PSV nozzles, the same shall govern. NAMEPLATES A name plate shall be provided of a corrosion- resistant material. (Austenitic stainless steel preferred.) The necessary data to be indicated on the nameplate is given in the applicable section of the API STD. When the tank is to be insulated, mount the name plate on a bracket so the nameplate will be visible. 4 API STORAGE TANKS 13.10 Page 20 Rev. 1 Date: Apr. 12, 1984 KNPC ENG STD 14A1 FOUNDATION The tanks will be erected on foundations or supports, furnished by KNPC, and of the type as specified on the tank data sheet. FABRICATION AND ERECTION. 14. J pa API_STORAGE TANKS 14.2 ERECTION a) (2) (3) (4) (5) Date: Apr. 12, 1984 KNPC ENG STD 14A1 Tolerances of tank assembly shall be in accordance with the applied standard. All nozzles and couplings directly connected with piping shall have correct elevations from the surface of the foundation and radial positions (except where otherwise specified on the drawing) after completion of welding and erection and shall remain at the following tolerances. Elevation of norzle attachment +3/8" Radial position of nozzle attachment +9/16" Extension length of nozrle attachment+3/8" Tolerance for manholes to be + 1 inch. Ings, jigs or fixtures, etc., which were attached onto the shell for assembly and erection purposes only, shall the shell after completion of the work in a manner that does not damage the shell base metal. ‘The surfaces from where the lugs, jigs and etc., are removed shall be ground amoothly with a grinder. No holes shall be drilled in shell plate for erection purpo Protection of Shell and Roof Structure during Erection. ‘The Vendor shall submit to the purchaser prior to commencement of construction the method he proposes to employ for the protection of the shell and roof structure against wind damage during erection. ‘The Vendor shall not assume that the use of temporary guys for the shell alone will always be considered satisfactory or acceptab! —J API_STORAGE TANKS 14.3 WELDING qa) (2) (3) (4) (5s) Page 22 Rev. 1 Date: Apr. 12, 1984 KNPC ENG STD 14A1 WELDING PROCEDURE QUALIFICATION TEST Vendor shall conduct the welding procedure qualification test in accordance with the requirements in API Standard 650, or API-620 as applicable. In case where Vendor has already conducted such test at a previous project for KNPC; Vendor may submit the test report of welding procedure instead of conducting the test. Automatic welding procedure qualification test shall be conducted under the purchaser's supervision. WELDER QUALIFICATION TEST Vendor shall conduct the test for all welders assigned to welding in accordance with API Standard 650, or API-620 as applicable When temporary welds are used for the fit-up of shell-to-bottom fillet welds, they shall be removed prior to welding of fillets. Welding undercuts and excessive weld metal build-up, which creates steep angles at corners of fillet welds shall be repaired. Use continuous welds for all joints which because of their location may be subject to corrosion from-entrapped moisture or may cause rust markings on the external surfac Active fluxes which add alloying elements to the weld shall not be used for submerged arc welding. Examples of unacceptable fluxes are Lincoln 700 series fluxes, Linde 231 flux and Hobart F400 and R700 fluxes. See Attachment II. SCHEDULES The Vendor shall furnish schedules of dates of key operations for shop assembly and field erection, 80 that inapection and construction schedules may be coordinated. Notify the purchaser's inepection two full weeks in advance of the start of shop fabrication or field erection. Show a complete nozzle and appurtenance gchedule on the assembly drawing, using the same nozzle identification numbers, as shown on the tank data sheet. Include a complete drawing and assembly list with the firet eubmittal of drawings. Maintain the drawing list current showing revision and issue status of each drawing. Reissue this ‘list with each issue of drawings. (1) Review of all vendor drawings and calculations by Purchaser does not relieve the Vendor of meibility for compliance to the applicable codes, specifications, data sheets or the . accuracy of shop dimensions. (2) The system of measurement to be used in calculations, text, notes, tables, data, ana all dimensions shown on drawings shall be according to the English system of units. (3) Use Standara American drafting practices for all drawings PAINTING 18.1 Painting of external surfaces shall be done in accordance with KNPC ENG STD 83Al. 18.2 The soil side of the tank bottom shall be painted with Bituminous high build coating (Hempinot 1022 or approved equivalent) with a minimum Dry Film ‘Thickness (DFT) of 20 mils, after the plates have been cleared from rust and scales by power brushing and blasting. 18.3 Painting of internal surfaces shall be done in accordance with KNPC ENG STD 83A5. 18.4 Lettering shall be done after the finish painting of the tank. Paint item number on two sides of the shell with lettering 24 inches high. The paint type shall be Epoxy or Acrylic. The color shall be Gloss Black... The location will be shown on the orientation drawing. DRENCHER SYSTEM For tanks protected by Drencher System 96al. see KNPC ENG STD In case of floating roof tanks, a Drencher System is not required for the roof. Riser pipes for tank roof protection and riser pipes for tank shell protection shall not be integrat Each riser will be tied-in with a drenching water supply header at 5 feet above the tank bottom plate. Flanged connection shall be used at each tie-in point. Drencher heads shall be of corrosion-resistant materials against sea water. The drencher heads shall be UL, FM or FOC approved one: The purchaser will furnish line sizes, nozzle sizes, nozzle types, and schematic layout of the drencher systems. 4 VENDOR SHALL PROVIDE THE FOLLOWING DATA TO THE, PURCHASER AS A MINIMUM: (1) Shop and site test/inspection procedures, and o- records. 5 INSPECTION OF FIRE-FIGHTING FACILITIES IN THE SHOP (1) All the water drencher heads shall be visually inspected, and twenty percent (20%) of each type of drencher head, but not less than four, shall be inepected by conducting performance test. 6 INSPECTION OF PIRE-FIGHTING FACILITIES AT SITE (1) Hydraulic test of foam system piping and drencher system piping shall be conducted. (2) Performance test of foam system and drencher system shall also be performed.
