Innovative Practices in Assessment

for Radio-Based instruction

Overview
In the midst of the COVID-19 pandemic, School Year 2020-2020 has undergone
tremendous challenges in delivering quality education to the students. With the office
functions and teachers’ role are put into restricted and limited operation, delivering
quality education has been totally affected. However, the Department of Education
(DepEd) through its schools were able to mitigate the crippling effect of the pandemic
and somehow was able to successfully deliver education through various distance
learning modalities despite the restrictions.
The City Schools Division of Dasmariñas chose online learning modality and
modular learning delivery as its two distance learning modalities for this school year.
However, the newly promoted school principal started a game-changing modality meant
to hybridize modular learning. With that, Dasmariñas North National High School
(DNNHS) spearheaded the Radio-Based Instruction (RBI) which includes complete
lessons for Junior High School, selected elementary and Senior High School, and full
alternative Learning System (ALS) as an alternative supplementary learning platform
after taking into consideration the context of the education in the New Normal that RBI
is one of the suggested learning delivery modalities to support instruction based on
DepEd Order No. 012, s. 2020.
Due to the exponential rise in COVID-19 cases at the end of the second quarter,
Metro Manila including Cavite and other three provinces also known as NCR plus were
put into a stricter Enhanced Community Quarantine (ECQ) last March 29, 2021.Under
ECQ, it was impossible for schools under the NCR plus to deliver and retrieve learner’s
packets to their students. Hence, RBI saved the education of the children at all levels
under a hard lockdown.

Education Must Continue Under Radio-Based Instruction


Under the guidance of DepEd order No. 12 s. of 2020 also known as Adoption of
Basic Education Learning Continuity Plan for School Year 2020-2021 In Light of the
COVID-19 Public Health Emergency, it is timely that DNNHS started its official
broadcasts of lessons through radio-based instructions in their official radio station, TKK
89.5 Northstar FM Radio. This historic moment coincided with the start of Quarter 3 last
April 5, 2021.
Through DNNHS’s TKK 89.5 Northstar FM Radio and guided by the school’s
Learning Continuity Plan, the school is able to operate and deliver instruction despite
the strict restrictions.
DNNHS has adopted various means and channels to deliver the learner’s
packets to the students. Those who have the means to access online were given copies
of the lessons, softcopies of the learner’s packets were given to those who can
download from requesting parents. On the other hand, learners who have no means
due to the restriction of ECQ were given screen shots and photos of the activities they
need to answer. With the sent activities, learners listened to the discussions of the
lessons by the different teacher-broadcasters of the different subjects per grade level so
they can accomplish the activities to be utilized for assessment purposes for them to
have a quarter mark.

On the previous page is the official schedule of Junior High School broadcast
TKK 89.5 Northstar FM Radio. Learners were given the schedule of broadcasts per
learning areas. Learners are able to track the learning areas being aired on a certain
time of the day.

Innovative Practices in Assessment under RBI

Following DepEd Order No. 31, s. 2020 or the Interim Guidelines for Assessment
and Grading in the light of the BE-LCP, assessment is incorporated in the RBI
broadcast. Non-graded activities are incorporated into the scripts where listening and
predictive skills were given focus. However, for graded activities to be considered as
either a written work or performance task, recorded RBI lessons can serve as the
introduction and development of the concepts for particular competencies to be
discussed which guide student listeners. After listening to the broadcasts, all learners
will be given instruction to accomplish the written work and performance task for that
particular MELC per subject. The learners will then submit their answers via messenger
by picturing their answers or outputs or by typing the letters or the word answers just
like in the text messaging or via email.
The contents of the assessment will be aired over the radio, in real-time students
will be able to be guided in answering the questions by the teacher-broadcaster for that
day.

Results are then recovered via text messages, screenshots, pictures, thru e-mail,
individual chats, and other social media platforms. The data collected and activities
sheets returned to the teachers showed an overwhelming 60% submission rate.

Conclusion

Given the constraint of the hard lockdown, RBI was able to supplement learning
to avoid classroom disruptions brought by ECQ and MECQ from April 5, 2020 up to May
14, 2021.

While there were limitations to distribute the learners’ packets for Quarter 3,
teaching and learning has continued with the able leadership of the new school head of
Dasmariñas North National High School, Mr. Francis Kenneth D. Hernandez.

The endorsement given by the new OIC-SDS of SDO Dasmariñas. Mr.


Raymundo M. Cantonjos has given the school more inspiration to continue producing
RBI lessons for all learners within the station’s 10 kilometers to a maximum of 15
kilometers broadcast although, it is beyond the school to identify the assessment
practices of the schools where the learners are enrolled or connected.

Definitely, Dasmariñas North National High School could only vouch for its
practices and the way the school manage to survive the education of its enrolled
learners for the full Quarter 3. Hence, the RBI had been able to incorporate innovative
assessment of learning via its manner of lesson activity sending and the way the
accomplished answers were recovered and this will continue in an improved way once
learners have their individual copies of the learners’ packet where they can read while
simultaneously listening to the broadcast and then answering the required activities
either for written works or performance tasks so they can be given credit for all the
subjects.
