WESTERN CAROLINA UNIVERSITY COLLEGE PANHELLENIC


COUNCIL BYLAWS

Article I. Name
The name of this organization shall be the Western Carolina University College
Panhellenic Council (CPC).

Article II. Object


The object of the College Panhellenic Council shall be to develop and maintain
Panhellenic sorority life and interfraternity relations at a high level of accomplishment
and in so doing to:
1. Consider the goals and ideals of member organizations as applicable to campus
and personal life.
2. Promote superior scholarship and intellectual development.
3. Cooperate with member sororities and the university/college administration to
maintain high social and moral standards.
4. Act in accordance with National Panhellenic Conference (NPC) Unanimous
Agreements, policies and best practices.
5. Act in accordance with such rules established by the National Panhellenic
Conference as to not violate the sovereignty, rights and privileges of member
sororities.

Article III. Membership


Section 1. Membership Classes
There shall be three classes of membership: regular, provisional and associate.

A. Regular Membership
The regular membership of the Western Carolina University College Panhellenic
Council shall be composed of all chapters of NPC sororities at Western Carolina
University. Regular members of the College Panhellenic Council shall pay dues as
determined by the College Panhellenic Council. Each regular member shall have voice
and one vote on all matters.

B. Provisional Membership
The provisional membership of the Western Carolina University College Panhellenic
Council shall be composed of all colonies of NPC sororities at Western Carolina
University. Provisional members shall pay no dues and shall have voice but no vote on
all matters. A provisional member shall automatically become a regular member upon
being installed as a chapter of an NPC sorority.
C. Associate Membership
Local sororities or inter/national or regional non-NPC member organizations may apply
for associate membership of the Western Carolina University College Panhellenic
Council. The membership eligibility requirements and the process for submitting an
application and approval of the application shall be determined by the College
Panhellenic Council. Associate members shall pay dues as determined by the College
Panhellenic Council. An associate member shall have voice and one vote on all matters
except extension-related matters. If they are not participating in the primary recruitment
process, they shall not have a vote on recruitment rules and establishment or
modification of Panhellenic total. An associate member may be expelled for cause by a
majority vote of the College Panhellenic Council. An associate member shall not be
entitled to vote on the question of its expulsion.

Section 2. Privileges and responsibilities of membership


A. Duty of compliance
All members, without regard to membership class, shall comply with NPC Unanimous
Agreements and be subject to these Western Carolina University College Panhellenic
Council bylaws, code of ethics and any additional rules CPC may adopt, unless
otherwise prescribed in these bylaws. Any rules adopted by the College Panhellenic
Council in conflict with the NPC Unanimous Agreements shall be void.

Article IV. Officers and Duties


Section 1. Officers
The officers of the Western Carolina University College Panhellenic Council shall be
President, Vice President of Communications, Vice President of Recruitment, Vice
President of Finance, Vice President of Academics and Programming, and Vice
President of Judicial Affairs. Changing these positions may occur by a majority vote of
the council.

Section 2. Term
The officers shall serve for a term of one year or until their successors are selected. The
term of office will begin January 1st of the calendar year and will commence December
31st of the same calendar year.Officers shall not be elected to serve if they are not able
to attend primary recruitment.

Section 3. Removal
Any officer may be removed for a cause by a vote of two-thirds of the College
Panhellenic Council.

Section 4. Vacancies
Vacancies shall be filled in the same manner of selection as provided in Section 3 of
this article. Should academic/good-standing requirements for a council position not be
met, said officer shall vacate the position. The replacement of said officer will take place
with a formal election process. While attempting to fill vacancies, the number of
executive board members from each affiliated member organization should be taken
into consideration. The goal is to have equal representation from all member
organizations.

Section 5. Duties of officers


A. The President Shall:
● Be familiar with the NPC Manual of Information and all governing documents of
CPC.
● Call and preside at all meetings of CPC.
● Serve as an ex-officio member of all CPC committees except the judicial board.
● Preside over voting conducted by CPC.
● Meet weekly or biweekly with the CPC Advisor.
● Maintain overall responsibility of the operations of the CPC and serve as the
collegiate representative to the campus and community.
● Ensure that the NPC College Panhellenic annual report is completed.
● Coordinate a CPC Presidents roundtable at least once a month.
● Communicate regularly with the NPC area advisor.
● Countersign with the Vice President of Finance on all checks for the expenditure
of CPC funds.
● Maintain current copies of the following documents: Western Carolina University
College Panhellenic Council bylaws and standing rules, the CPC budget,
contracts executed on behalf of CPC, correspondence and materials received
from the NPC area advisor, all NPC College Panhellenic reports, and other
pertinent materials.
● Work with the GSED office to plan and implement a presidents/delegate
community-building event once per semester.
● Have all agenda items and minutes for CPC Executive Board and General Body
Meetings updated and completed by 5pm the day prior to General Body.
● Work with the rest of the CPC Executive Board to collectively work a minimum of
10 hours in the Greek Student Engagement and Development - GSED office per
week.
● Provide assistance to individual chapters when necessary.
● Must attend the officer transition workshop and installation ceremony in
November
● Perform all other duties as assigned.
B. The Vice President of Communications shall:
● Conduct the duties of the President in their absence or inability to serve.
● Be familiar with the NPC Manual of Information and all governing documents of
CPC.
● Record minutes of all meetings of CPC and the Executive Board.
● Keep an accurate roll of members of CPC.
● Maintain a complete and up-to-date file that includes the minutes of all meetings
from the date of organization and current correspondence.
● Send meeting minutes to the NPC area advisor and appropriate CPC members
in a timely manner (i.e. executive board, delegates, Panhellenic advisor, etc.)
● Be responsible for positive promotion of programs and all publicity and
communications relating to the Panhellenic community.
● Assist other Panhellenic officers with marketing for their events.
● Document Panhellenic activities and accomplishments and compile end of year
report alongside the president.
● Coordinate a roundtable with all chapter heads of communications once per
month.
● Coordinate delegate training in the beginning of their term.
● Promote NPC Badge Day in March in collaboration with the VP of Academics &
Programming.
● Have all agenda items and minutes for CPC Executive Board and General Body
Meetings updated and completed by 5pm the day prior to General Body.
● Work with the rest of the CPC Executive Board to collectively work a minimum of
10 hours in the GSED office per week.
● Must attend the officer transition workshop and installation ceremony in
November
● Perform all other duties as assigned.
C. The Vice President of Recruitment shall:
● Be familiar with the NPC Manual of Information and all governing documents of
CPC.
● Responsible for all CPC matters related to recruitment and recruitment rules in
accordance with the NPC Manual of Information.
● Oversee recruitment administration with the CPC Advisor.
● Preside over the Primary Recruitment Committee, which will guide and plan all
aspects of Panhellenic Recruitment.
○ The Primary Recruitment Committee consists of the President, VP of
Recruitment, Director of Recruitment Counselors, Director of Recruitment
Logistics, and Recruitment Marketing Strategist.
● Train and oversee all operations of the Primary Recruitment Committee.
● Serve as chair and coordinate monthly meetings of chapter recruitment chairs
and recruitment advisors.
● Prepare recruitment-training documents with the CPC Advisor and train
respective members.
● Maintain an updated list of Potential New Members interested in participating in
continuous open bidding, and distribute contact information to the chapters
eligible to participate each semester.
● Coordinate all recruitment activities with chapter recruitment chairs and
recruitment advisors.
● Provide assistance to individual chapters when necessary.
● Have all agenda items and minutes for CPC Executive Board and General Body
Meetings updated and completed by 5pm the day prior to General Body.
● Work with the rest of the CPC Executive Board to collectively work a minimum of
10 hours in the GSED office per week.
● Must attend the officer transition workshop and installation ceremony in
November
● Perform all other duties as assigned.
D. The Vice President of Finance shall:
● Be familiar with the NPC Manual of Information and all governing documents of
CPC.
● Meet with each Executive Board Member over the summer to discuss what funds
that board member would like to receive, what ideas they have for programming
for the academic year, and what they would like to spend money on.
● At the first CPC meeting of the fall semester, the VP of Finance shall present the
budget for the upcoming academic year and the number of funds available per
executive board member to CPC. The budget should be sent to the delegates,
chapter presidents and advisors.
● Coordinate a roundtable with all chapter heads of finance once per month.
● Work alongside the VP of Academics & Programming to budget and implement
scholarships funded by CPC.
● Be responsible for the general supervision of the finances of CPC.
● Receive all payments due to CPC, collect all dues, and give receipts.
● Compile relevant financial information from all chapters to be given to the
Potential New Members during formal recruitment.
● Be responsible for the prompt payment of all invoices and payments.
● Maintain up-to-date financial records; give a financial report at each meeting, and
an annual report to the close of her term in office.
● Have all agenda items and minutes for CPC Executive Board and General Body
Meetings updated and completed by 5pm the day prior to General Body.
● Work with the rest of the CPC Executive Board to collectively work a minimum of
10 hours in the GSED office per week.
● Must attend the officer transition workshop and installation ceremony in
November
● Perform all other duties as assigned.
E. The Vice President of Academics & Programming shall:
● Be familiar with the NPC Manual of Information and all governing documents of
CPC.
● Serve as chair of the Academic Excellence Committee.
● Work alongside the VP of Finance to implement scholarships funded by CPC.
● Work with the CPC Advisor to keep track of academic achievements.
● Implement a minimum of one round table with scholarship chairs Academic
Excellence Committee from each sorority per month.
● Implement and plan a minimum of one academic excellence program per
semester.
● Implement and plan a minimum of one community service event alongside
philanthropy chairs from each sorority per semester.
● Seek out partnerships with other organizations and other campus professionals
to plan and implement programs on Western Carolina University’s campus.
● Shall work to identify and implement programs, which focus on academic
performance and scholarship for all CPC members.
● Organize service events for all sororities to attend and participate in to raise
money for Circle of Sisterhood.
● Implement a minimum of one round table with philanthropy chairs and inclusion
chairs from each sorority per month.
● Work with the Vice President of Communications to promote and plan events for
the NPC Month of the Scholar.
● Have all agenda items and minutes for CPC Executive Board and General Body
Meetings updated and completed by 5pm the day prior to General Body.
● Work with the rest of the CPC Executive Board to collectively work a minimum of
10 hours in the GSED office per week.
● Must attend the officer transition workshop and installation ceremony in
November
● Perform all other duties as assigned.
F. The Vice President of Judicial Affairs shall:
● Be familiar with the NPC Manual of Information and all governing documents of
CPC.
● Educate the Panhellenic community about risk issues such as alcohol and drug
misuse and sexual assault awareness/consent.
● Plan and implement one workshop per semester educating the member chapters
on CPC bylaws, university and council policies, and the NPC position statement
pertaining to risk management.
● Hold each chapter accountable for their actions in accordance with all NPC
unanimous agreements stated within the manual of information and the
Panhellenic Code of Ethics.
● Act as chair of the judicial board.
● Train the judicial board.
● Inform chapter members of judicial policies and procedures yearly, as well as
hold programming regarding these policies during primary recruitment.
● Enforce Panhellenic Council risk awareness policies, constitution, and bylaws.
● Coordinate scheduling of mediations and judicial board hearings, except
recruitment related infractions.
● Implement one round table per month with risk management chairs and heads of
judicial procedures from each chapter.
● Deliver notice of violations to chapters, except recruitment related infractions.
● Complete any necessary paperwork related to potential infractions and judicial
proceedings.
● Have all agenda items and minutes for CPC Executive Board and General Body
Meetings updated and completed by 5pm the day prior to General Body.
● Work with the rest of the CPC Executive Board to collectively work a minimum of
10 hours in the GSED office per week.
● Must attend the officer transition workshop and installation ceremony in
November
● Perform all other duties as assigned.

Section 6: Transition and Installation of Officers


An officer transition workshop and officer installation ceremony will be planned and
executed by the CPC President and CPC Advisor for the third Saturday of November.
During this event:
● Outgoing officers will be expected to transition over all passwords, documents,
materials, accounts, emails, etc. to the incoming officer.
● Incoming and outgoing officers will sit down and meet to discuss suggestions for
improvement, advice, ideas, goals, and other information related to the position.
● Outgoing officers will provide the incoming officers with a paper trail outlining
their accomplishments, responsibilities, and obligations from the past year (and
those previous if applicable).
○ This paper trail must be at least 2 pages long
● Outgoing officers will still be expected to perform their duties until the end of their
term on December 31st, but will include the incoming officers on all
correspondence and commitments throughout that time period.

Article V. Election of Officers


Section I. Requirements of Candidates

Eligibility to serve as an officer shall depend on the class of membership:


A. Regular membership
Members from Panhellenic sororities holding regular membership in the Western
Carolina University College Panhellenic Council shall be eligible to serve as any officer.
B. Provisional membership
Members from Panhellenic sororities holding provisional membership in the Western
Carolina University College Panhellenic Council shall not be eligible to serve as an
officer.

C. Associate membership
Members from Panhellenic sororities holding associate membership in the Western
Carolina University College Panhellenic Council shall be eligible to serve as an officer
except president or the officer in charge of recruitment.

Eligibility to serve as an officer depend on the following requirements:


1. Maintain a 2.6 GPA during full term of office.
a. If a first semester student would like to apply to be an Executive Board
officer for CPC, they must have had an unweighted cumulative high
school GPA of a 3.2.
2. Be in good standing with the chapter for full term of office.
3. Panhellenic President and Vice President Recruitment must have previously
served on the College Panhellenic Council Executive Board, except in the
absence of qualified candidates. Special consideration shall be given to those
who have previously served on the College Panhellenic Council Executive Board.
4. No more than 2 member(s) from the same Panhellenic sorority shall hold office
during the same term. Except in the absence of a nomination.
5. Panhellenic President and Vice President of Recruitment shall not be members
of the same Panhellenic sorority during the same term to eliminate bias, except
in the absence of qualified candidates. Special consideration shall be given to the
most qualified candidates, who present the most objectivity and experience.

Section 2. Nomination Committee


A nominating committee of one member from each chapter, plus the Panhellenic
President shall make up the nominating committee. Representatives who are
candidates may not serve on the nominating committee. The Panhellenic President
shall have a voice but no vote. The members of the nominating committee shall elect
their own chair. The nominating committee shall consider the qualifications of all
candidates for elected officers and shall nominate at least one name for each elected
officer position. A majority vote of officers shall elect them as the nominee. The
Panhellenic advisor shall serve as a non voting ex-officio member of the nominating
committee.

Section 3. Slating
1. The nomination committee will review applications and interview applicants.
2. An individual may only appear on the slate once.
3. Representatives shall take all Panhellenic guidelines, duties, and values into
consideration when selecting members.
4. The Panhellenic President will present the slate.

Section 4. Elections
1. The Panhellenic President will present the slate at the meeting.
2. Candidates other than the slated candidate may “run from the floor” provided that
they have spoken with the Panhellenic President at least 24 hours prior to the
vote and have presented a valid excuse for not submitting an application.
3. The offices will be elected in the following order: President, Vice President of
Communications, Vice President of Recruitment, Vice President of Finance, Vice
President of Academics & Programming, and Vice President of Judicial Affairs.
4. Both the slated candidate and the candidate running from the floor must prepare
a speech and answer questions from Panhellenic Delegates and Executive
Board.
5. Voting shall be conducted by written ballot unless an in-person election is not
permitted.
6. Members running opposed shall still be voted on. In the event that an unopposed
candidate is not confirmed, the procedures outlined in Section IV, Article 4.
7. Each member chapter shall have one vote.
8. The Panhellenic Advisor and Panhellenic President shall count the votes, and
record results for election records.
9. In the event of a tie, delegates will re-vote until a winner is determined.

Article V. The College Panhellenic Council


Section 1. Authority
The governing body of the Western Carolina University Panhellenic Association shall be
the College Panhellenic Council (CPC). It shall be the duty of the College Panhellenic
Council to conduct all business related to the overall welfare of the Western Carolina
University Panhellenic Association including, but not limited to: biannually review the
parameters as adopted in the recruitment rules for the automatic adjustment of total,
annually determine dues, approve the annual budget, consider extension, set a
calendar of events, determine programming and establish recruitment rules and
recruitment style. The College Panhellenic Council shall also have the authority to adopt
rules governing the Panhellenic Association that do not violate the sovereignty, rights
and privileges of member Panhellenic sororities.
Section 2. Composition and privileges
The Western Carolina University College Panhellenic Council shall be composed of one
delegate and one alternate delegate from each regular, provisional, and associate
member organization at Western Carolina University as identified in Article III. The
delegates shall be the voting members of the College Panhellenic Council except as
otherwise provided in Article III of these bylaws. The alternate delegates shall have
voice but not vote. The alternate delegate shall act and vote in the place of the delegate
when the delegate is absent. If both delegate and alternate are absent, the vote may be
cast by a member of the sorority, providing their credentials have been presented to the
CPC President.

Section 3. Selection of delegates and alternates


Delegates and alternates to the College Panhellenic Council shall be selected by their
respective Panhellenic sorority chapters to serve for a term of one year beginning at the
first General Body Meeting of the calendar year and commencing at the last General
Body Meeting of the calendar year.

Section 4: Delegate responsibilities


Delegates must have all agenda items and minutes for CPC General Body Meetings
updated and completed by 5pm the day prior to General Body. Delegates must also
attend all CPC General Body Meetings and support all NPC unanimous agreements,
policies, and procedures. If a delegate cannot be in attendance at a General Body
meeting, they must notify the CPC President via email and submit their replacement up
to 24 hours before the missed General Body meeting. Delegates must follow all
Robert’s Rules of Order and present all chapter reports at General Body meetings.

Section 5. Delegate vacancies


When a delegate vacancy occurs, it shall be the responsibility of the sorority affected to
select a replacement within 2 weeks and to notify the CPC VP of Communications of
their name, address, email and telephone number.

Section 6. Regular meetings


Regular meetings of the College Panhellenic Council shall be held at a time and place
established at the beginning of each academic term.

Section 7. Annual meeting


The annual meeting of the College Panhellenic Council shall be held during the month
of November. The purpose of the annual meeting shall be for the election of officers and
any other business that may properly come before the delegates. Annual meetings shall
not be held when the College Panhellenic President is absent.

Section 8. Special meetings


Special meetings of the College Panhellenic Council may only be called by the CPC
President when necessary, and shall be called by them upon the written request of no
fewer than one-fourth of the member Panhellenic sororities of the Western Carolina
University College Panhellenic Council. Notice of each special meeting of the College
Panhellenic Council shall be sent to each member of the College Panhellenic Council at
least 24 hours prior to convening the meeting; however, such notice may be waived,
and attendance at such meeting shall constitute waive of said notice.

Section 9. Quorum
Two-thirds of the delegates from the member sororities of the Western Carolina
University College Panhellenic Council shall constitute a quorum for the transaction of
business.

Section 10. Vote Requirements


1. Proposed motions on issues that impact a chapter as a whole must be
announced at a previous meeting to allow opportunity for chapter input before a
vote may be taken on the issue.
2. A two-thirds vote of the College Panhellenic Council shall be required to approve
a recolonization plan and for all extension-related votes. All other votes, unless
specified in these bylaws, shall require a majority vote for adoption.

Article VI. The Panhellenic Advisor


Section 1. Appointment
The Advisor of the Western Carolina University College Panhellenic Council shall be
appointed by the Western Carolina University administration.

Section 2. Authority
The CPC Advisor shall serve in an advisory capacity to the Western Carolina University
College Panhellenic Council. The CPC Advisor shall have a voice but no vote in all
meetings of the College Panhellenic Council and the Executive Board. The CPC
Advisor must have all agenda items and minutes for CPC Executive Board and General
Body Meetings updated and completed by 5pm the day prior to General Body.

Article VII. Committees


Section 1. Standing committees
A. The standing committees of the Western Carolina University Panhellenic Association
shall be the Judicial Board, Primary Recruitment Committee, Membership Recruitment
Committee, and Academic Excellence Committee.

B. Term
The standing committees shall serve for a term of one year, which shall coincide with
the term of the officers.

Section 2. Appointment of committee membership


The CPC Executive Board shall appoint members and chairs of all standing and special
committees, except as provided otherwise in these bylaws, and in making these
appointments, recognize fair representation from all member Panhellenic sororities as
much as possible. All appointed members among Panhellenic committees must
maintain a 2.5 average GPA and be in good standing with their chapter. The president
shall be an ex-officio member of all committees except the Judicial Board.

Section 3. Judicial Board


The Judicial Board shall consist of the Vice President of Judicial Affairs as chair and 2
members from each College Panhellenic Council member organization. The CPC
Advisor shall serve as a nonvoting, ex-officio member.

The Judicial Board members shall participate in training to be educated about the
purpose of the board, the rules, and regulations. The Judicial Board will monitor the
procedures to be followed, proper questioning techniques, the rights of the charged
organizations, evaluating evidence, deliberations, and sanctioning. The Judicial Board
shall educate member sororities about the Panhellenic judicial procedure.

In accordance with NPC Unanimous Agreement VII, College Panhellenic Association


Judicial Procedure, it shall be the Judicial Board’s duty to hold a hearing to adjudicate
all alleged violations of the NPC Unanimous Agreements and the bylaws, code of
ethics, standing rules, and membership recruitment regulations of the Western Carolina
University College Panhellenic Council that are not settled informally or through
mediation.

The hearing shall be conducted by the entire Judicial Board unless the College
Panhellenic Council adopts rules for the hearing to be conducted by a committee of the
Judicial Board. The members of the Judicial Board shall maintain confidentiality
throughout and upon completion of the judicial process.

Section 4. Primary Recruitment Committee


The Primary Recruitment Committee of Western Carolina University shall consist
of the CPC President, VP of Recruitment, Director of Recruitment Counselors, Director
of Recruitment Logistics, and Recruitment Marketing Strategist.

Section 5. Membership Recruitment Committee


The Membership Recruitment Committee shall consist of a chair and one representative
from each regular, provisional, and associate member. Alumnae advisors may attend
meetings of the committee. The alumnae advisors shall have voice but no vote. This
committee shall review and develop membership recruitment rules and submit them for
discussion and approval to the College Panhellenic Council before the end of the
academic term preceding the membership recruitment period. After each membership
recruitment period, the chair of this committee shall present a full report, including
recommendations to the College Panhellenic Council, based on an analysis of the
recruitment statistics and recruitment evaluations from new members, potential new
members who withdrew, each member organization, and chapter advisor.

Section 6. Academic Excellence Committee


The Academic Excellence Committee shall consist of a chair and 5 members. The
Academic Excellence Committee shall be responsible for all matters pertaining to the
promotion of superior scholarship and intellectual achievement.

Section 7. Other committees


Other such committees, standing or special, shall be appointed as deemed necessary
by the College Panhellenic Council.

Article VIII. Finances


Section 1. Fiscal Year
The fiscal year of the Western Carolina University College Panhellenic Council shall be
from August 1st to July 31st inclusive.

Section 2. Contracts
Dual signatures of the President and Vice President of Finance shall be required to bind
the Western Carolina University College Panhellenic Council on any contract.

Section 3. Checks
All checks issued on behalf of the Western Carolina University College Panhellenic
Council shall bear dual signatures. The following shall be authorized to be one of the
two required signatures: President and Vice President of Finance

Section 4. Payments
All payments due to the Western Carolina University College Panhellenic Council shall
be received by the Vice President of Finance, who shall record them. Checks for
payments shall be made payable to the Western Carolina University College
Panhellenic Council

Section 5. Dues
1. NPC College Panhellenic dues shall be paid yearly as invoiced by the NPC
office.
2. Panhellenic Association membership dues shall be an assessment per member
and new member.
a. Dues are $10 per member per semester. This includes new members.
b. This amount is subject to change at any time.

Section 6. Fees and assessments


The College Panhellenic Council shall have the authority to determine fees and
assessments as may be considered necessary.

Article IX. Extension


Section 1. Extension
Extension is the process of adding an NPC Panhellenic sorority. The Western Carolina
University College Panhellenic Council shall follow all NPC Unanimous Agreements and
NPC extension guidelines found on the NPC website and in the Manual of Information.

Section 2. Voting rights


Only regular members of the College Panhellenic Council shall vote on extension
matters.

Article X. Violation Resolution


Section 1. Violation
Chapters shall be held accountable for the conduct of their individual collegiate and
alumnae members. Conduct contrary to the NPC Unanimous Agreements, these
bylaws, and the Panhellenic code of ethics, standing rules, and/or membership
recruitment regulations of the Western Carolina University College Panhellenic Council
shall be considered a violation.

Section 2. Informal resolution


Members are encouraged to resolve allegations through informal discussion before an
infraction is filed, with the involved parties.
Section 3. Judicial process
If informal discussions are unsuccessful, the judicial process will be set in motion by
filing a report of the alleged violation. The Western Carolina University College
Panhellenic Council shall follow all judicial procedures found in NPC Unanimous
Agreement VII.

A. Mediation
Mediation is the first step of the judicial process. The Western Carolina University
College Panhellenic Council shall follow all NPC Unanimous Agreements concerning
the judicial process.

B. Judicial Board hearing


When a violation is not settled informally or through mediation, the Judicial Board shall
resolve the issue in a Judicial Board hearing. The College Panhellenic Council shall
adopt procedures in the standing rules for this purpose that are consistent with the NPC
Unanimous Agreements.

C. Appeal of Judicial Board decision.


A decision of the Judicial Board may be appealed by any involved party to the NPC
College Panhellenic Judicial Appeals Committee. The Western Carolina University
College Panhellenic Council shall follow all NPC Unanimous Agreements concerning
the appeals process.

Article XI. Hazing


The College Panhellenic Council does not tolerate the act of hazing which is hereby
defined as, “Any activity by a student, student group, or RSO, related to membership in
a student group or RSO, that intentionally or unintentionally endangers the mental,
physical, or emotional health of a person. Consent is not a defense or excuse to
participation in the activity. Any actions that demean, disgrace, or embarrass a person
may also be considered hazing. Hazing can occur either on or off-campus. While hazing
is typically associated with membership selection and initiation into a group or
organization, it is possible for hazing to occur before, during, after, or separate from
membership selection and initiation, and regardless of a person's status or position in
the student group or RSO.”
● Such activities may include but are not limited to the following: use of alcohol,
paddling in any form, creation of excessive fatigue, physical and psychological
shocks, quests, treasure hunts, scavenger hunts, road trips, or any other such
activities carried on outside or inside of the confines of the chapter house;
wearing of public apparel which is conspicuous and not normally in good taste,
engaging in public stunts and antics, morally degrading or humiliating games and
activities, and any other activities which are not consistent with academic
achievement, fraternal law, ritual or policy, or the regulations and policies of the
educational institution or applicable state law.

It is unlawful for any student in attendance at any university, college, or school in this
state to engage in hazing or to aid or abet any other student in the commission of this
offense. Hazing is defined by the State of North Carolina as, “to subject another student
to physical injury as part of an initiation or as a prerequisite to membership into any
organized school group, including any society, athletic team, fraternity or sorority, or
other similar group.”

Article XII. Parliamentary Authority


The rules contained in the current edition of Robert's Rules of Order Newly Revised
shall govern the Western Carolina University College Panhellenic Council when
applicable. When they are not inconsistent with the NPC Unanimous Agreements, these
bylaws and any special rules of order the Western Carolina University College
Panhellenic Council may adopt.

Article XIII. Amendment of Bylaws


These bylaws may be amended at any regular or special meeting of the Western
Carolina University College Panhellenic Council by a two-thirds vote, provided that the
proposed amendments have been announced and submitted in writing at the previous
regular meeting, allowing an opportunity for chapter input.

Article XIV. Dissolution


This Association shall be dissolved when only one regular member exists at Western
Carolina University. In the event of the dissolution, none of the assets of the Association
shall be distributed to any members of the Association, but after payment of all debts, its
assets shall be given to the National Panhellenic Conference.

Article XV. Chapter Requirements


Section 1.
Chapters are required to have 50% of members in attendance at 2 programs conducted
by the College Panhellenic Council, per academic year. The chapter with the highest
attendance percentage for all programs conducted by CPC (found in Article 16 of
Western’s Panhellenic Association’s Bylaws) will receive a meal paid for by CPC during
primary recruitment. If qualified, programs can count for R&R.

Section 2.
Any College Panhellenic Council meeting (general body, programs, round tables, etc.)
that a chapter fails to attend will result in the commencement of the judicial procedures
according to the NPC Manual of Information and Article VI in the Western Carolina
University Bylaws.
