Case Study: Barangay 109-A V&G, Tacloban City

Introduction:

The barangay is the smallest political unit in the Philippines. Each


municipality or city is therefore made up of barangays.

The barangay government unit is composed of elective officials called


the Punong Barangay who is the chief executive, the Sangguniang
Barangay members, also called Kagawads, and the Sangguniang
Kabataan Chairman. The appointive officials are the barangay Secretary,
the barangay Treasurer, the members of the Lupong Tagapamayapa, and
the barangay Tanods.

Significance of the Study is to:

1. To explore the origins of barangay 109-A and it’s present status.


2. To give importance to the actions done by the barangay
3. To understand and appreciate the roles that the barangay serves.
4. This case study will serve as a reference for future political science
students as a historical literature on the particular barangay.

The case study subject presented in this paper has no record of origin
Of the barangay. It will serve as a reminder of the value of which a
barangay gives to our society. This paper aims to explore the meaning of
how the barangay has been acknowledged as an important part of our
local government unit(LGU) in the city.
Review of Related Literature

The barangay has power and authority over its domain. The
improvement of the barangay rests on the barangay officials. The
barangay chairman, the barangay council and the local businessmen
forge the prosperity of the barangay. Not the president of the
Philippines, senate, nor congress, not the governor of the province, not
the mayor nor council of the municipality or city. Barangay code of the

Practically anything that has to do with the barangay, the barangay


officials have a say on it and most likely the authority over it. The
majority of the barangay officials are not aware of their duties and
power. They depend on the city council or mayor. The elected barangay
officials are afraid of the mayor and city/municipality's "Sangguniang
Panlungsod". They are in fear of being ousted or removed from office.
The truth is, "Sangguniang Panlungsod" does not have the power to
remove any elected barangay officials from office. Only the COURT OF
LAW can do this (judicial branch of the government). Information is

Ordinance and creation of barangay 109-A

Due to the lack of physical records about the origins of the barangay the
validity and credibility of the barangay is questionable at the best.
However, as we can see that the barangay still functions to this day.
Therefore, we can assume that the barangay follows the strict laws and
codes that are required to be called a barangay.

Brief History of Barangay 109-A


Located in Tacloban City, Province of Leyte in Region 8 of the Philippines.

Barangay 109-A is a barangay in the city of Tacloban. Its population as determined
by the 2015 Census was 8,206. This represented 3.39% of the total population of
Tacloban.
Features of Barangay 109-A V&G

 It is one of the 138 barangays in the City of Tacloban, Province of


Leyte. Barangay 109-A is situated at approximately 11.2199,
124.9995, in the island of Leyte. Elevation at these coordinates is
estimated at 4.9 meters or 16.1 feet above mean sea level.
 The population of Barangay 109-A grew from 6,120 in 1990 to 8,206
in 2015, an increase of 2,086 people. The latest census figures in
2015 denote a positive growth rate of 0.10%, or an increase of 43
people, from the previous population of 8,163 in 2010.

The researcher also procured a section on the local government code as


for the naming of the barangay and its requirements to attain or execute
them. This section does not just require the consultation of the
Philippine Historical Commission (PHC) but also it is finalized and
published in public through a public ordinance

SECTION 384. Role of the Barangay. - As the basic political unit, the
Barangay serves as the
primary planning and implementing unit of government policies, plans,
programs, projects, and
activities in the community, and as a forum wherein the collective views
of the people may be
expressed, crystallized and considered, and where disputes may be
amicably settled.

SECTION 386. Requisites for Creation. - (a) A Barangay maybe created


out of a contiguous territory which has a population of at least two
thousand (2,000) inhabitants as certified by the National Statistics Office
except in cities and municipalities within Metro Manila and other
metropolitan political subdivisions or in highly urbanized cities where
such territory shall have a certified population of at least five
thousand(5,000) inhabitants: Provided, That the creation
thereof shall not reduce the population of the original Barangay or
Barangays to less than the minimum requirement prescribed herein.
SECTION 387. Chief Officials and Offices. - (a) There shall be in each
Barangay a Punong Barangay, seven (7) Sangguniang Barangay
members, the Sangguniang Kabataan chairman, a Barangay Secretary,
and a Barangay treasurer.

Discussion

Looking back on the objectives presented in this paper earlier,


There has been no record of literature pertaining to the origin of the
barangay. It is important in order to conduct this study to supplement
knowledge to the history and significance of the barangay. The
requirements of creating and sustaining a barangay involves the income,
population and land area. As was given in the Local Government Code.

Conclusion

For me, as a researcher of this topic. I would recommend that information of


what they do should be made more public.As it was quite hard to procure
much needed information in order to write this paper and so that their actions
can be recognized more. Another recommendation I would like to give is that
they should update their status online as it was quite difficult to research
information as there so little written articles online about them. Overall, I
believe they are doing a well enough job in serving the people of barangay
109-A v&g, Tacloban City. And since they are following the barangay code
and the local government code it is safe to assume the legitimacy of the
actions being presented in this barangay.
