A metasurface is an artificial device fabricated with many structural units on a substrate, When you say
antenna, you especially refer to an electromagnetic metasurface. Units (unit cells) are periodically
distributed as designed, in order to achieve some novel, non-natural functions or characteristics, like
controllable phase shift, high absorbance, high reflection and EM wave magnification. Dimensions of unit
cells are around or less than a wavelength of incident EMW. Those unit cells can be metallic nano
structures or dielectric blocks, and when they respond to incident EMW like electric or magnetic dipoles
(with EM resonance and radiation), they can be called metasurface antennas.
