SUBJECT : RECOMMENDATION FOR TAKE-OVER

This letter is to give information and recommendation to take over the remaining unit under by the
contractor (RCCD).

Last October 15, 2015, we conducted Coordination Meeting with the said contractor and agreed that the
contractor will provide a catch-up plan and additional manpower to finish their three (3) priority units
and other nine (9) remaining units. To monitor the site accomplishment but they didn’t submit any
document and the manpower are inconsistent.

We observe their accomplishment in the past 6 weeks on the priority unit has decrease base on our
submitted accomplishment report and they cannot continue their other units due to lack of skilled
worker.

As of Nov. 10, 2015, the following percentage accomplished for the three (3) priority units are shown
below.

B09L01 36.19% December 20, 2015

B09L21 18.08% December 20, 2015

We suggest take over the eight (8) constructing unit to other contractor to prevent more delays of unit
construction if the present contractor did not submit any document to prove that they can continue and
finish the remaining units. And the other four (4) units will remain and shall be finished by the present
contractor.

The said eight units need to take over are as follows (B05 L19, L20, L 21, L22, B09 L01, L02, L21, L22).
And the four (4) units will remain and need to finish by RCCDC are as follows (B05 L15, L16, L 17, L18).
