Definition
This Method of Measurement provides a uniform basis for measuring the quantities of the PERMANENT
WORKS, which shall be referred to as the Bill of Quantities (BOQ) hereinafter, and which shall be used for basis
of the calculation of the DIRECT WORK PRICE.
A. General Note
1. BOQ shall be measured as the net volume in accordance with the design drawings (hereinafter referred
to as the Drawings) issued later on at the job-stage and rules referred to hereinafter regardless of actual
volume of the work, volume of waste or loss, etc.
However this rule shall not apply to the measurement for the CONTRACTOR's temporary facility (e.g.
camp, site office building, temporary warehouse, utility service, net work and the like).
2. BOQ of earth work items shall be calculated based on the dimensions on Drawings regardless of
bulking after excavation.
3. As for any new work item which is not specified in this exhibit, the CONTRACTOR shall submit the
proposed method of measurement to TIC for approval.
4. Weight of steel structures, metal and reinforcing bar, etc. shall be calculated as per unit weight referred
in the Code applied for materials and/or net based on the volume and specific gravity (the specific
gravity of steel is 7.85).
5. Unit of measurement shall conform to the metric system.

Scrap and waste reinforcing bar shall not be counted in the work volume nor shall utilization of a temporary nature
such as, but not limited to, tie-bars, chairs, form ties, binding wire and like, be counted.
Opening in walls, slabs and like exceeding 0.5 m2 shall be deducted.
Measurements for lap length and development length shall be considered in accordance with TIC's Standard
Drawings for compression or tension reinforcement.
