STRUGGLING STUDENTS IN THE PUBLIC SCHOOL OF


PATEROS NATIONAL HIGH SCHOOL.

Chapter 1

THE PROBLEM AND ITS BACKGROUND

Introduction

Students of public schools has a common conflict but in different scenarios

and different circumstances. There are those who can afford to but the

requirements, and there are those who can’t. For those who can’t afford to by the

required gadgets and supplies, they wait for the school to give them the things that

they need to study. Although it may have been said that students who lack these

things to get educated. Specifically here in Pateros Nation High School – Senior

High School (PNHS-SHS)

This fight in the pandemic is never yet over. Sadly, because the common

goal of our fellow citizens here in the Philippines is to survive. Education become

our least of our concern because jobs aren’t all available anymore. Based from the

Philippine Statistics Authority, there were at least 3.8 million of unemployed workers

here in the Philippines. Just because of this virus that kept spreading worldwide

students enrolled and graduated then and now.

In Tristan Enaje's opinion, I think many students and teachers have difficulty

with the education system today, as well as with gadgets because not all students

can afford to buy such as phones and laptops for online class. Then for Rayli

Rodillas, many students find it difficult to keep up with the new normal or the new
quality of education that we have today due to a lack of technology that is required

to used to be able to attend online classes, others even borrow from their

acquaintances because not everyone can afford buy it. Another reason is the

internet connection, not all students has it in their homes others still need to load

but it also depends on the signal strength because if the signal is weak they will be

unable to access it.

Background of the Study

According to (Cahyadi, 2014: 12) Smartphone is a set of technological tools

that have major applications required in the needs of life, the Smartphone has

incredible capacity, using mobile phone. One of the capacities is able to operate

like computer, and ease the users to bring it everywhere". Meanwhile, according to

Backer (2010: 21) revealed that: smartphone is a phone that brings leading

capabilities; as a form of the capacity of the Wireless Mobile Device (WMD) that

can function as a computer by offering features such as personal digital assistants

(PDAs), internet access, email, and Global Positioning System (GPS), so it makes

the users easier to find the data or needs for eighth-graders, show that full access

to online learning is far from universal and that students who are poor are less likely

to have access to the key tools and experiences they need to attend school online.

For example, nearly 16% of eighth-graders overall, and almost a quarter of eighth-

graders who are poor, don’t have a desktop or laptop computer at home on which
to follow their classes. About 8% of eighth-graders who are not poor lack access to

these essential devices. The data also show that low shares of students have

teachers with full technological proficiency to teach online. (Poor students are

defined as students who are eligible for the federal free or reduced-price lunch

program.).

From the report of Jacqueline Miranda(December 23 2020). A few days

before Christmas, students in Ilocos Norte received new gadgets that they can use

for their virtual classes. The Department of Education (DepEd) has announced that

it has dispatched a total of 3,890 tablet units to the local government of the province

as part of its directive to assist learners in the transition to online learning systems

following safety restrictions set in place due to the pandemic. The DepEd delivered

the tablets in collaboration with Ilocos Norte Governor Matthew Manotoc. The

governor said, “We hope that many of our students can use these tablets for many

years and hopefully, through their tertiary or college education. We appreciate the

partnership and we look forward to many, many projects together for the betterment

of education in the province”. DepEd purchased the tablets under the Special

Education Fund allotted for the provincial government. Officials of the education

department in Ilocos Norte were present during the turn-over event. Still these

things never reached those who also suffered because they lacked the gadgets

needed for their studies.


There are many differences between the old traditional education systemand

today's modern education system let's talk about each and every point in detail:

1.) Rote Learning Traditional - Education System is based on Rote

Learning which is a technique of memorization in which the student learns the

subject without understanding its real life implementation and learn only to score

good marks. This system of rote learning is still prevalent in many schools across

the country. It is a commonly used practice which is implemented for decades but is

not efficient as the child is not understanding the concept properly and just

memorizes it thus lacks the usage of the concept knowledge.

2.) Experiential Learning - This is a modern form of learning which is

based on the notion of learning-by-doing in which the student learns by

experimenting and can apply acquired knowledge in real life implementation. This is

the most amazing and interesting form of learning which challenges the student to

learn valuable skills such as problem solving skills, computational skills, creative

thinking etc. Thus, experiential learning is the most effective way to learn for

students as it turns them into innovators of tomorrow and fuel up their curiosity.
Based from the report of Fernando M. Reimers (2020-04-09), the Pandemic

that is ravaging the globe is likely to cause the most serious disruption to

educational opportunity in at least a century. The studies and lives of those

currently in school will be impacted in multiple ways, some yet to be understood.

Most immediately, because necessary physical distancing measures will interrupt –

or have already - their opportunity to attend school they will learn less than they

would have otherwise. Furthermore, they will forget much of what they learned this

academic year, experiencing a variation of the well-studied phenomenon of

‘summer loss’ except that it will not be in the summer. School systems and

governments will attempt to establish alternative modalities of education during the

period of necessary social distancing, but those will most likely work well for

children whose parents have more education, who have other social advantages,

and who have access to resources, including online connectivity and devices, so

they can continue to enjoy structured opportunities to learn. For many children

lacking those conditions, the period of physical distancing is likely to result in very

limited opportunities to learn demi, the more likely to suffer from infections to

themselves and to their parents because their living conditions are such that make

infections more likely, and they will have more limited access to health care to be

treated if infected
In most countries, public schools were invented so long ago that few of those

alive today remember what life was like without them. Few know from direct

experience that one of the functions of public schools was to level the playing field

for children born into different circumstances. In recent past, any discussion of what

difference schools really made to individuals or to societies was an exercise in

imagination because no society decided to carry out the absurd experiment of really

testing the idea of whether schools really mattered by shutting them down. The

Pandemic will make visible what a world in which those institutions are not able to

function as designed looks like.

No doubt for some children the disruption caused by the pandemic will be a

time of experimentation, of greater autonomy for their own learning, of more self-

direction, of experiencing productive collaborations between their teachers, guiding

them through the power of online education, and their parents. But those won’t be

the majority of the world’s children, they won’t even be the majority of the children in

the most affluent societies.


For the vast majority of children who loose opportunities to learn because of

the pandemic, it will be hard to recover from those losses, the harder the longer the

period of physical isolation from other students and teachers. The educational

disadvantage such losses generate will beget more educational, and eventually

economic and social disadvantage. Because these losses will be experienced by

large segments of the population, societies will suffer as their productivity is

diminished.

The COVID-19 pandemic has led to some elements of teaching-

learning being changed permanently. Schools and colleges were shut down in the

second week of March as a preventive measure to contain the spread of COVID-

19. In September now, we are still debating whether to reopen. Apart from

impacting the future of 32 core young citizens, this has also pushed educators to

reshape the mechanism of imparting lessons.

Some immediate measures included shifting teaching process online on an

untested and unprecedented scale, conducting online assessments on trial-and-

error basis, creating content suitable for remote learning using technology and tools

among others. However, transitioning to an ‘online mode’ has had its share of

challenges. These include limited access to the Internet, lack of uninterrupted

power supply, ill-equipped teachers, absence of a robust monitoring method,

hindrances to replicating the rapport between teacher and students in an online

world, bridging the patchy and impersonal online experience, increase in screen-
time and unavailability of tools to create content in regional languages. The impact

has been more severe for disadvantaged children leading to interrupted learning,

compromised nutrition, childcare problems and consequent economic cost to

families who cannot work. Another challenge is to ensure that students return and

stay in school when schools reopen. This is especially true of protracted closures

and when economic shocks place pressure on children to work and generate

income for financially distressed families.

School is the foremost fountain of knowledge children are exposed to. It

gives a chance for them to acquire knowledge on various fields of education such

as people, literature, history, mathematics, politics, and other numerous subjects.


This contributes to cultivation in the thought process. When one is exposed to the

influences coming from various cultural sources, his/her on world and existence

becomes vast (Education World, 2021).

Theoretical Framework

The Pateros National High School – Senior High School goes through

scarcity of stable internet connection and most definitely, applicable gadgets that a

student can use to keep up with the schooling. The mindset of each individual

student changes because of these absent needs. They now actually need to work

just to pass. Do to pass not learn to pass. Problem is, most of them may have their

own gadget but not all of the gadgets that they own are stable for multi working and

24 hour limited battery to keep up with the activities, assessments, and

performance tasks to do. 12

The figure shown above is how the mindset is working for the students.

Students require to have the ones on the circle shape and only then will they have a

passing score. This must not remain on the perspective of the students. We end up

working not learning to graduate and have a work. It was mentioned so many times

that are on modular are more on self-learning. Means, you’ll work yourself out of the

duties you need to finish.

Conceptual Framework

Through virtual or asynchronous meeting with the researchers and internet

searching for information about our topic. Like newsmen digging info from a person.

This is focused upon the facts of the struggles of students with the ways of their

education. It shows how much help did the education did. Upon interviewing

students within the school premises (students of PNHS-SHS). With the help of

internet and cooperation with each researcher of this group, accomplishing this will

show how much more is missing for the students to actually learn something.

Statement of the Problem

This study determined the Quality of Education and Quantity of Gadgets. To

those Struggling Students in Pateros National High School. Senior High School at

Pateros National High School-SHS in Pateros M.M., for the school year 2021-2022.

Specifically, the study sought to answer the following questions:

1.) Do you think that the education improved or not?

2.) Do you prefer the old ways of being educated or now?

3.) Does this pandemic keeps you from educating yourself?


4.) Does the gadget(s) you have fit for your studying? If you don’t have any

gadget(s), would you consider stopping or giving up on your studies?

5.) Is there any circumstances wherein that the education system tends to become

a conflict with your everyday life.

Significance of the Study

This study is expected to find out the Quality of Education and Quantity of

Gadgets for the Students to the respondents at Pateros National High School-SHS

in Pateros M.M..

The results of this study will also be beneficial to the following:

DepEd Officials. They can tell whether which is more essential for the students to

have and do.

Division Supervisor. They will identify the lacking of equipment for the students’

schooling. In that said, the division supervisor will be aware of the factors needed for the

students.
District Supervisor. This study would provide facts, opinions, and info about the

quality of education and quantity of gadgets for students. Thus will give them ideas to have

a better fair alternative to those who wasn’t provided with the needs of the students

require.

School Administrators. They will be assisted by this study to identify those who

are still struggling with the requirements they have.


Teachers. With the help of this research, giving tasks will be more instructed, fair

and applicable to the specific subject of the study.

Parents/Guardians. They will be informed by this study that guidance and support

is still one of the most important key to give their son(s)/ daughter(s)/ sibling(s)/ nephew(s)/
cousin(s).

Students. This study will not only encourage students but to motivate and give

them an idea to have an alternative way to learn and become successful. Learning to

improve not just working to pass

Future Researchers. This study may contribute to the next researcher similar to

their topic. The findings and recommendations will be indispensable input for the

improvement of their research related to this.

Scope and Limitations

This study focused on the Quality of Education and Quantity of Gadgets:


Struggling Students in the Public School of Pateros National High School.
Senior High School of SHS Grade 11 ICT with 36 participants out of at Pateros
National High School-SHS in Pateros M.M. during the school year 2021-2022.

Definition of Terms

To facilitate better understanding of the study, terms are hereby defined

conceptually.

Gadgets – a device and also considered as a tool for making special work.

Quality – the measure of excellence of something.

Quantity – the amount of something.

Education – a training method which gives knowledge and teaching to learn.

Public School – schooling place that is freely given by the government for

learners to go to.
