PRE QUALIFICATION CRITERIA

2 Bidder should be an Authorized A specific valid Authorization certificate as
Converter for micro prismatic Type Authorized Converter issued by the micro
XI Retro Reflective Sheeting prismatic Type XI Retro reflective sheeting
Manufacturer. manufacturer (OEM) stating that the bidder is
authorized to participate in the said tender and
offer micro prismatic sheeting as per the
Tender specifications. The certificate should be in
original and issued by the prime retro
reflective sheeting manufacturer’s subsidy in
India. Certificate issued by distributor dealer/
power of attorney holder shall not be
considered.
3 10 year (minimum) pre-Qualification Thebiddershallsubmit10 year(minimum)
warranty for Retro reflective sheeting

and entire display panel as per clause
6.9 of IRC 67 – 2012 XIfromthemanufacturer ofRetroreflective
sheeting, issued for field performance including
theprinted areasandcut‐out sheetingand
cut‐outdurabletransparent overlayfilm.The
lettershallindicatethe minimumretro‐reflectivity
ofsignsattheend of
warrantyperiod.Thesubmittedletter shouldbe
inoriginalbythesheeting
manufacturerfortheperformanceof the
 sheeting for the 10 years warrantyperiod
&that incaseoffailure ofretro
reflectivesheetingduringthe periodical
testingfor theretroreflectivevaluesas
comparedtothevaluesprovidedintable6.8 or
6.9 of IRC 67‐2012theproportionate sheeting
shallbereplaced bythesheetingmanufacturer
&thatthe qualifiedbidderwouldreplacethe
failed Signage Units completely as per
performancecriteriaintenderconditions.

4 The bidder must have executed at Completion certificate and/or work order from the

5 Certified copy of test reports . A certified copy of test reports from an
independent test laboratory conforming to
clause 6.7 of IRC 67‐ 2012 including 3
years’ outdoor weather exposure report for
the retro reflective sheeting offered attested by
the retro reflective sheeting manufacturer
shall be submitted by the bidder during the
bid submission. (3 Years outdoor weathering
test shall have been conducted in two climatic
conditions namely Tropical Rain & Desert as
per Table 14 of ASTM D 4956‐09 &

Annual Turnover of minimum 50%
of the tender value for last three

7 The bidder should not have been
blacklisted by any Govt agency or
its undertaking. Contract is liable
to be terminated by JMC without
payments of any compensation, if
subsequent to the acceptance of
tender it is understood of any
blacklisting of the bidder by any
Govt or its undertaking.
8 Bidder shall submit the sample of
the retro - reflective board / sign
face of size 4“x 5” Written “JMC”
on it with proposed Type XI
sheeting & overlay film pasted
over 4 mm ACP/ACM.
9 On-site Periodical Testing of the
Retro Reflective sheeting by Bidder
at interval of every 6 months till the
warranty period.

ii. Further as per clause 6.7 of IRC 67 – 2012 a
third‐party test report from a reputed laboratory in
India for artificial accelerated outdoor weathering
of the retro reflective sheeting conforming the
ASTM D 4956 specifications shall be submitted
by the bidder.
The Bidder to submit a Chartered Accountant
certified document evidencing the details of
turnover and net-worth.
The Bidder shall also furnish the audited accounts
and income tax returns for last 3 (three)
financial years

Sample boards shall be stamped& signed (Using
permanent marker) by the Authorized
Representative of The sheeting manufacturer on
the back side having the details of tender name,

Bidder has to submit a Letter from original
manufacturer of the sheeting stating the on-site
reflectivity testing will be done as per the JMC
requirement.
